1 1201 L Street, NW, Washington, DC T: F: MEMORANDUM To: Peter Van Runkle and Debbie Jenkins From: James Muller, Senior Director of Research, AHCA Subject: Impacts of the July 2016 Five Star changes Ohio Date: August 12, 2016 On August 10th, CMS released the new July 2016 Nursing Home Compare data, beginning the phase-in of adding five new quality measures to the Five Star Quality rating, reducing the minimum sample size on each of the measures, making changes to the way CMS handles missing QMs in the calculation, and changing the ADL QM point scoring methodology to be based on the SNF s position on the national distribution rather than the state distribution. CMS s Five Star Technical User s Guide, available here, has been updated to reflect the changes and contains a brief summary of the changes on the second page. This memorandum summarizes the changes in Five Star ratings for your members, Ohio overall, and the nation, between the June and July (August 10) releases of Nursing Home Compare. Note that we excluded any SNFs without a Five Star rating in June or July. We present the following five tables: 1. Ohio member aggregate profile of the number and percent of SNFs that changed ratings between the June and July releases of Nursing Home Compare. 2. Ohio overall (member and non-member) aggregate profile of the number and percent of SNFs that changed ratings between the June and July releases of Nursing Home Compare. 3. National AHCA Member aggregate profile of the number and percent of SNFs that changed ratings. 4. National all SNF (member and non-member) aggregate profile of the number and percent of SNFs that changed ratings. 5. Listing of each member and non-member SNF in Ohio and its June and July ratings, ordered from most stars lost overall to most gained.
