1 OPERATIONAL GUIDELINES FOR MOBILE VETERINARY UNIT IN ORISSA UNDER RKVY Directorate of Animal Husbandry & Veterinary Services, Orissa, Cuttack Background: 1 The Department of Animal Husbandry & Veterinary Services Orissa intends to provide 1

2 veterinary services in rural & interior areas, especially in 10 tribal dominated districts. It is felt essential to provide the desired veterinary services in the interior pockets so as to enable the livestock owners living in the remote areas can avail the opportunities to consider AH activities as livelihood option and maximize profit through livestock sector.. The proposal has been funded under RKVY. Need for Mobile Veterinary Unit: Factors negatively influencing in delivery of Veterinary services through existing Veterinary institutions are as follows: Distance of remote villages from veterinary institution. Natural barriers to reach out to such pockets. Lack of inadequacy in public transportation network & difficult terrain like, Ghat sections isolating the vulnerable sections of the society. No exclusive veterinary team to reach out to these disadvantaged sections and locations. Mobile Veterinary Unit (MVU) in our veterinary service delivery system is designed as an alternative model of rural animal health care delivery for a specified area with earmarked team of veterinary professionals with supporting equipments & drugs. It is envisaged to provide preventive, curative services as well as breeding facilities in the inaccessible areas & difficult terrains which are un-served /underserved under normal circumstances. Proposed intervention The concept of Mobile Veterinary Unit (MVU) is proposed to be introduced in our service delivery system is designed as an alternative model of rural veterinary service delivery for a specified area with earmarked team of professionals with supporting equipments & drugs. Proposed programme 2 The animal health camps will be conducted at remote inaccessible areas/ villages to treat the livestock at their doorstep. Each MVU will operate for 20 days in a month and conduct one camp covering at least two villages per day from Monday to Saturday as per the monthly health camp schedule chalked out in advance by the VAS In-Charge, MVU in consultation with others. (local VAS & AVAS). 3 The Veterinary Department intends to provide veterinary services in rural & interior areas, especially in 10 tribal dominated districts. It is felt essential to provide the desired veterinary services in the interior pockets so as to win the confidence of the farmers to take up AH activities as livelihood option and maximize profit through livestock sector. Sonepur Ullunda Aim The aim of the programme is to establish Mobile Veterinary Unit in 10 tribal dominated districts of the state to strengthen the service delivery mechanism so as to ensure better accessibility of services provided by the department in the field and there by improved productivity at the farmer s farm. Objectives To examine the general health condition and to treat the livestock To provide On the Spot free diagnostic service to ascertain the disease. 3

4 To detect the common diseases prevalent in the area. To provide doorstep veterinary service (Breeding, Curative). To educate people to adopt appropriate modern technology for improving the productivity. To make disease surveillance and monitoring of livestock and poultry diseases. To attend outbreaks of livestock diseases particularly Anthrax. To control and contain Anthrax. To popularize the use of herbal preparations for treatment and control of various livestock diseases. To create awareness on livestock preventive health care and other department services available. 4 Composition of MVU Team Each M.V.U shall consist of the following personnel. 5 10 th July 2011 Procedure of Funds placement 5 The proposal has been funded under RKVY. 6 Roles & responsibilities of concerned Chief District Veterinary Officer Understand the total concept of the project Explain all the modalities to the office & field staff Responsible for selection of Veterinary Officer, Livestock Assistant and Attendant Arrange vehicle, required inputs and guide the team Keep records and intimate progress to higher quarters Payment of all claims in time (Honorarium) Roles & responsibilities of concerned Veterinary Assistant Surgeon (Government Officer) The block VAS will keep all the record about the camps. A camp register should be maintained by the VAS I/ C MVU containing the name and address of the cattle owner, species, disease and treatment given Roles & responsibilities of concerned Livestock Inspector (Government) Prior information and propaganda about the camp should be made by the concerned L.I. He will provide all support as per the need. Roles & responsibilities of concerned Veterinary Officer engaged for Mobile Veterinary Unit The Veterinary Officer I/C of the MVU should submit the following report to the concerned block VAS every day. Date wise performance details shall be maintained in a register on given heads: Names of the village covered Names of the livestock Owner Tentative diagnosis of ailments and medicine given Particulars of examinations conducted if any Any peculiar matter on livestock worth reporting List and quantity of medicines spent on the particular camp. The register of work of each M.V.U shall be presented to the VAS of Block for counter signature on return from the camp or before proceeding to next camp. 5

6 Responsibilities and Duties of Mobile Veterinary Unit Staff: The VAS of the MVU should have knowledge of the departmental activities. He should consult with concerned Block VAS/AVAS for better implementation of the Mobile Health Clinics. Veterinary Assistant Surgeon: i. He is the team manager. She/He shall be over all responsible for the effective functioning of the MVU. The other staff of the MVU would work under his supervision and effectively function in the MVU. ii. He shall be collectively responsible for the effective implementation of livestock health care, breeding and advisory services to the livestock owners. iii. He shall refer cases to Block Veterinary Dispensary for treatment if required. iv. He shall take immediate appropriate actions during disease out breaks and inform the local VAS and give assistance to control the outbreak. v. He shall work in coordination with the local LI and other veterinary staff of the department and also with the local authorities, ex. GP etc., to avert, control any disease outbreaks. vi. He will undertake vaccination work at village level in consultation and directions of local VAS by maintaining proper cold chain. vii. He will deposit user fees every fortnight at the Block VAS office. Livestock Inspector: i. He will assist the veterinary doctor, who is in charge for MVU, in all above said programmes and counsel regarding the Health care, breeding and feeding. ii. He will take up vaccination work in a village and keep the record and reports. iii. She shall have a good support with local LIs. iv. He will take care of all the medicine and instrument stock. v. Maintain all registers and record. vi. He will maintain user fees Account and give receipt towards user fees collection to livestock owners. Attendant: He shall obey, oblige and carry out instructions from all the staff of Mobile Veterinary Clinic and Departmental Staff. He shall behave in an acceptable cordial and obedient manner. He will also help in the restraining of the livestock. Preparation of the Mobile Veterinary Unit: 6

7 The VAS in-charge of Block shall in consultation with VAS in-charge of the M.V.U bring out a monthly programme of the M.V.U functioning in the Block. The camp programme shall be such that difficult villages/ very far away villages are to be visited on a fixed day in each month. The list of the villages should be changed on rotational basis. This programme schedule for each month has to be approved by SDVO/ CDVO concerned. Fixed day-fixed time will be intimated to all concerned villages in advance & care should be taken to maintain regularity in these camps as per the schedule. The schedule will also be available at State Directorate and nearest LACs so as to facilitate proper coordination of the respective activity. A copy of the schedule should be sent to Collector, Sub-Collector, PD, DRDA & BDO, ZP, Chairman, Local GP sarpanch to facilitate effective monitoring at their level. Mode of transportation Private vehicle (Jeep Model like Bolero, Marshal etc.) should be hired for scheduled visit of Mobile Health Units. Financial procedures for engaging private vehicle are detailed at Annexure-I. The maintenance of hired vehicles shall be the responsibility of the owner of the vehicle. While on duty the vehicles shall be placed at the disposal of VAS In-charge of the M.V.U. and vehicle shall be used exclusively for the camp purpose. On off days of the week the vehicle may be checked-up and repairs undertaken. Wide publicity should be made to create public awareness of the availability of services by the concerned block VAS. Services to be Provided: Curative Treatment of minor ailments Referral of complicated Cases Early detection of endemic communicable & non communicable diseases Minor surgical procedures & suturing Breeding Artificial Insemination Pregnancy Diagnosis Treatment of Dystokia Referral of Complicated pregnancies. Castration of male animals. Preventive Vaccination of livestock and poultry in consultation with the local VAS and LI. Public Health Awareness 7

8 Diagnostic Services Faecal Sample examination On-spot estimation of Heamoglobin and urine examination for ketosis. Collection of blood and serum samples for further diagnosis. Emergency services & care in times of natural calamities/outbreaks/public health emergencies and accidents. Monitoring and Supervision: The overall supervision will be made by CDVOs and the matter would be appraised to District Collector from time to time. The SDVOs should make regular follow up and monitor the programme. The block VAS will keep all the record about the camps. The VAS should submit the monthly report of MVU to concerned SDVO in prescribed format and subsequently to the CDVOs.The VAS I/C of the MVU should submit the following report to the concerned block VAS every day. Monitoring by District & Block level Officers The district level monitoring would be activated under the supervision of CDVO of the concerned district. The SDVOs, ADVOs as well as the Block VAS/AVAS will monitor the MVU activities as per the proposed tour schedule. The monitoring cost (mobility) may be met from the existing budget provision in the project, if required. Monitoring by State level Officers: State level officers from ADRI & Directorate while on tour to different districts shall make it a point to oversee the functioning of M.V.U and collect necessary information about their achievement 8

9 shortcomings both in physical and financial target. They should also collect progressive details about the physical and financial achievement of the districts from the concerned Chief District Veterinary Officer. Payment Procedure: Work Certificate has to be countersigned by VAS of concerned block for payment of honorarium to MVU team members. The payment of salary and non-salary component shall be made by the SDVO/ CDVO. The above medicines have been approved by the Technical Committee and will be supplied by the Directorate. 2. The above medicine shall always be available in the Mobile Veterinary Unit and will be dispensed as per requirement free of cost. However, the user fees as applicable will be collected from the livestock owners. Instruments to be kept in Mobile Van: 1. Clinical Thermometer 2. Microscope 3. Slides 4. 12 l) Trocar-cannula N.B. - Medicines will be provided by the Department. IEC materials will be supplied by the department. Vehicle Description: 1. Preferably Jeep model would be hired on monthly basis. The vehicle should accommodate 3 persons with all needed equipment and materials. There should be space for keeping Laboratory Equipment, medicine etc. 2. A licensed driver with uniform, he should be a non-alcoholic and should be available as & when required. 3. Vehicle should be kept clean and tidy and should have a name board as specified in the contract, on the vehicle. 4. Vehicle should be regularly serviced and maintained so as to avoid any break down. In case of break down an alternative vehicle should be arranged for without compromising the services of Mobile Veterinary Unit. 5. Vehicle should be insured with valid registration number. 6. Agreement will be made with the vehicle owner and the driver should wear a badge licence. Procedure for engagement of Veterinary Surgeon and Livestock Inspector for MVU 1. The CDVOs will invite applications for engagement of VAS/LI/Attendant through display in the office Notice Board of CDVO/SDVO/BDO/Collectorate/other important offices for wide publication. Selection procedure for engagement of Personnel: 1. The retired Veterinary Doctors/ LI or VT or SVAS are eligible to apply. 2. The local personnel will be given preference. 3. He or she should be physically fit to work in the field. 4. ORV Act will not be applicable for such engagement. 5. Interview will be done when there will be more number of candidates against the proposed MVUs in the district. 6. The selection committee will comprise the following members. a.
