4 INTRODUCTION The City of Sarasota, Sarasota County, was authorized under the Florida Department of Environmental Protection (FDEP) Coastal Construction Permit DBS ST, Department of the Army Permit (US COE) (IP-MN) and FDEP Water Resources Permit to nourish the central segment of the Lido Key gulf shoreline using sand obtained from offshore borrow areas. The project construction area, including beach :fill sites, construction and buffer areas corresponds to approximately FDEP Coastal Construction Control Line Monument R-34 south to R-41, Lido Key, in Sarasota County. The Lido Key shoreline is utilized as nesting habitat by marine turtles which are protected by the Endangered Species Act of 1973, Florida Law, Chapter 370 and the Sarasota County Sea Turtle Protection Ordinance No Because beach restoration can result in changes, such as in sand density, beach shear resistance, moisture content, beach slope, sand color, grain size and shape, that may affect the nesting activity of adult turtles and the hatch and subsequent emergence success of the nests, special conditions were included in the restoration permit. The special permit conditions for evaluating the effectiveness of the restored beach in conjunction with marine turtle nestlhatch activities are addressed in Section 5 through 9 of the FDEP Coastal Construction Permit (DBS and Special Conditions 1 through 8 of the US COE permit ( [IP-MNJ). These activities are summarized as follows: ~ Because construction crews began mobilization in early April, the daily early morning surveys of the nesting beach were begun April 8 th, The surveys and monitoring activities continued through October 31 sl to assess the performance of the restored beach and to evaluate nest and hatch success (permit condition 5.1 and 7). Surveys began shortly after sunrise at which time all sea turtle activity was documented and nests were marked for avoidance or relocated. ~ As per the U.S. Fish and WIldlife Service Biological Opinion (FWS Log# ) nests located within the project area were relocated between sunrise and 9:00 a.m. daily. ~ All nesting surveys, nest relocations, nest caging activities, and nest success evaluations were conducted by persons with prior experience and training in these activities and were duly authorized to conduct said activities through FDEP permit #028 and/or #054 (Appendix A), both current and valid permits issued by FDEP, Division of Marine Resources, pursuant to Florida Administrative Code Rule 62R-l. This monitoring is to continue for two years post construction (1999 and 2000). 5 >- A report ofall monitoring activity is to be submitted at the end of the 1998, 1999 and 2000 nesting seasons. The reports are to include the location of individual nests, the date of deposition, documentation of relocation activities, and nest success evaluations for in situ and relocated nests. Nest success evaluations (including hatch and emergence success evaluations) are to be determined for each nest by documentation of the initial date of hatch and excavation of each nest three days or 72 hours after hatch. Hatch success shall be determined by documenting the number of live hatchlings in the nest at excavation, the number of dead hatchlings in the nest, the number of live and dead pipped, the number of unhatched eggs and the number of hatched sheils. Emergence success documents the total number of hatchlings that successfully emerged from the nest on their own prior to nest excavation. This report documents monitoring and nest protection measures for 1998, the year of construction. A log of the monthly Marine Turtle Nesting Summary Reports submitted to the City of Sarasota is included as Appendix B. The report is being submitted to City of Sarasota, Engineering Dept., Coastal Planning and Engineering, Inc., and FDEP, Protected Species Mgt. Project Location: MARINE TURTLE MONITORING The Lido Key Beach Restoration Project extends shore parallel between FDEP Coastal Construction Control Line Monuments R-34 and R-41 on Lido Key in Sarasota County, Florida. The project area includes the construction area (R-35 to R-40) and buffer areas extending 1000 feet to the north and 1000 feet to the south as per request from the City of Sarasota. For ease in visualizing, the FDEP coastal construction control monuments are numbered from R-30 in New Pass at the north end of Lido to R-44 in South Lido Park near Big Sarasota Pass. The north end of the project location, R-34, is found in North Lido Park, approximately 1200 feet north of the terminus of John Ringling Blvd. The southern end of the project location, R-41, is found at the south comer ofthe north building of the Harley Sandcastle Resort, 1540 Ben Franklin Drive, Lido Key. PROCEDURES Following communication with Coastal Planning & Engineering, Inc., FDEP, Bureau of Protected Species Mgt., and The City of Sarasota Engineering Dept. (Appendix C), monitoring for the City of Sarasota, Lido Beach Restoration began May 8 th, On this date monitoring personnel began daily surveys of the entire Lido Key Beach Restoration Project shoreline. The surveys were begun to fulfill FDEP permit conditions and to fulfill the scope of work contracted by Mote Marine Laboratory (MML) personnel with the City of Sarasota. MML personnel are permitted through FDEP, under 1998 marine turtle permits #028 and #054. 6 Monitoring for aduh marine turtle nesting activity was conducted by personnel walking the project shoreline above the mean high water line. Upon discovery of an emergence FDEP permitted personnel visually determined whether the emergence was a nest or false crawl. A false crawl was defined as an emergence which did not m!!ftoij~~~ result in egg deposition (Figure right). The following are examples of false crawls: 1) a turtle that moved onto the beach but did not excavate a nest cavity and returned to the water, or 2) a ~iits~~ turtle that moved up the beach, excavated a nest cavity or numerous nest cavities but for unknown reasons did not deposit any eggs in the nest (often ~~~ these aborted nest excavations are left uncovered by the turtle). A nest was defined as a turtle emergence which resulted in the turtle successfully depositing eggs. When an emergence resulted in what "appeared" to the experienced patrol personnel to be a successful nest but the eggs could not be verified, the site was identified as a "possible nest" and was monitored along with the nests to observe for hatching. These possible nests were reclassified as either nests or false crawls depending on the outcome. During the initial pass down the beach, false crawls and nests were recorded on MML Nesting data forms (Appendix D) and nests were marked with either PVC flags or yellow painted wooden nest marking stakes. At the end of the pass, the monitoring personnel returned to the marked area. If the nest was determined to be endangered, it was carefully hand excavated. The eggs were placed in a bucket lined with sand and were transported higher on the beach. No nests were documented in the project area during construction thus the FDEP approved relocation area located in South Lido Park was not utilized. All nests, whether relocated or left in situ, were marked and encircled by four wooden stakes connected with yellow surveyors flagging tape and signage (Figu re 1) identifying the site as a protected sea turtle nest. Each nest was additionally marked with the date the nest was laid and the original location of the nest. Nest location was documented by two methods. In the field, monitoring personnel located nests by relative position to the nearest street address, building, or other landmark. These descriptions were checked in the Laboratory's offices against annotated aerial photographs to associate the locations to the nearest FDEP coastal construction control line monuments. 8 Hatchine Surveys and Nest Evaluations: After 45 days incubation, nests were monitored in the early morning and again in the evening. Observance of one or more of the following was used to determine the first day of hatch to calculate incubation periods: 1) A hatchling or hatchlings present at the surface, 2) a hatchling crawl or crawls in the sand leading out from the nest area, and/or 3) a depression or emergence hole in the sand directly over the nest. To evaluate for hatch success each nest was excavated three days or 72 hours after the initial hatch. The delayed nest excavation allows the majority of hatchlings to emerge from the nest on their own. Hatchlings that have emerged on their own are more vigorous and are better equipped to handle the trek down the shoreline to the water. Once in the water these hatchlings also have a better chance at survival as their external yolk sacs have been completely utilized and/or absorbed allowing the hatching to dive more readily and to swim more vigorously (Foley, unpublished). Data from nest evaluations were recorded on the Nesting Data forms. Upon excavation the number hatched was calculated from the number of empty eggshells found in the nest. Pipped eggs referred to either live or dead hatchlings that had punctured the eggshell but had not fully emerged from the egg. The number of hatched shells minus the number of live and dead hatchlings found in the nest account for the number of hatchlings that emerged from the nest on their own prior to nest excavation. When live hatchlings were found in the nest they were either released immediately or were transferred to a bucket containing moist sand and kept for release that same evening. Nest excavations and hatchling releases were conducted according to FDEP Marine Turtle Permit guidelines for Data Analysis: Marine turtle emergence and hatching data were compiled using Paradox, a dbase compatible software program by Borland and Associates. Figures and Tables were created using a combination of Paradox, Word Perfect (Corel 8) and Super Calc (Computer Assoc.). SEA TURTLE PROTECTION MEASURES Because the summer of 1998 included tropical storms and two Hurricane events that impacted the Gulf Coast beaches many nests both within and outside of the project area were inundated by tidal activity. Thus, both nest and hatch success for all nests were affected. Sixty three percent of the nests in the project area were inundated and two nests were washed out by high tides associated with MOTE MARINE LABORATORY Marine Turtle Nest Protection Measures Including Nest Success Evaluations For In Situ and Relocated Nests For the City o/sarasota, Lido Key Beach Restoration Project /98 Page 5

9 the storm events. Six nests were relocated higher on the beach after they were found to be washing out or were in immediate danger of washing out. Unrelated to storm events, a number of nests had to be protected from raccoon predation. Five nests were caged with "self-release" box cages (Appendix E) made of2" x 4" wire mesh. The 2" x 4" wire mesh is large enough to allow hatchlings to leave the cage after hatch but, small enough to prevent raccoons from a accessing the nest. The cages also have flanges at the bottom to prevent raccoons from digging down and into the nests. Although the City of Sarasota is cooperating with Sarasota County Natural Resources Department to protect adult sea turtles and sea turtle hatchlings from disorientation events due to artificial lighting, disorientation events were documented. To further protect emerging hatchlings in areas where artificial lighting has not been corrected staff installed "restraining cages" (also Appendix E) over ten nests. The cages were placed over two of the nests following the initial hatch and disorientation of hatchlings from the nest. Restraining cages are box cages made of 1/4" x 114" wire mesh which allow enough room inside for the hatchlings to emerge completely from the sand but entrap the hatchlings at the nest site to prevent hatchling disorientation, or death from construction activities. Restraining cages must be checked for hatchlings at shortly after sunset and at least twice a night beginning at 45 days incubation and ending when the cage is removed three days after the initial hatch. The cages were checked once between 11 p.m. and 1 a.m., and once between 5 and 7 a.m Hatchlings were removed from the restraining cages and safely released on a dark area of the beach. Turtle Emer&ences (Nests & False Crawls): RESULTS AND DISCUSSION Beach monitoring procedures resulted in the docwnentation of a total of 16 nests and 64 false crawls (Table 1) for the City of Sarasota, Lido Key Beach Restoration Project. All of the nests were completed by Caretta caretta (loggerhead), no Chelonia mydas (green turtle) nests were documented within the project area for the 1998 season. The false crawl to nest ratio was 4.0 false crawls to one nest. A comparison of the 1998 data to the 1997, preconstruction, data (Table 2) exhibits a decrease in nesting and a corresponding increase in false crawl or non-nesting emergences. Nest to false crawl ratio for marine turtles nesting in the 1998 Lido Key Beach Restoration project area (R-34 to R-4l), 1997 & Total # False Crawls (FC) Total # Nests (N) False CrawllNest Ratio :1 4.00:1 The first emergences documented within the project boundaries were four false crawls or non-nesting emergences recorded on April 11th. The crawls occurred between 500' south of R-38 to approximately 200' south ofr-40. On August 10 th three false crawls and one nest were documented, these marine turtle emergences represent the final nesting activity for the project. The peak of the nesting occurred in mid-june. A Marine Turtle Nesting Final Project Summary and a FDEP Nest Success Reporting Form, Species: Caretta caretta (Loggerhead) were completed for the project (Figures 2 and 3). The seasonal pattern of nesting for the project shoreline was similar to the nesting activity for the entire Lido Key shoreline with the first nest documented on May 17 th, and the last nest documented on August 10 th as documented in the Florida Department of Environmental Protection Marine Turtle Nesting Summary Questionnaire for 1998 and the Florida Department of Environmental Protection Nesting Survey Reportingform for 1998 (Appendix F). The nesting density was greater out of the project area with 26 nests and 30 false crawls documented in the approximate 6000 linear feet of shoreline outside of the project area (Table 3). Table 3. 17 In order to determine the turtle's preference in nesting location the beach width at nest sites was estimated in feet by monitoring personnel on the morning following egg deposition (Table 4). The beach width was then divided into thirds, and nest locations were then classified as either upper beach (landward), middle beach, or lower beach (seaward) (Table 5). By looking at the nourished beach regardless of width, the seaward or lower third of the beach was the preferred location with 81 % (n=13) of the nests. 18 N est Damage: Because the summer of 1998 included tropical storm and two Hurricane events that impacted the Gulf Coast beaches many nests both within and outside of the project area were inundated by tidal activity (Figure right). Thus, both nest and hatch success for all nests (both in situ and relocated) were affected. Sixty three percent ofthe nests (10 of 16) in the project area (Ta ble 6)were inundated and three of these were subsequently washed out by tidal activity associated with Hurricane Georges. Six nests were relocated higher on the beach after they were found to be washing out or were in immediate danger of washing out. 19 Incubation: The average incubation was calculated for in situ and relocated nests. Nests left in situ (n=lo) on the beach, or not relocated, which also had a hatch date (n=7), had an average incubation rate of 58 days (range days). Nests that were relocated (n=6) and had a hatch date (n=5), had an average incubation of 55 days (range days). This compares to an average incubation of 60 days (range 56-67) and 59 days (range 55-67) for in situ and relocated nests respectively during 1997, prior to beach restoration. Hatch and Emen=ence Success: Twelve out of a total of 16 nests were excavated for nest success evaluation. The distribution of mean hatch success is shown in Table 8. Hatch success ranged from 56.6% (84%- 1997) for in situ nests to 47.6% (88% in 1997) for relocated nests. The overall hatch success rate was 53% for both relocated and in situ nests. Table 8. The delayed nest excavation allows the majority of hatchlings time to emerge from the nest on their own. Hatchlings that have emerged on their own are more vigorous and better equipped to handle the trek down the shoreline to the water. Once in the water these hatchlings also have a better chance at survival as their external yolk sacs have been completely utilized and/or absorbed allowing the hatchling to dive more readily and swim more vigorously. Excavations of the 12 nests revealed that out of 636 hatched eggs, 40 live hatchlings and no dead hatchlings remained in the nests while 596 emerged on their own within the 72 hour time frame (Table 9). Ninety percent emergence success was recorded from relocated nests as compared to 96% emergence success for in situ nests. The overall emergence success for the evaluated nests was 94%. Hatchlings are attracted to artificial lighting (Wrtherington, 1991 ; 1992; 1996) and instead of heading toward the water will travel great distances to artificially lighted areas. This activity of looping around or traveling in a direction other than to the water is termed a disorientation. Disorientation events often lead to death of the hatchlings from dehydration, predation, or being run over by automobiles when they are attracted into streets by street lights. 21 CONCLUSIONS This report has presented the results of marine turtle monitoring for the City of Sarasota Lido Key Beach nourishment, Sarasota County, Florida. The beach was nourished in the spring of No sea turtle nests were documented in the project are prior to completion of construction. A total of 16 nests and 64 false crawls of the loggerhead sea turtle (Caretta caretta) were documented between April 8 th and October 3P\ 1998 for the Lido Key beach nourishment project area (R-34 to R-41). No emergences were documented for the green turtle (Chelonia mydas) for the 1998 season. Nesting was down only slightly from the 1997 season, preconstruction, when 19 nests and only 24 false crawls were recorded for the same area (R-34 to R-41). Hatch success for in situ nests averaged 56.6% while relocated nests averaged 47.6 %. The hatch success for all nests was affected by the tropical storms and two hurricanes that caused the inundation of 63% of the nests. Emergence success for in situ nests was 96% and for relocated nests was 90%, the overall emergence success was 94%. Monitoring for the City of Sarasota, Lido Key Beach Restoration Project was completed on 10/31/98, coinciding with the regulatory end of sea turtle nestinglhatching season. Marine turtle monoring will begin immediately upon approval of the proposal. I walked the Lido shoreline this morning to view the condition of the beach and to locate a protected area for nest relocation. Thus I am proposing to relocate any nests which occur during the shoreline construction (R-34 to R-41) to the shoreline adjacent to Big Sarasota Pass. The relocation area proposed is located east of monument R-44 and will include approximately 500 linear feet of shoreline. Marine turtle nests occur naturally in this area and there appear to be no lighting problems associated with this shoreline. Raccoon predation is a problem but self-release cages have proven successful against the predation in the past. All nests relocated to the area will be caged with self-release box cages. This equipment shall provide a permanent record of the dredge's location and that. record shall be available to the Department for inspection during construction. within 90 days of completing a renourishment event, graphs showing the path of the ~redge shall be submitted to the Bureau of Wetland Resource Management in Tallahassee and Southwest District office in Tampa. A separate graph shall be submitted for each day. The limits of the borrow area, the seagrass buffer zone, a scale, a north arrow, and the date shall be provided on each graph.. 9. The permittee shall submit a final report within 30 days of completion of each construction event which includes the following information: 1) the dates of commencement and completion of construction; 2) tables of turbidity data collected at the dredging site and the fill site which lists the date each sample was collected in one column, the value of every background sample collected at a given depth in a second column, the value of every compliance sample collected at a given depth in a third column, and the difference between the background and compliance values in a fourth column. The distance offshore and down- or up-current from the discharge point shall be specified for each station. Each table shall have a title which states if the data was collected the the borrow site or fill site and the name of the borrow site; and 3) a statement identifying any violations of the turbidity standard which occurred during the event, the probable cause of the violation, and the corrective measure(s) taken to reduce turbidity. 10. All reasonable precautions shall be taken to protect sea turtles during construction. Following construction, the permittee shall ensure that the compaction of the beach and escarpments will not hinder future turtle nesting activities. 11. Shorebirds nest in the area delineated on Attachment 1 to this permit. If construction occurs during shorebird nesting season (April through June), the dredge pipe shall be laid offshore of the intertidal zone in front of the nesting area or landward (east) of the nesting area. 12. This permit does not limit the number of renourishment events that may occur during the life of the permit. However, if monitoring data or site inspections by Department staff indicate that renourishment is causing unexpected effects on water quality or natural resources, the Department may modify the permit to address the problem. Permit modification may include adding conditions to avoid the adverse impacts in subsequent renourishment events, or limiting or eliminating future restoration events. 13. Because more than one renourishment event is authorized under this permit, infaunal and grain size monitoring as required in parts 2 and 3 of the Monitoring Required Section of this permit may extend beyond the expiration date of the permit. To ensure that

Each sample shall be tested for grain size distribution and shell content. Testing and reporting shall be in accordance with applicable Army Corps of Engineers and ASTM standards. 4.5 Within 90 days of completion of each annual survey the permittee shall submit to the Bureau an engineering report summarizing the monitoring data and project performance in accordance with the approved monitoring plan. All survey data and survey control information shall be submitted on 3.5-inch or 5.25-inch double sided high. density disk in ASCII format. The data shall be arranged according to the DEP/DBS specifications and include all information required by the DEP/DBS specifications. 5. If project construction cannot be completed prior to the marine turtle nesting season (May 1 to Octo1;>er 31), work may be performed during the nesting season, provided construction impacts shall be restricted to one nesting season only and the following marine turtle conditions are required: 5.1 Daily early morning surveys of the nesting beach shall be conducted. Surveys shall be initiated at least 65 days prior to the commencement of construction activities or on May 1, whichever date is later. Surveys shall be continued until September 15 in order to assess the performance of the restored beach. Survey work shall be performed in such a manner so as to ensure that construction activity does not occur in any location prior to completion of the necessary marine turtle protection measures. 5.2 Per the U.S. Fish and Wildlife Service's Biological Opinion (FWS Log# ) nests which will be affected by construction activities shall be relocated between sunrise and 9:00 am each day. Nests shall be relocated to a nearby self-release beach site, in a secure setting where artificial lighting will not interfere with hatchling orientation. Relocation site(s) shall be approved by the Department prior to usage. If necessary, self-releasing screens or above ground individual cages shall be utilized on relocated nests to exclude predators. Only those nests which will be affected by beach placement and associated construction activities are required to be relocated pursuant to this permit. Nest relocations in association with construction activities shall cease when construction activities no longer threaten nests. 5.3 All nesting surveys, nest relocations, screening or caging activities, and nest success evaluations shall be conducted only by persons with prior experience and training in these activities and duly authorized to conduct such activities through a valid permit issued by the Department, Division of Marine Resources, pursuant to "Florida Administrative Code Rule 62R During the marine turtle nesting season (May 1 through October 31), construction pipes which are pla.ced on the beach shall be placed parallel to the shoreline and located as far landward as possible without compromising the integrity of the dune system. Temporary storage of pipes and equipment shall be off of the beach to the maximum

Such lighting shall be the minimal lighting necessary to comply with safety requirements, and shall be shielded low pressure sodium vapor lights to minimize illumination of the nesting beach and nearshore waters. Lighting on offshore equipment shall be minimized through reduction, shielding, lowering, and appropriate placement of lights to avoid excessive illumination of the water, while meeting all Coast Guard and OSHA requirements. Shielded low pressure sodium vapor lights are recommended for all lights on offshore equipment that cannot be eliminated. 6. The permittee shall ensure that sand compaction and escarpments do not adversely impact marine turtle nesting by implementing the following: 6.1 Immediately after completion of the construction project and prior to May 1, of the subsequent two years, monitoring of sand compaction shall be measured by use of a cone penetrometer. Measurements shall be taken from at least two locations spaced equidistant along shore normal transects established every 500 feet within the project limits with values recorded at 6, 12, and 18 inches depth. If compaction values exceeding 500 p.s.i. are encountered at any two adjacent stations at any depth, tilling shall be required. If tilling is required, the beaches shall be plowed (tilled) to a depth of 36 inches. All tilling must be completed prior to May 1, unless project construction has not been completed. If construction is completed during the marine turtle nesting season (May 1 through October 31) and tilling is required, the permittee shall contact the Department for a determination of whether tilling is required to be conducted during the marine turtle nesting season. 6.2 Visual surveys for escarpments along the project area shall be made immediately after completion of the construction project and prior to May 1 for the subsequent two years. Escarpments which interfere with marine turtle nesting or which exceed 18 inches in height for a distance of 100 feet or more shall be mechanically leveled to the natural beach contour to ensure that no escarpments are present on May 1, unless project construction has not been completed. If escarpments form during the marine turtle nesting season (May 1 through October 31) the permittee shall contact the Department for a determination of whether removal of escarpments is required. 7. In order to assess the suitability of the beach fill project on marine turtle nesting activity,. the permittee shall ensure that daily monitoring of the project area for marine turtle nesting activity for the two years following construction is accomplished during the marine turtle nesting season (May 1 through October 31).

This is essential to reduce the number of undetected nests. 5. Nests shall be relocated between sunr1se and 10 a.m. each day, and the relocation will be to a nearby self-release beach hatchery in a secure setting where artificial lighting will hot conflict with hatchling orientation. 2

Nourished beaches will be plowed to a depth of at least 36 inches following completion of beach nourishment if sand compaction exceeds 500 cone penetrometer units (cpu). Sand compaction measurements will be taken in February for at least two consecutive years, and tilling will be repeated if compaction exceeds 500 cpu. 7. Escarpments in excess of 18 inches extending more than 100 feet in length and exceeding 500 cpu will be mechanically leveled to the natural beach contour prior to 1 May. If leveling is needed, nest relocation procedures will be followed as stated in #1-3. If escarpments in excess of these criteria reform in the two subsequent nesting seasons, they will be leveled to the natural beach contour as described above. 8. A report describing the actions taken to implement the terms and conditions will be submitted to the Vero Beach FWS office within 60 days of completion of the proposed work for each year when activity has occurred. This report will include dates of actual construction activities, names and qualifications of personnel involved in nest surveys and relocation activities, description and location of hatcheries, nest survey and relocation results and hatching success of nests.. 9. 56 MARINE TURTLE CONSERV A non GUIDEUNES PERMIT ACTIVITY: NEST CAGING AUTHORIZATION SUMMARY This section is specifically intended for those persons whose permit authorizes them to protect nests with self-releasing screen/cage or protect nests with restraining cage. These personnel are also authorized to: -mark nests. Personnel are not authorized to conduct the following activities unless specifically stated on their permit: conduct nesting surveys - relocate nests use self releasing hatchery - use restraining hatchery Personnel are not authorized to conduct the following activities without explicit permission from FDEP: - use any caging material with a mesh size that is smaller than 2" x 4" unless authorized to protect nests ",ith restraining cage or unless there is an area maintained along the seaward face of the cage from which hatchlings can readily escape - use probes (other than fmgers) to locate clutches ACTIVITY DESCRIPTION 'When a nest is at high risk of predation (by raccoons, fo~es, pigs, coyotes, etc.), the eggs and pre-emergent hatchlings may be protected by placing a self-releasing cage over the nest. When hatchlings at a nest site are certain to be misoriented by lighting, and the lighting cannot be resolved before the hatchlings are due to eillerge, then the nest may be covered by~ a restraining cage to keep hatchlings from crawling toward lighting. While the exact construction of cages may vary (see examples of two cages in Figure 12 and Figure 13), all restraining cages are to provide enough room for all hatchlings to completely emerge from the sand. In all self-releasing cages, the 2 It X 4" mesh of the cage must be oriented so llat the 4" opening is parallel to the surface of the sand. If self-releasing cages are not constructed of a material with a mesh size that is 2" X 4" or greater, than they are to have, on the seaward face of the cage, a regularly maintained area from which hatchlings can readily escape. If hatchlings are to escape through an opening in the cage, the bottom edge of the opening may not extend above the sand's surface, the top edge of the opening is to be at least 2" above the sand's surface, and the opening is to extend along the entire seaward side of the cage. Cages are to be centered exactly over the egg chamber to make it less likely that manunalian predators will burrow to the eggs from the side 16

57 GUIDELINES FOR NESTING BEACH ACTIVITIES of the cage, and to make sure that any anchoring stakes placed along the edges of the cage will not enter the egg chamber. The first step in caging a nest is to fmd the location of the egg chamber within the body pit. Do this 'by gently and systematically digging by hand, and probing with fingers only. Do not use shovels or any other tools for either digging or probing. Once the top eggs are located,u se moist sand from a similar depth to re-cover the eggs. Dry sand should not be allowed to fall into the egg chamber. Once the egg chamber is re-covered to the upper level of the surrounding moist sand, gently pat the sand surface above the eggs with your hand. Temporarily mark the location of the egg chamber by carefully placing a marker a very short distance into the sand above the egg chamber. Be sure that this marker is not inserted into the egg chamber. Replace the dry sand over this area to the depth present before you began excavation. Your temporary marker should be tall enough to extend above the sand level. Most cages are anchored by burying the outward pointing flanges (Figure 13) about one foot under the sand's surface. Center the cage over the egg chamber and trace the edges of the cage in the sand. The cage should be oriented so that the opposing sides of the cage are either parallel or perpendicular to the shoreline. Remove the cage and the temporary egg chamber marker, and carefully dig a one foot deep trench along the tracing of the edges of the cage. Place the cage into the trench and fill the trench with sand. When completed, the sand around the cage and o\'er the egg chamber should be at the original level. If stakes are used to secure a cage, drive the stakes at an angle away from the egg chamber. Signs for marking caged ne sts are available from FDEP. Because cages may become partially or completely dislodged, they should be checked regularly. If a restraining cage is used, each cage must be checked for hatchlings at least twice a night beginning 45 days after the clutch was deposited and ending when the cage is removed. Restraining cages must be checkec;! for hatchlings once between 11 p.m. and 1 a.m., and once between 5 a.m. and 7 a.m. After checking the nest during the latter period, restraining cages should be opened (see Figure 12) to allow hatchlings that may emerge during the day to escape the cage. These cages may then be closed again at sunset. All hatchlings that are discovered within restraining cages are immediately released at an appropriate beach site and allowed to crawl to the water. Remember, there must be a way to get hatchlings out of a restraining cage without pulling the cage off the nest. Self-releasing cages should be checked each morning during the period of anticipated hatching, just in case some hatchlings have become trapped.
