2 Regional Happenings Page 2 NORTHWEST AREA COLUMBIA COUNTY family members. As of this date, the family members all were found in violation of their probation, The senior family members each received 90 days in jail and the daughter 30 days in jail. ordered not to own or possession animals for five years, to allow for inspections of her property by the Animal Control Officer and ordered to pay restitution in the amount of $118,000. In 2012 the White family was convicted in Washington County for numerous acts of animal neglect. At the time of the incident Washington County Animal Control removed 47 dogs and cats and other animals from the Aloha area home. The conviction resulted in fines, fees and bench probation. As frequent in cases of persons convicted of animal crimes, they relocate to new areas. In November of 2015, Columbia County Animal Control was made aware of concerns over several horses being boarded in a remote area of the county. A google search found that the owners of the horses Nyls, Brenda and Tessa White had been convicted in 2012 for animal neglect. A copy of the court order sanctions was obtained and working with the original prosecuting DA from Washington County led to warrants being issued for the In 2015 we saw the ending of one of the largest animal case in Columbia County. This case began in 2013 after a kennel inspection found that conditions at a local kennel had deteriorated to the point that criminal action needed to be taken. The sheer size of the issue was beyond the capacity of Columbia County and our local shelter. With the support of the Oregon Humane Investigations unit a search warrant was obtained using the kennel inspection report and 118 dogs and 21 horses were removed from the Rainier area property. After a two year legal battle, a JURY found the defendant Catherine Setere guilty of 43 felony counts of animal neglect. ( Thank you Jake Kamins) Ms. Setere was Columbia County now has a new face book page, Columbia County Animal Control. This page was put up to allow me to post information of Animal Control activities and to in a fun way explain laws and local procedure for animals issues. I began this page after seeing numerous local citizen pages putting out mis information on animal issues. The page has also helped when I am seeking information or support for dealing with an animal issue. While I am still learning how to use a government face book page as it does not post the same as my regular page, I have found that my post are being shared and the information gets out. I also found that adding an eye catching photos helps to grab interest.
3 Regional Happenings Page 3 NORTHWEST AREA MULTNOMAH COUNTY The owner of a 2-year-old dog that was found dead in a stolen car confronted the suspect in court Friday, asking him what kind of a person would kill an animal. Francisco Vincent Gonzalez, 34, was arrested at the Super Value Inn Motel in north Portland on Thursday. Police said he was in possession of a meth pipe at the time of his arrest. Gonzalez is accused of stealing a car owned by Bill Robbins outside his southeast Portland business, Sweet Leaf Illusions PDX, on April 7. Robbins' dog Kona, a black lab-great Dane mix, was in the locked car with the air conditioner running. Surveillance cameras caught the suspect stealing the car with Kona inside. On Tuesday, the car was found at Southeast 91st and Cooper. Kona was found dead inside the car. "I would have given him the money, the car and everything, instead he decided to lock up dog in the car and let him die," said Robbins. "His head was swollen, his eye looked broken open, I was shocked when I saw the condition he was in." Robbins was surrounded by family and friends as he sat directly behind Gutierrez in the courtroom Friday. Robbins was holding a sign with the message, Justice For Kona," on it. When Gonzalez was called to the stand before the judge, Robbins asked if he could make a statement. He looked directly into the eyes of Gonzalez and confronted him. "This gentleman killed my dog, he stole my car and locked him up in the car and let him die," said Robbins. "I would really like to know what kind of a person would do that to another animal." The statement was repeated to Gonzalez through an interpreter. He said nothing in response. Both Gutierrez and Gonzalez pleaded not guilty to the charges
4 Regional Happenings Page 4 NORTHWEST AREA brought against them. As Gutierrez left the courtroom, she had no comment. According to police, 34-yearold Francisco Vincent Gonzalez was arrested Thursday evening outside a motel room at the Super Value Inn Motel, located at 5205 North Interstate Ave. Police say at the time of his arrest, he was in possession of a methamphetamine pipe. Officers checking Gonzalez s motel room found a medium-sized dog that was turned over to Multnomah County Animal Control and later released to his daughter. The motel room was rented by Gonzalez s wife, 33-year-old Linda Kathy Gutierrez, who was arrested later at a different address in north Portland. Gonzalez will be booked into the Multnomah County Jail on charges of unlawful use of a motor vehicle, possession of a stolen motor vehicle, two counts of theft in the first degree, aggravated animal abuse, and possession of methamphetamine. Gutierrez will be booked on charges of hindering prosecution. On April 7, Bill Robbins' car was stolen outside his southeast Portland business, Sweet Leaf Illusions PDX, located on Southeast 82nd Avenue. Robbins' dog, Kona, a two-year-old Black Lab/Great Dane mix, was inside the car, which was locked and running with the A/C on. Surveillance cameras caught the suspect stealing the car with Kona inside. On Tuesday, the car was found parked at Southeast 91st and Cooper, across the street from Kelly Elementary School. Kona was found dead inside the car. His owner later buried him in southern Oregon. Police said the dog showed signs of being strangled. Both Gonzalez and Gutierrez will be in court Friday. 5 Regional Happenings Page 5 NORTHWEST AREA BENTON COUNTY ALBANY A man is undergoing treatment after being bitten by a bat carrying the state's first confirmed case of rabies this year. The Albany Democrat-Herald reports a Benton County Health Department news release says a man who woke up Wednesday to find he'd been bitten by a bat took the animal to the Benton County Environmental Health Division. Oregon State Public Health Laboratory testing was positive for rabies. Health officials say people should make sure doors and window screens are in working order and that pets are current on vaccinations. Rabies can be fatal if not treated immediately. -- The Associated Press
6 Page 6 NORTHWEST AREA CONTINUED... LANE COUNTY SPRINGFIELD, Ore. - Animal control officers attempted to capture waterfowl that have been shot with blow darts in an attempt to get the animals veterinary help Thursday. The birds did not cooperate. Springfield Animal Control has received reports this past week of birds hit with blowdarts in Island Park in Springfield. Officers are aware of a goose with a dart through its face and another with a dart through its throat. The duck has a dart protruding from its breast. There are no suspects at this time. Springfield Animal Control has removed blow darts from two geese in Island Park in Springfield. Officers caught the birds to remove the darts stuck in their bodies, and then released them. Animal control said it has not yet been able to catch a duck with a dart stuck in its chest, but will be searching for it tomorrow. Oregon State Police is investigating the incidents and searching for whoever is responsible. Animal control received around 20 calls last week about the birds from concerned citizens.
7 Page 7 NORTHWEST AREA CONTINUED... YAMHILL COUNTY In October 2015, Kevin came in as a stray dog. He was covered in fleas and infection. His ears were so swollen the vet could not scope them. He had very little hair and could hardly sit still for intake photos. He was taken immediately to the vet for care. On his third day in custody, his owners called to report him missing. Kevin was kept in protective custody due to his condition. Earliest records indicate that 10 year old Kevin had been in this condition since approximately 2013 and had only been to the vet 3 times for treatment before being impounded by YCDC. Both owners were charged with Animal Neglect in the 2nd Degree. Kevin was eventually forfeited and is now enjoying a life of luxury (and food!)
8 Page 8 SOUTHWEST AREA JOSEPHINE COUNTY Mixed verdict in Kandi Crow animal neglect case By Shaun Hall Grants Pass Daily Courier NEWS/ Posted Apr. 29, 2016 at 5:09 PM Possession of neglected animals doesn't mean you're guilty of neglect, a judge ruled Thursday in the latest case against Illinois Valley horse trader Kandi Crow. Josephine County Circuit Court Judge Thomas Hull found Crow, 66, not guilty of neglecting miniature horses in her care last spring, 11 potential felonies in all, but did convict her on 13 misdemeanor counts of unlawfully possessing them, along with a dog and cats. A date for sentencing has yet to be set. Crow faces more than a year in custody on the misdemeanor counts. Three years ago, Crow was convicted of 22 counts related to animal neglect and abuse in a high profile case involving the seizure of more than 170 horses and other animals, some of which were so sick they had to be euthanized. In addition to 40 days in custody, she was ordered to have no contact with animals during five years of probation not even a "hamster," a judge said at the time. The case cost county taxpayers more than $300,000 to care for the animals after the seizure. The 2013 incident wasn't the first time Crow had been in trouble for hoarding animals. In 2006, county Animal Control responded to Crow's ranch and found 250 animals on the property, including numerous undernourished animals. There was no question that the 11 horses in the latest case had been neglected for as long as a year, but the state provided "virtually no evidence when she took possession" of them, Hull said in a decision handed down at the Josephine County Courthouse. "I find the state's evidence woefully lacking," Hull said. Prosecutor Jake Kamins had argued that Crow had an obligation to quickly get care for the horses, three of which she had obtained about a week earlier. It was unknown when the other horses came into her care. Crow did not testify. Josephine County Animal Protection officers came across Crow handling the horses in March They all had hoof, tooth and parasite problems, but Hull wondered how long a reasonable person would take to get care for an animal coming into their possession. "Is it an hour, is it a day?" he asked. "None of these issues was so critical it was an emergency." Kamins said Crow should have acted quickly. "People do have an affirmative obligation to know what to do," he said after the verdict was announced. "For any reasonable owner, it would be a dereliction of their duty to not get something started." Defense attorney Joe Maier said during Crow's two-day trial that authorities were "out to get" Crow. "There's a real danger of people being persecuted for who they are," he said after Thursday's verdict.
