2 Pennington County Ordinance states Kennels must meet all requirements and operate in a Humane Manner. Rabies Vaccinations are not up to date. Ordinance requires that any owner of a dog, cat, or ferret must keep their animals up to date with the Rabies Vaccine. Sanitary Condition per ordinance requires A condition of good order and cleanliness to minimize the possibility of disease transmission. Humane Conditions include creating an atmosphere that is stress free for the animals, clean and sanitary. To be free from discomfort, injury, disease, distress, fear as well as freedom to express their normal behavior.

3 Multiple dogs were housed in airline crates. These crates are meant for transport or for temporary housing while the owner is away. Crates are not meant for permanent living conditions. The dogs do not have the ability to urinate or defecate without stepping in it. There is also no room to separate the food away from where the dogs urinates or defecates. The dog s only option is to stand or to lay in their own urine and feces. The dog is not able to stretch out fully.

4 A small black dog had what appeared to be a seizure when we were on the property for the inspection. Janell stated Oh no she is fine, however when Janell placed the dog outside of her confinement she was unable to stand. As soon as she did try to stand again it was visually apparent that there was something neurological going on. She was salivating, wobbly and appeared to be disorientated. she wavered back and forth. Freedom from pain, injury or Disease?

6 The cat cages in the warm area of the barn housed more than 1 cat.the cat cage had a litter box, small area to sit and then the area where the food and water bowl is located. One cage had three cats in it and not enough floor space for all three to lay down and relax. One cat was sleeping inside of the litter pan. The cats are housed where the dogs are. Noise and barking can be extremely stressful on cats with no way to escape. The wood is not sanitary And can not be cleaned Properly.

7 Cat cages are very old, not well kept, some have rust and can not be properly sanitized. The wood below the cats can soak up the urine and odors. Creating a hard breathing atmosphere with the smell of ammonia.

8 Clean and sanitary water must be provided at all times. Ingestion of foreign material can be a health risk to the animal. Water is not debris free Wood can not be sanitized properly

10 Water is not present inside of the confinement for the dog. Water must be present at all times Again, wood can not be cleaned and sanitized properly The barn was 37 degrees. **Each wood confinement cage had the metal doors like in the picture that was secured by screws** No easy or quick access if a fire were to occur.

11 Fowl and livestock is kept within the barn that houses the cats and dogs. Separation is one door.

12 The previous license was denied until Janell made changes. She was given the chance to fix things. However, there is a continuous pattern. Deputy Beyer performed a welfare check at Janell Gibsons per my request on May 15, This was written in his report The smell of rancid urine and feces was strong. The cages the dogs were in were relatively clean. Some of the cages held up to six medium sized dogs. There were some small travel kennels which held pairs of small dogs in each. There were multiple rooms with dogs and cats in small cages. I counted 77 dogs before losing count and 23 cats. The urine smell still permeates through the barn.
