1 SEARCH DOG ORGANIZATION OF NORTH AMERICA Tests for: OPERATIONAL READINESS TEST (ORT) - Area Search - Human Remains Detection - Disaster (Live) - Disaster ( Human Remains) - Disaster ( First Responder) Rules for all tests: - All tests will be delivered over a 36 to 40 hour period in a 2 day period. - The dog/handler team must have passed the SDONA CASA within 6 months of entering the ORT. A Dog/handler team may apply to SDONA to waive the CASA. * - All tests will have a minimum of 7 exercises - Dog/handler teams will be randomly assigned to a group which will operate together. However, a group member will not be allowed to observe another group member searching. - Target odors numbers and types of Target odors will be determined by random dice roll. - A minimum of 5 exercises will be performed during day light hours and a minimum of 2 exercises will be performed at night ( in darkness). A maximum of 3 exercises may be presented that are not search exercises. 1

2 Requirements for Application to Enter the Operational Readiness Test (ORT) - The handler must be at least 18 years of age - The Dog must be at least 18 months of age - The dog must be tattooed or micro chipped for positive identification - The handler must present evidence of completion of the following classes and courses or affidavit signed by an official of the handlers unit Basic First Aid CPR Navigation with GPS Successful completion of a SDONA Canine and Skills Assessment or National or State level certification in the field that the ORT will be attempted Crime Scene preservation Hazmat Awareness recommend Hazmat Operations course Confined Space Awareness Blood borne Pathogens NIMS and ICS Training courses IS-100, IS-200, IS-700 and IS Proof of Rabies Vaccination or certified titers Mandatory equipment for Rubble search: 1. Work/duty clothing to include long pants, long sleeved shirt 2. Helmet (ANSI rated Z Type I) 3. Safety boots (ANSI Z41 PT99 M1/75 C/75) 4. Eye protection (ANSI Z- 87.1) 5. Knee pads 6. Sturdy work gloves 2

3 WRITTEN TEST A written test will be administered prior to the ORT. Questions on all phases of Search and Rescue with dogs specific for the specialty of the ORT to be attempted will be included: 1. Navigation 2. Strategy and Tactics 3. Safety 4. Working with other SAR and governmental resourses 5. Decision making questions 6. Ethics 7. Documentation The test will consist of multiple choice and short essay questions. 3

4 Ground Rules A food or toy reward is allowed at the discretion of the handler. No collars or search vest on rubble search exercises. Muzzles are not permitted in any phase of the evaluation process. No short lead, traffic lead, training tab or other weighted object may be attached to the collar at any time. No prong, choke or electronic collars. The handler must maintain control of the canine. Abuse (e.g., physical, mental, verbal, etc.) of the canine is not acceptable at any time. The handler is responsible for the care and safety of the canine at all times. Safety procedures will be followed. The following safety gear is required for the rubble site: helmet, gloves, long pants, long sleeve shirt, eye protection, safety toe, steel shank safety boots and knee protection. Aggression will not be tolerated at any time. Testing teams may with draw from testing without prejudice at any time. AREA SEARCH DOG ORT 0-2 VICTIMS/HR per search (must be at least 2 areas with no targets). 8 Random Selection of Number and Type of Target Odors For 0-2 requirement - using a dice - 1 or 4 on dice = 1 target odor - 2 or 5 on dice = 2 target odors - 3 or 6 on dice = 0 target odors For areas that are either/or Live Human / Human remains Separate roll of dice For each target odors above: - Even numbers ( 2,4,6) on dice = Live Human - Odd numbers (1,3,5) on dice = Human remains Victim Placement Coordinator - In charge of determining and placing targets - Safety of Live subjects - In charge of obtaining and controlling targets - Responsible for proper handling and security of human remains targets 8
