Both emergency and disaster are used nationally and internationally to describe events that result in loss of/damage to life (human and animal), property and the environment, and require special arrangements to address the consequences that arise from them. In Tasmania, the preferred term is emergency. Web Links AVA National Crisis Response Plan TEMP and State Emergency Plans current list on SES website INTRODUCTION Emergency management activities are overseen by the State, Regional and Municipal Emergency Management Committees and their Sub-Committees. DPIPWE is the primary agency involved in emergency animal welfare support services. The AVA Tasmania Emergency Response Plan (AVA TERP) sets out the Division s plan for responding to emergencies and the roles and responsibilities of the AVA Tasmanian Division during an emergency impacting veterinarians and animal welfare. The Plan should be read in conjunction with TEMP and the AVA National Crisis Response Plan.

3 AUTHORITY and GOVERNANCE The EO Tasmanian Division is responsible for this Plan including: Developing and reviewing plans and procedures Annual review by the AVA Tasmanian Division Committee to examine the need for revision Post-incident review by the AVA Tasmanian Division Committee, recommendations Ensuring contacts are current across government and non- government agencies and organizations Contributing to relevant committees and forums BACKGROUND TO THE RESPONSE INVOLVING VETERINARIANS AND ANIMAL WELFARE When veterinary treatment of animals is required, animal owners and wildlife carers will normally be advised by DPIPWE assessment teams to seek veterinary advice from private veterinarians and authorised wildlife carers. Depending on the scale of the emergency triage sites may be established to treat or euthanase animals impacted by the emergency and transport arranged. ROLES AND RESPONSIBILITIES: AVA Tasmanian Division in an emergency response In the event of an emergency the AVA has the following roles and responsibilities within the overall emergency response. Contact the National Crisis & Emergency Notification # Maintain frequent communication with the National Communications Manager and National Strategy and Services Manager Utilise the resources of the AVA National Communications Team as appropriate Identify and contact veterinarians and practices within affected regions facilitating communication, making a preliminary needs assessment and offering support Contact and liaise with DPIPWE and AVA members and other relevant stakeholders who may be affected to gather information about the situation. Liaise with other service providers offering assistance (veterinary suppliers, animal welfare organisations) Monitor the media including social media as the emergency unfolds Inform AVA members and other relevant stakeholders about the emergency response. Assist in the dissemination of information and advice for veterinarians regarding the treatment of livestock, wildlife and companion animals (from SIGs and DPIPWE website) Assist DPIPWE with the dissemination of relevant information and assist in the emergency response as required In the event of private or government veterinarians operating beyond capacity the AVA can facilitate access to resources such as voluntary veterinarians, volunteer veterinary nurses and veterinary supplies Liaise with the Tasmanian Division committee Assess the need for additional support Advise the AVA Benevolent Fund of veterinarians in difficult financial circumstances as a result of the emergency.
