1 20 th January 2016 HEALTH REGULATIONS RELATED TO ANIMALS ADMISSION TO THE EUROPEAN HOLSTEIN CHAMPIONSHIP IN COLMAR, FRANCE, FROM 14 TO 19 JUNE 2016 The health regulations can change or be adapted depending on the evolution of the epidemiological situation in Europe, especially regarding bluetongue. In order to allow such an assembly, the animals transport will be channelled from the border to the exhibition venue (and back). No other animals will be allowed to be transported in the same transportation means as the bovines participating in the Colmar 2016 Championship. Before moving into the assembly centre, all animals will have to be checked by the local competent Veterinary Health Authority. The owners/holders must cooperate in the health inspection by properly restraining the animals. The animals transport must comply with the requirements of regulation 1/2005. The cleaning and disinfection of the vehicles used to transport the animals must be certified by the Veterinary Authority of the region of origin, in accordance with directive 64/432/EEC. All animals from France must be accompanied by their current official movement documents (passports and ASDA ). All animals from another member State of the European Union must be accompanied by a TRACES certificate (with a 48-hour notice through the TRACES system), completed by competent veterinary authorities in the country of origin. Each animal must be accompanied by its individual identification certificate (passport) and all its test results, in accordance with article 1.2 hereunder.
2 The assembly will take place at: Parc Exposition de Colmar Avenue de la Foire aux vins COLMAR FRANCE 1 Animals admission requirements 1.1 Rearing conditions In accordance with the Community Regulation regarding the intra-community movements, in order to be able to participate in the Colmar 2016 European Championship, the animals must: - come from livestock farms that are officially free from bovine tuberculosis - come from livestock farms that are officially free from bovine brucellosis - come from livestock farms that are officially free from enzootic bovine leucosis - have remained in the farms of origin for at least 60 days - have remained in the same herds of origin for at least 30 days before the beginning of quarantine For animals transiting through an accredited assembly centre in the country of origin, the said assembly must not exceed 6 days. As France has no control programme for eradicating infectious bovine rhinotracheitis (IBR) approved by the European Union in accordance with European Decision 2004/558/CE dated 15 July 2004, no additional guarantee can be required by the French Health authorities. However, in order to ensure favourable health conditions, the event s organizers have decided to apply the following measures regarding IBR: Dairy cows must: - Originate from farms where, according to official information, no clinical and serological signs of Infectious Bovine Rhinotracheitis have been reported during the past 12 months. - Be certified IBR-free, under the national programme, by a competent health authority. If no official IBR certification programme exists in the country of origin, the farm must have a quarantine facility, isolated from the rest of the herd and accredited by the competent health authority. In compliance with Decision EU 2004/558/EC of 15 July 2004, animals coming from countries listed in Annex II can participate in the championship without prior quarantine in their countries of origin; this rule also applies to Switzerland; whereas animals coming from
3 countries listed in Annex I or with no acknowledged eradication programme can only participate in the championship if: a) They have been isolated in a facility accredited by competent authorities for at least 30 days prior to their movements, and no animal quarantined in the same facility has shown clinical signs for IBR during this period of time. b) All the animals in the quarantine facility have 2 negative individual IBR blood tests, which are to be performed: o For the 1 st one, on the first day of quarantine, that is at the latest on 12 May 2016 o For the 2 nd one, at least 21 days after the 1 st test and at least 10 days before the event, that is not before 3 June 2016 c) No isolation, if holdings participate in a vaccination program according to article 2 No. 2 (c) or animals originated from BHV free holdings according to article 2 No. 2 (d). 1.2 Health requirements for animals In accordance with the Community Regulation regarding the intra-community movements and more specifically regarding bluetongue control, animals coming from a restricted area will be accepted under the conditions of EU Regulation 1266/2007, Annex III A. In addition to these regulatory measures, the event s organizers have decided to apply the following measures: Regardless of the health status in the region of origin, and in addition to the health requirements imposed on farms, female bovines must have individually completed the following negative tests prior to the departure from the farms of origin: a) simple intradermal tuberculin, or any other officially accredited test b) officially accredited individual brucellosis test c) individual enzootic bovine leucosis test d) for IBR/IPV, individual tests: - in case of vaccinated bovines, antibodies against BHV-1 glycoprotein ge, - in case of unvaccinated bovines, total antibodies against BHV-1 virus. e) regarding BVD/MD, a negative virological, antigen test (PCR or ELISA) Furthermore, the animals must not carry hypoderma bovis larvae. 1.3 Health requirements for Bluetongue a) All participating French animals will have to be vaccinated against bluetongue serotype 8 and will have to be tested (PCR negative) at the beginning of June to confirm the absence of virus.
4 b) Likewise, all foreign bovines coming from a restricted zone out of France, no matter what the serotypes are, will also have to be vaccinated against the corresponding serotypes with a negative PCR, at the beginning of June. c) The vaccination must be made in accordance with Regulation EU 1266/2007. For example with the BTV8 vaccine MERIAL, the second vaccination will be done at the earliest 21 days after the first vaccination. The PCR bluetongue test will be done at the earliest 35 days after the second vaccination. d) The French organization strongly advises all participating countries to vaccinate their cows against Bluetongue Serotype 8. 2 Conditions and schedule In order for bovines to be able to participate in the European Championship, the following schedule must be met to comply with the health requirements: Test Deadline Comment Must be performed Intradermal tuberculin as well as Between 20 May and 3 on all animals, brucellosis and leucosis serological June 2016 regardless of their tests (officially accredited) countries of origin. Individual antigen BVD/MD tests IBR tests on female bovines from IBR/IPV-free states or regions according to Directive 558/2004 For animals that are not from IBR/IPV-free states or regions according to Directive 2004/558/EC Serological IBR tests for bovines that are not from IBR/IPV-free states or regions according to Directive 2004/558/EC Bluetongue: Vaccination and PCR test Between 20 May and 3 June 2016 Not before 3 June 2016 Quarantine at the latest on 12 May st test at the latest on 12 May 2016, 2nd test, at least 21 days after the 1st test and at the earliest on 3 June 2016 In accordance with Regulation EU 1266/2007 and depending on the used vaccine. BTV8 vaccine MERIAL: 1 st vaccination at the latest on 8 April nd vaccination at the latest on 29 April PCR Test at the earliest on 3 June For all foreign animals For French animals
