1 SUMMARY OF THE ANKC CONFERENCE HELD IN SYDNEY ON 15 TH TO 17 TH OCTOBER, 2010 At the October 2010 ANKC Conference, the Delegates resolved/considered the following: 1. ANKC MAIN CONFERENCE 1.1 ANKC Regulations Part 1, Section 6 - Amendment It was resolved that Section 6 of ANKC Regulations Part 1 be deleted in its entirety. 1.2 ANKC Regulations Part 1, Clause Amendment It was resolved that Clause 3.3 (c) of ANKC Regulations Part 1 be amended to read: 3.3 Voting (c) Voting shall be in accordance with the usual ANKC procedure (refer Clause 12.1 of the Constitution). Where an activity is not conducted in a particular State of Territory, that delegate does not have a voting right for motions concerning that activity unless schedules for a said activity have been submitted and approved by their State or Territory body. Where a new activity has been adopted by the ANKC, for the first (3) three years that delegate will have a voting right for motions concerning that activity irrespective of whether schedules have been submitted or approved by their State or Territory body. A majority shall be the first number in excess of 50%. 1.3 ANKC Regulations Part 5, Sections 4 & 5 - Compliance It was resolved that it be mandatory ANKC Regulations Part 5, Sections 4 and 5 be complied with for all sanctioned events including Royal Shows, as was passed at the October 2007 ANKC Conference (Item 7.37). 1.4 ANKC Regulations Part 5, Section 1, Clause 1.1 Amendment It was resolved that Section 1, Clause 1.1 be amended by adding a descriptor after Class 18 to read:- Bitch Classes for all of the above classes utilise the same number as dogs with addition of the letter A, e.g., 1A = Baby Puppy Bitch. AND The words and bitches be removed from the description of Classes 15 to ANKC Regulations Part 5, Clause 1.1 Amendment It was resolved that ANKC Regulations Part 5 Clause 1.1 Classes 9 and 10 be amended to read: State Bred 9 For dogs six months of age or over bred in the State or Territory in which they are exhibited. Australian Bred 10 For dogs aged six months or over bred in Australia. (A Member Body may reserve the right to exclude all, or any, of the recognised Australian Breeds). Oct10_Summaryv2.doc 1

2 1.6 ANKC Regulations Part 6, Section 1 Amendment It was resolved that ANKC Regulations Part 6 Section 1 Clause 1.1 Data Extracts from National Database be amended to read: SECTION 1 General 1.1 Animal File - Data Extraction Animal files will be made available nationally to any Member, or person/body as approved by the ANKC who request them, but the names and addresses of the people associated with the information contained in the animal file will not be released. The only information to be provided is the dogs : Name Number Date of birth Colour Titles Sire Dam Country whelped Country exported to The applicant acknowledges the following. 1. The member will be contacted and provided with an estimate of cost which is dependent on the extent of the data request, i.e. number of registrations, any additional information and the time/work involved to extract the specific data requested. 2. Full payment is required prior to the data being forwarded to the member in the nominated format. 3. That the information to be provided pursuant to this order is subject to copyright and that no part should be reproduced (including websites), adapted or communicated without the consent of the ANKC. 4. ANKC do not in any way warrant the accuracy of the information provided pursuant to this application. 5. There is an additional fee of $5.50 for the data on CD, otherwise it is ed. 1.7 ANKC Regulations Part 6, Section 2, Clauses 2.10 to DNA Protocols Delegates resolved to adopt a set of DNA Protocols and these have been incorporated into ANKC Regulations Part ANKC Regulations Part 6, Section 3, Clause Amendment It was resolved that ANKC Regulations Part 6, Section 3, Clause 3.1 be amended to read: Imported Dogs 3.1 An imported dog is one that has been imported into Australia from overseas including New Zealand. An imported dog is to be identified as such by (Imp UK), (Imp USA) etc. at the end of its name. A dog imported in dam is to be identified as such by (IID UK), (IID USA) etc. at the end of its name. 3 1.9 ANKC Regulations Part 6, Section 6, Clause Amendment It was resolved that ANKC Regulations Part 6, Section 6, Clause be amended to read: The registered prefix of a breeder must be attached to the name of every animal bred by them and such prefix shall be deemed to be part of the name. No name, including the prefix, shall exceed thirty (30) spaces to be used as letters or spaces ANKC Regulations Part 6, Section 6, Clause Amendment It was resolved that ANKC Regulations Part 6, Section 6, Clause be amended to read: No word that is in the nature of a known prefix or deceptively similar to a known prefix and no prefix except the breeders registered prefix may be used in a dog s name. It is the responsibility of the complainant to lodge an objection that a name conflicts with this regulation and it is further understood that it is not the responsibility of the processing office to recognise issues prior to lodgement of an objection ANKC Regulations Part 6, Section 6, Clause Dachshund Registrations It was resolved that effective from 1 July 2011 registrations are to be rejected for Dachshunds where both parents are dapple ANKC Regulations Part 6, Section 6, Clause Protocols for Imported Semen - Amendment Delegates resolved the following amended Protocols for Imported Semen procedure be converted to regulations and included in ANKC Regulations Part 6: Frozen semen from local or imported dogs must be registered at the time of or prior to application for registration of a litter from that semen. The following documentation will be necessary to be supplied at the time of registration of local or imported frozen semen: 1. Application form to reregister the dog (if imported); 2. Original or certified copy of three generation pedigree (if imported or not previously registered); 3. Photocopy of the ownership certificate; 4. Photocopy of the semen collection certificate; 5. Photocopy of AQIS final clearance certificate (if imported). Member Bodies are authorised to make such arrangements as they require to satisfy themselves as to the ownership and authenticity of local or imported frozen semen collected prior to the date of commencement of this regulation ANKC Regulations Part 6, Section 6, Clause 6.6 (renumbered to Clause 6.7) - Amendment It was resolved that ANKC Regulations Part 6, Section 6, Clause 6.6 (renumbered to Clause 6.7) be amended to read: 6.7 Registration of Associate Dogs on Associate Register (10/07, 7.11) As from 1 January 2008, it is compulsory PRIOR to the registration of an Associate Dog on the National Database, that the application to register such dog is accompanied by a Sterilisation Certificate The dog to be permanently identified (such as Microchip) and the permanent identified number to be recorded on the Sterilisation Certificate. 4 6.7.3 The breed is to be recorded as Associate with a number assigned by the ANKC Member Body and only the following details are to be recorded on the National Database: name (one word only) sex - indicated only as either neutered or spayed microchip number date of birth (if known) colour Note: The breed or cross breed may be recorded in the notes field for further reference The ANKC Member Body will produce an Associate Register Certificate for an Associate dog, which indicates the above details. 6.8 Registration of Sporting Dogs on Sporting Register A dog that is registered with an ANKC recognised Working Dog Association/Kindred Body may be registered on the National Database Sporting Register A certified copy of the dog s registration, issued by the recognised body, must be provided, which indicates the member as the registered owner, with a residential address in the state of the ANKC Member Body to whom the application is being submitted The dog is to be permanently identified (such as microchip) and the permanent identified number is to be recorded on the National Database The breed is to be recorded as Sporting and only the following details, as assigned by the recognised Working Dog Association/Kindred Body, are to be recorded on the National Database: prefix and name (in the one field) number as assigned by the kindred body sex M or F microchip number date of birth colour Note: The breed may be recorded in the notes field for further reference The ANKC Member Body will produce a Sporting Register Certificate for a Sporting dog, which indicates the above details ANKC Regulations Part 6, Section 6 Amendment It was resolved that ANKC Regulations Part 6, Section 6 be amended to include the following new clause: 6.9 A Dog to be registered as a Natural Bob Tail Dog A dog claimed to be a Natural Bob Tail dog must be DNA tested to certify that the dog is carrying the Bob Tail gene or has a Certified Vet Certificate where puppies have been examined by 4 days of age and then individually micro chipped prior to registration An approved collector must take the DNA sample and either a Micro Chip or a unique Tattoo must be sighted and recorded at the time to identify the dog The results of the DNA test or Certified Vet Certificate may be recorded on the ANKC Register and Official Registration form. 5 1.15 ANKC Regulations Part 6, Section 8, Clause Minimum Breeding Age for Bitches Delegates resolved that the ANKC have a minimum breeding age for bitches across all breeds of 12 months at the time of mating. This regulation is not intended to reduce minimum age requirement for breeding set out in the Code of Ethics of Member Bodies and the Rules of National Breed Councils and /or Breed Clubs ANKC Regulations Part 6, Section 8, Clause Registration of Progeny of Close Matings It was resolved that ANKC Member Bodies will not register the progeny of first degree matings (father/daughter, mother/son, brother/sister) on the Main Register. The only exceptions to this would be where application was made to the Controlling Body prior to the mating on the basis of health or genetic reasons to the benefit of the breed ANKC Regulations Part 6, Section 8, Clause Close Matings It was resolved that the ANKC introduce the following regulations pertaining to Close Matings from 1 July I shall not mate my bitch or dog to a close relative ie mother / son, father / daughter or brother / sister and I am fully aware that puppies as a result of these matings will not be registered without first gaining pre-approval from the Member Body for the mating for scientifically proven welfare or veterinary reasons ANKC Regulations Part 6, Clause 9.11, Subclause 6 Deletion It was resolved that ANKC Regulations Part 6, Clause 9.11, sub clause 6 be deleted in its entirety: 6. Not withstanding 5 above the progeny of a variety other than its parents cannot be registered on either the Main or Limited Register if the three [3] previous generations are the same. (eg If all dogs for three [3] generations are the same variety, but are different to the progeny then the progeny is illegible to be registered by the ANKC ANKC Regulations Part 8, Section 3 - Amendment It was resolved that ANKC Regulations Part 8 Section 3 be amended to read: Members officiating, exhibiting or competing outside their State or Territory 3.1 A member of an ANKC Member Body officiating, exhibiting or competing in the jurisdiction of another Member Body is to comply with the Rules and Regulations of that Member Body. Misconduct 3.2 Where a complaint or report is lodged alleging that an offence has been committed, the Member Body under whose jurisdiction the alleged offence occurs, shall have the matter dealt with under that Member Body s disciplinary procedures that provide for investigation, hearing, penalty and appeals. Such procedures shall ensure that the alleged offender is dealt with fairly and given the opportunity to present their case in person or by teleconference. 3.3 Where the offender dealt with in accordance with Regulation 3.2 is a member of a Member Body other than the Member Body conducting the disciplinary procedure, the Member Body conducting the disciplinary procedure shall submit a full report on the matter to the offender s Member Body. Any penalty awarded shall be upheld by the offender s Member Body however the offender s Member Body may initiate additional disciplinary action against the offender. 3.4 Any penalty awarded against a member shall be upheld by all Member Bodies. 3.5 Member Bodies are to implement regulations to provide for the following: (10/02) Oct10_Summaryv2.doc 5

6 1. Immediate investigation of aggressive dog incidents at fixtures / events under their jurisdiction. (10/02) 2. Immediate suspension from participation in any recognised activity by a dog whilst under investigation. (10/02) 3. Appropriate penalties for dogs and owners [if applicable] following conviction for dog aggression. (10/02) 3.6 Where a dog is declared Aggressive and banned or suspended by a Member Body, the Member Body is to: 1. Immediately advise all Member Bodies of the ban or suspension; 2. Flag the dog s registration in the ACC computer as Aggressive ; 3. Specify the period of the ban or suspension in the ACC computer. 3.7 Where a Member Body is advised that a dog has been declared Aggressive and banned or suspended in accordance with Regulation 3.3, the Member Body is to promptly advise its affiliates of the ban or suspension ANKC Dances with Dogs Amended Rules It was resolved to adopt the amendments to the Rules for the Conduct of Dances with Dogs Competitions to be effective from 1 January The updated rules will be available from the ANKC website ANKC Junior Handler Manual It was resolved to adopt the amendments to the ANKC Junior Handler Manual. The updated manual will be available from the ANKC website ANKC Rules for the Conduct of Retrieving Ability Tests for Gundogs It was resolved to adopt the new ANKC Rules for the Conduct of Retrieving Ability Tests for Gundogs. These rules will be available from the ANKC website ANKC Rules for the Conduct of Retrieving Trials for Gundogs It was resolved to adopt the amended ANKC Rules for the Conduct of Retrieving Trials for Gundogs. The updated rules will be available from the ANKC website ANKC Committees Three new National Committees were appointed at the conference. They are: 1. National Earth Dog Committee to be chaired by Dr Penny Mead; 2. National Legislation Committee to be chaired by the ANKC President, Mr Hugh Gent OAM; [A National Legislation Working Party comprising of a number of National Breed Council representatives was also appointed and will report to the National Legislation Committee.] 3. NATIONAL BREED STANDARDS COMMITTEE 2.1 Pre 1987 Kennel Club (England) Standards Delegates resolved that the ANKC seek permission from the Kennel Club (England) for the ANKC to adopt the Pre 1987 Standards for the following breeds as our own with the right to make such changes/alterations and updates as it sees fit: Bichon Frise Maltese Papillon Tibetan Spaniel Afghan Hound Pharaoh Hound Saluki Bearded Collie Collie (Rough) Collie (Smooth) Old English Sheepdog Boxer Newfoundland Samoyed British Bulldog Chow Chow Dalmatian Lhasa Apso Poodle (All Varieties) No action will be taken to implement the action from the 2009 ANKC Conference in relation to the Pre 1987 Breed Standards until confirmation is received from the Kennel Club (England). 2.2 New Introductory Paragraph for Breed Standards Delegates resolved the following introductory statement is to appear in the banner of all breed standards or immediately below the banner on the ANKC website. A breed standard is the guideline which describes the ideal characteristics, temperament, and appearance of a breed and ensures that the breed is fit for function with soundness essential. Breeders and judges should at all times be mindful of features which could be detrimental in any way to the health, welfare or soundness of this breed Supply of Breed Standard Information to Overseas Judges Delegates resolved the ANKC replace the present procedure of requiring the Affiliate to supply overseas judges with a hard copy of all ANKC standards of breeds they are to judge in Australia with a letter referring the judge to the ANKC website and instructions on how to download both breed standards and breed standard extensions. 2.4 Italian Greyhound Main Register Colours Delegates resolved the description of the colour/s for the Italian Greyhound to include a drop down box for the range of correct colours to be registered. 2.5 Italian Corso Dog Change of Name Delegates resolved the name of the Italian Corso Dog is to be changed to Cane Corso. NATIONAL BREED COUNCILS LIAISON COMMITTEE 3.1 Spokesperson for a Breed It was resolved that in future where possible any spokespeople for any breed should come from the respective National Breed Council not a breed club. 3.2 Weimaraner Colour Blue Delegates resolved that the ANKC support the request from the National Weimaraner Council for the colour Blue not to be recognised as an allowable colour. 3.3 Biennial Conferences for National Breed Councils It was resolved that National Breed Councils conduct biennial conferences from 2012 with confer links being conducted in the intervening years. The first of the confer links will take place in ANKC Regulations Part 13, Clause Amendment It was resolved that ANKC Regulations Part 13, Clause be amended to read: Where a National Show is held, no Challenge shall be awarded for the breed/s involved in the National Show, within a radius of 1000km from the show on that day/s. (Amended 10/08, 7.1) (Amended 10/09, 6.3.2) [The change to above Clause from 500km to 1000km to be implemented as from 1 March (Amended 10/08, 7.1) (Amended 10/09, 6.3.2) 4. NATIONAL SHOW JUDGES TRAINING COMMITTEE 4.1 Guidelines for Judges It was resolved to adopt a set of Guidelines for Judges. These will be available from the ANKC website from November ANKC Regulations Part 3, Clause Amendment It was resolved to amend Clause of ANKC Regulations Part 3 be amended to read: Module 1. Breed Lectures/Field Events/Seminars (a) With the exception of Distance Trainee Judges, Trainee judges must attend a lecture on every breed in the Group at least once within the previous 2 years before applying for an examination. Trainee Judges are encouraged to attend any other Field Days and Seminars arranged by the Member Body. 4.3 ANKC Regulations Part 3, Section 10 - Amendment It was resolved that Section 10 of ANKC Regulations Part 3 be amended to read: Should a Candidate provide proof, to the satisfaction of the Clerk of Examinations that they will be overseas or were incapacitated on the date of a scheduled Theory Examination they may be permitted to complete a Pre or Post Examination. 4.4 ANKC Regulations Part 3, Clause Amendment It was resolved that ANKC Regulations Part 3 be amended by adding the following to Clause 11.7 as subclause (b): (b) In the case of a failed result, should the Clerk of Examinations have any concerns in regard to the inappropriateness of the Practical Examination paperwork, the concerns will be reported to the next available ANKC Member Body s Management/Board meeting. 9 Should the ANKC Member Body s Management/Board concur with the Clerk of Examinations concerns a new Practical Examination will be conducted for the relevant Candidate. 4.5 ANKC Regulations Part 3, Clause Amendment It was resolved that Clause 13.2 of ANKC Regulations Part 3 be amended to read: 13.2 Where a Trainee Judge believes the practical examination for which they are a participant was not conducted in accordance with the Rules & Regulations, they may lodge an appeal with the convenor. This appeal must be lodged no later than fourteen days after the receipt by the candidate of his/her result of said practical examination. Appeals received after this time will not be considered. 4.6 ANKC Regulations Part 3, Section 6, Clause Amendment It was resolved that Section 6, Clause 6.1 of ANKC Regulations Part 3 be amended to read: 6. Trainee Judge Program (1st and Subsequent Groups) 6.1 To qualify for a Group Theory Examination in their first and subsequent Groups the Trainee Judge must have completed and met all of the requirements of Module 1 below. To qualify for a Group Practical Examination in their first and subsequent Groups the Trainee Judge must pass a Group Theory Examination and complete the following Modules 2 and 3: A Trainee Judge can only train for one (1) group initially. After passing their Initial group, a Trainee judge can train for no more than three groups at any one time Module 1. Breed Lectures / Field Events / Seminars (a) With the exception of Distance Trainee Judges, Trainee judges must attend a lecture on every breed in the Group at least once within in the previous 2 years before applying for an examination. Trainee Judges are encouraged to attend any other Field Days and Seminars arranged by the Member Body. (05/10) Should a Trainee judge miss any Breed Lecture, they must within 14 days, of the lecture, submit to the Member Body, a minimum five hundred (500) word essay on the Breeds dealt with in the missed lectures. (b) (c) In the event that a lecture for a particular breed is not offered, a written essay of a minimum of 500 words on that breed will be required by the end of the Lecture Series. Essays are to contain a history and description of the breed, its purpose and all relevant requirements contained in the Breed Standard. It is to be supported with drawings / pictures. Failure to submit the essays, in accordance with (b), will render the Trainee ineligible sit the Group Theory Examination in the current Training Program Module 2. Practical Experience Examine and critique at least fifty (50) dogs from the relevant Group. The breeds covered must be from, as wide a range as possible, but will include at least five (5) Major Breeds as determined by the Member Body CJTC. This may be achieved by attending Field days or shows. All critiques to be countersigned on the day by a licensed judge for that breed. 10 Trainee Judges are to attend a minimum of one (1) Breed Specialty Show for the Group or other numbers as set by the Member Body. A written critique on five (5) dogs examined at each event is to be submitted to the Member Body within 14 days of the event. The critique is to be countersigned by a licensed judge for that group present on the day. Trainees in remote areas are to submit to the member Body photos of five (5) dogs of five (5) specified breeds in the group accompanied by critiques on each of the dogs. These may be obtained from the Internet. Mentors will be appointed (where possible) to countersign the critiques for the Trainees. Failure to complete any components of Modules 2 & 3 will render the Trainee ineligible for a Practical Examination. Failure to complete any components of Modules 3 will render the Trainee ineligible for. 4.7 ANKC Regulations Part 3 - Amendment It was resolved that all reference to 500 word essays in ANKC Regulations Part 3 be changed to 1000 word essays for Trainee Judges.
