He indicated that the proposal was endorsed by Mintech in August 2013, that the Minister wrote to all MEC s in October 2013 but for some responses to remain outstanding. In a parallel process the Department did however convene an Independent Meat Inspection Working Group to develop the terms of reference for meat inspection service providers (The guidelines for Assignee) During the Annual General Meeting the RMAA indicated that the definition of independence was accepted whereby industry will have no shareholding in agencies. Similarly no service provider or agency mat provide any service other than meat inspection to the abattoir industry. Following a meeting of the RED MEAT INDUSTRY FORUM it was decided to enquire from the Minister as to the reason for the delay in this decision. 2 (continued from previous page) During a meeting of the working group it was confirmed that the delay on the implementation of the recommendations of the department seriously impact on the standards of meat inspection in the country. It was proposed, as a matter of urgency, for the national department to implement interim measures to provide for: 1 the recognition of current service providers 2 a restriction on the movement between providers without authorisation of the PEO 3 To provide a scope of service which will include regulatory control 4 To require a minimum competency for inspectors which will include service delivery under supervision for newly appointed personnel and competency checks. 2 NATIONAL ABATTOIR RATING SCHEME Dr Songabe indicated the, although the Scheme was already gazetted in April 2013, the Minister has still not completed the consultation process as prescribed in Section 12(5) of the Meat Safety Act. The priorities of the Department for 2014 in providing minimum standards for audits at abattoirs include Review of the Hygiene Assessment Systems (HAS) toolkit Training of all VPH Officials in food safety auditing SANAS accreditation of DAFF and Provincial VPH units is being investigated DAFF led audit team to audit Provincial VPH units 3 GAME MEAT SCHEME The National Department of Agriculture, Fisheries and Forestry (DAFF) decided to shelve the proposed Game meat scheme on the advice of the State Law Advisors (SLA). This proposed scheme was Gazetted in September The Department is however in process of finalising the game meat regulations to pro vide for the production of approved game meat in a wider spectrum of registered abattoirs. 4 NAMIBIAN IMPORTS OF LIVESTOCK TO SOUTH AFRICA During congress industry received feedback on the changes for the veterinary certificate for the import of live sheep, cattle and goats from Namibia, Botswana, Lesotho and Swaziland as from 1 May These changes involved i.e. the individual testing of these livestock for various diseases.the abattoir industry agreed to a protocol whereby the slaughter figures at abattoirs importing sheep and cattle for direct slaughter, will be reconciliated under the direct control of the provincial veterinary department to exclude the individual testing for livestock imported for this purpose. Before the department agreed to and implemented this protocol, the Department suspended the revised import conditions on 26 August 2014.This was due to the successful objection lodged in terms of section 23 of the Animal Diseases Act (Act nr 35 of 1984). Abattoirs who applied for new permits or had valid permits replaced with the previous veterinary certificate, were advised to still reconciliate the slaughter figures with the import permits. This will allow the industry to provide proof of the successful ability to reconcile all imported livestock when this livestock is destined for direct slaughter. 2

6 Accreditation is a process in which certification of competency, authority, or credibility is presented. Organizations that issue credentials or certify third parties against official standards are themselves formally accredited by accreditation bodies; hence they are sometimes known as "accredited certification bodies". The accreditation process ensures that their certification practices are acceptable, typically meaning that they are competent to test and certify third parties, behave ethically and employ suitable quality assurance. The Southern African Auditor and Training Certification Association (SAATCA) was established to implement, administer and control a scheme for the certification of quality system auditors, lead auditors, and training course providers. SAATCA s mission is to recognize and satisfy the needs of stakeholders in Southern Africa and provide confidence to industry by setting criteria in line with National and International Standards to ensure the competence of Management System Auditors and Product and Process Auditors and Management System auditing Training Course Providers. Abattoir Skills Training (AST) successfully applied for accreditation as a training course provider with SAATCA for the presentation of the Lead auditor s course, Food safety management systems, ISO The course is for learners wishing to perform second or third party food safety management system audits and is ideal for those wanting to perform food safety audits or regulatory audits based on the Meat Safety Act, or HACCP audits such as SANS and ISO audits. Candidates for the course need to have completed ISO22000 training prior to entering for this course. The first course was presented in September

12 Opleiding by Timbavati abattoir Die RVAV het verlede maand n kontaksessie vir die voornemende wild vleisondersoekers by Timbavati abattoir aangebied. Hierdie abattoir is verlede jaar deur die RVAV in bedryf gestel en n Higiene Bestuurprogram is ook in plek gestel. Tydens praktiese en teoretiese sessies is oa agtergrond aan die studente gegee oor die abattoir uitleg, persoonlike higiene, die bedryf van n abattoir en agtergrond oor mikrobiologie. Die slagspan en voornemende wildvleisondersoekers Almero Bosch en Kulani Nyakane besig met monsterneming tydens die bakteriologies evaluering. 12
13 Nuwe vereistes vir die invoer van lewende hawe vanaf Buurlande teruggetrek. Die bedryf het in Februarie 2014 n skrywe van die Departement van Landbou ontvang waarmee verskerpte regulasies afgekondig is vir die invoer van lewende hawe vanaf buurlande insluitend Namibië. Die gesondheidsvereiste wat in hierdie sertifikaat vanaf 1 Mei 2014 vereis word, sou effektief die invoer van skape vir dirkete slagting by Suid Afrikaanse abattoirs of die invoer van beeste vir die vetmaak en slagting by Suid Afrikaanse fasiliteite, efffektief beëindig het. Die Departement het egter aangedui dat dit nie die bedoeling van hierdie verskerpte maatrëels is nie. Na beswaar deur SAFA en die RVAV is hierdie bedrywe versoek om n konsep prosedure voor te stel waarmee sodanige diere beheer sal word om te verseker dat hierdie slagdiere nie vir ander doeleindes gebruik sal word nie en om te verseker dat n volledige rekonsiliasie van hierdie diere verskaf kan word na voerkraal en slagting of direkte slagting. Gesprekke is ook met sekere belanghebbende abattoirs en voerkrale gevoer om te bepaal watter dokumentasie gebruik kan word om hierdie rekonsiliasie te kan verseker. Hierdie standaardprosedure is aan die departement voorgelê en na oorweging deur die Departement het die Departement twee Standaard Operasionele Protokolle (een vir direkte slagting en een vir voerkraaldoeleindes) aan die bedryf voorgestel asook voorstelle en kommentaar op die prosedure soos voorgestel deur bg bedryfsorganisasies. (11 April 2014) Voordat die departement die protokol kon goedkeur of implementeer, is die hersiene invoervereistes teruggetrek op 26 Augustus Dit was na aanleiding van n suksesvolle beswaar in terme van die Wet op Dieresiektes (Wet nr 35 van 1984). Abattoirs wat wel vir nuwe permitte aansoek gedoen het is egter aangeraai om wel die protokol te volg deur n volledige rekonsiliasie van slaggetalle net hierdie permitte vanuit Namibie beskikbaar te hê. Dit sal die bedryf in staat stel om die suksesvolle beheer oor die slagting van ingevoerde diere te bewys met die hersiening van hierdie opskorting. Die bedryf bly verbind tot die beheer van dieresiektes in Suid Afrika en het ook die Namibiese Vleisraad en Veeartsenydienste versoek om nougeset enige afwykings te monitor en te rapporteer. Dit is veral belangrik vir siektes wat nie in Suid Afrika voorkom nie. 13
14 Hygiene Management Systems and competence of abattoir workers applies to all abattoirs. Hygiene Management Systems became part of the operations of South African abattoirs with the promulgation of the Red Meat Regulations a decade ago in This system provides for an abattoir to document and record the procedures of the abattoir in a number of hygiene management programs and to effectively manage the non conformances from these records. The HMS &HACCP course in the Eastern Cape was attended by Conroy Gerber,owner of a rural abattoir in Hankey during He successfully started the implementation process at the abattoir. The Practical Abattoir Skills Training conducted at his abattoir greatly improved the standard of dressing of carcasses and provided evidence of training and competence of abattoir workers in terms of the Hygiene Management Program on Slaughter and Dressing. 14

16 PRYSINLIGTINGSTELSEL Die Rooivleisabattoirvereniging streef daarna om n databasis van historiese en huidige pryse te implementeer en te onderhou, wat noodsaaklik is vir beplanning- en ontwikkelingsdoeleindes. Die primêre doelstelling is om intyds akkurate en relevante inligting beskikbaar te stel wat tot voordeel van die abattoir industrie kan dien. Die regverdige verteenwoordiging van die inligting is uiters belangrik. Die RVAV versoek dus dat u die abattoireienaar, instem om u prysinligting beskikbaar te stel soos uiteengesit in die prosedure hieronder. Die prysinligtingverslag word een keer per week vrygestel. Alle deelnemende abattoirs sal n gratis verslag ontvang. Niedeelnemende abattoirs en intekenaars kan die verslag aankoop teen n bedrag wat van tyd tot tyd bepaal word. Deelnemers van die prysinligtingstelsel moet hul inligting vir die RVAV voor of op Dinsdag 12:00 instuur. Hierdie inligting word dan verwerk en n verslag opgestel. Die verslag word per e-pos of faks aan deelnemers gestuur. Die pryse vanaf abattoirs ontvang, word streng vertroulik hanteer en sal vir geen ander doeleindes gebruik word nie. Die prysinligting kan in een van die volgende formate gestuur word: Meat Matrix Software (E-pos) Standaard formaat (Faks of E-pos) Sien aangehegte vorm Excell (Faks of E-pos) Abaserve (E-pos) DEFINISIES: Verkoopprys: Karkas Huid: Vel: Merino(s) Aankoopprys: Karkas Slaggetalle Hoeveelhede: Gemiddelde prys van karkas alleen soos aan die handel verskaf (maw. hekprys) Verkoopprys sluit die volgende uit: BTW Slagkostes Vervoerkostes Vyfdekwart Voerkraal huid Veld huid Baster glover(handskoen vel) of dorper vel. (Elk) Elk Koue karkas massa met die vyfde kwart ingesluit (Totale prys soos aan die voerkraal of produsent betaal) Aankoopprys sluit die volgende uit: BTW Vervoerkostes Kommissie Die dag se slagting ongeag of hierdie karkasse verkoop is al dan nie. Die prysinligtingverslag mag onder geen omstandighede, sonder die vooraf skriftelike toestemming van die RVAV gereproduseer, in enige inligtingstelsel bewaar of in enige vorm weergegee word nie. Die inhoud van die prysinligtingverslag is slegs vir algemene inligting bedoel en die RVAV aanvaar geen aanspreeklikheid vir enige verliese gely deur die gebruik van hierdie inligting nie. Die maandelikse geskiedenis data is beskikbaar op ons webtuiste. Verseker asb dat die informasie wat aan die RVAV gestuur word per definisie is soos deur die RVAV raad bepaal.
