Waive the first reading and introduce Ordinance No. 1033: An Ordinance of the City of Red Bluff Amending Chapter 14A: PARKS AND RECREATION, Article I. GENERAL PROVISIONS 2. Adopt the proposed rules and Regulations for Use of The Red Bluff Dog Park. Attached is an ordinance, for the City Council s consideration, which would amend Chapter 14A: PARKS AND RECREATION of the City Code. The relevant section addresses Animals Running At Large In Park. The proposed amendment would accommodate the new Dog Park Area at Trainer Park. Section 14A.8 (B) would be added as follows: 14A.8 (B) DOG PARK AREA AT TRAINER PARK Unleashed Dogs shall be allowed only within the fenced area at Trainer Park that is designated as the Dog Park Area. The use of this area shall be subject to the Rules and Regulations for the Use of the Red Bluff Dog Park, as adopted by the City Council. Section 14A.8(A) would be amended as follows:

2 14A.8 (A) ANIMALS RUNNING AT LARGE IN PARK No person shall turn loose into the parks any dogs, cattle, swine, goats or other animals or permit the same to run at large in the parks except as authorized in Section 14A.8 (B). This modification will allow dogs to be off-leash in the new Dog Park Area at Trainer Park. PREVIOUS COUNCIL ACTION: The City Council approved creation of the Dog Park area at its meeting on March 18, DISCUSSION: At its March 18 th meeting, the City Council authorized the Public Works staff to proceed with development of the proposed Dog Park Area within the Tosh/Trainer Park, subject to the recommendations of the Technical advisory Committee and other imposed conditions and requirements. These conditions and requirements included the development of an Ordinance for the necessary City Code modifications necessary to allow for the Dog Park operations and a finalized summary of the Rules and Regulations for Use of the Red Bluff Dog Park. Proposed Ordinance No is included as Attachment 1. The finalized Rules and Regulations for Use of the Red Bluff Dog Park are included as Attachment 2. CITY FISCAL IMPACT: All labor and costs associated with the development and maintenance of the proposed Dog Park will be borne by the Citizens Management Organization. 3 ORDINANCE NO.1033 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RED BLUFF AMENDING CHAPTER 14A, PARKS AND RECREATION, OF THE CITY CODE The City Council of the City of Red Bluff does ordain as follows: SECTION 1. Chapter 14A: PARKS AND RECREATION, Article I. General Provisions, Section 14A.8 shall be amended to read as follows: 14A.8 (A) ANIMALS RUNNING AT LARGE IN PARK No person shall turn loose into the parks any dogs, cattle, swine, goats or other animals or permit the same to run at large in City parks except as authorized in Section 14A.8(B). 14A.8 (B) DOG PARK AREA AT TRAINER PARK Unleashed Dogs shall be allowed only within the fenced area at Trainer Park that is designated as the Dog Park Area. The use of this area shall be subject to the Rules and Regulations for Use of the Red Bluff Dog Park, as adopted by the City Council. SECTION 2. Within 15 days from the passage thereof, this Ordinance shall be published at least once in the Red Bluff Daily News, a newspaper of general circulation, published and circulated in the City of Red Bluff. This Ordinance shall take effect thirty (30) days after the date of its adoption. 4 Rules And Regulations For Use Of The Red Bluff Dog Park. USE PARK AT YOUR OWN RISK. The City of Red Bluff shall not be liable for any injury or damage caused by any dog at the park. 1. YOU are responsible for your actions and those of your dog(s) and children. No children seven (7) years old and under are allowed in the Dog Park. 2. The dog park area is for human and dog use only. 3. You must pick up and dispose of your dog s waste. This ensures a clean environment within the park. 4. Do not permit your dog(s) to dig or destroy park resources. Dog owners are responsible for repairing any holes or damage created by their pets. 5. All dogs must be licensed and immunized and parasite free (internally and externally) 6. Female dogs in heat are not allowed within the dog park area. 7. Dogs must be leashed when entering and exiting the dog park. 8. Leashes, pinch collars or choke chains must be removed once the dogs have entered the dog park. 9. Dogs must be under control of an adult and in the view of their handler at all times. 10. No more than three (3) dogs per handler and no dog training classes are allowed. 11. Dogs exhibiting aggressive behavior are to be removed immediately. If your dog starts acting aggressively, you must immediately leash the dog and remove the dog from the dog park. 12. No dogs under four (4) months of age are allowed in the dog park. 13. No human or dog food of any kind is allowed within the dog park area. 14. Do not bring dog toys inside the dog park. 15. All personal and dog items must be removed when leaving the park.

5 16. Glass containers, alcohol, smoking and illegal drugs are prohibited within the park. 17. Bicycles, inline skates, roller skates, skateboards, strollers, and motorized vehicles are not permitted in the dog park. Wheelchairs, walkers and crutches are permitted if necessary. 18. Both small dogs and large dogs may be required to be combined together in one section or another during certain maintenance periods.
