5 The OIE recognises WSPA as the pre-eminent animal welfare NGO and a formal MOU exists between the two organisations. WSPA co-ordinates ICFAW input into OIE animal welfare standards development.
6 OIE Standard for Stray Dog Population Control Acknowledges that dog population management is an integral part of rabies control programmes. Recognises that culling alone is not effective for population control. Specifies unacceptable methods of killing dogs. Confirms the importance of controlling dog populations without causing unnecessary animal suffering.
7 Alternatives must be implemented: Colombo, Sri Lanka Bali, Indonesia
8 Colombo, Sri Lanka Endemic rabies and many roaming dogs. Policy of registering and vaccinating owned dogs, while culling unclaimed roaming dogs, not effective for controlling rabies or dog population size.
9 NGO / Colombo Municipal Council (CMC) initiative to set up an alternative programme to achieve a smaller, healthier and more accepted dog population in Colombo. In line with OIE and ICAM Guidelines.

14 Widespread culling in response to rabies outbreak in late Strychnine used contrary to OIE Standard. Not effective for either disease or population control rabies spread.
15 Alternative programme of mass vaccination without inhumane culling funded by WSPA. Euthanasia for rabid and incurably sick dogs. Support from other international organisations. Community education and government engagement.
