2 Mission & Impact Statements Mission Our mission is to provide affordable spay/neuter services for dogs and cats belonging to qualifying low-income pet owners and caretakers and to provide and promote education for the humane care and treatment for all animals. Background A $10,000 grant from PetSmart Charities to Bedford County Animal Control for spay/neuter activities was the jumping off point for the Middle TN Spay and Neuter Clinic. Dedicated folks formed a committee, raised additional funds, and eventually opened the Middle TN Spay & Neuter Clinic in MTSNC began with two big fund raisers: the Hawgs for Dawgs motorcycle Poker Run, and the Paws for a Cause 5K Run/1 mile Fun Walk. "Paws for a Cause" has since become an annual event. MTSNC continues to receive funds from fund raising events, grants, and private donations. In April, 2009 the MTSNC charter was formed. MTSNC was incorporated, officers and directors chosen, bylaws drafted, the 501C3 non-profit designation secured, and a search for a suitable location was initiated. A supporter graciously donated the back rooms of an office building in Shelbyville to start the clinic. In 2013, MTSNC relocated to its current location in a building owned by and leased from Bedford County. The much larger space has plenty of room for growth. MTSNC believes that all animals should receive the highest quality veterinary care possible at an affordable cost. Our clinic does not cut corners or compromise quality. We use state of the art instruments and equipment. All spay/neuter surgeries are performed by qualified, licensed veterinarians. All animals receive an injection of antibiotics and antiinflammatory as well as a tattoo. Impact MTSNC is a high quality specialty clinic servicing low income pet owners and animal caretakers operating humane, rescue and animal control organizations in Middle Tennessee. This specifically includes Bedford, Moore, Rutherford, Warren, Marshall and Coffee counties in southern middle Tennessee, but is open to all residents in any middle Tenn. county. It's impossible to define the impact at this time, however, the clinic has spayed or neutered over 21,000 cats and dogs since opening. In 2013, we moved into a much larger space donated by Bedford County and later increased our daily numbers to 25 a day. We regularly have a waiting list of pet owners and caretakers for our services. Our presence actually influenced one full service veterinary clinic to reduce their spay/neuter fees to be more competitive. Our local initiative to address the breeding population of community cats has seen a consistent reduction in cat related complaints. More and more people are realizing that sterilization is the most reasonable and least expensive means to reduce stray and feral cat populations. Our immediate goals are 1. refine clinic efficiency to support growth, and 2. implement and expand our program to educate the public on responsible pet stewardship. Our long range goals are to gradually increase clinic operation to four days a week. The MTSNC family is fully committed to making a positive impact in the lives of pet owners, caretakers, and the animals they love. Needs MTSNC believes that the clinic can not only help reduce pet over-population, but may prompt pet owners to take better care of their pets including seeking veterinary care when needed. The most pressing needs MTSNC faces are: 1. Financial assistance to purchase surgical equipment and to upgrade or to replace worn out items; 2. Funds to assist pet owners who cannot afford even our low prices. For every $100 donation, the MTSNC can sterilize two dogs at $50 apiece or three cats at $30 apiece. Other ways to donate, support, or volunteer MTSNC accepts donations by check, Pay Pal on the MTSNC website, in-kind donations, volunteer assistance at the clinic and fundraisers. 3 Secondary Organization Category Human Services / Areas of Service Areas Served TN The clinic, located in Bedford County, TN, serves all of middle Tennessee but especially the five Tennessee counties that share Bedford's border. These include Moore, Marshall, Rutherford, Moore and Coffee Counties. Board Chair Statement I have been actively involved in animal welfare in Bedford County for the past 7 years. I have volunteered for both the Bedford County Animal Control and the Shelbyville-Bedford County Humane Association. During this time, I have seen positive progress with both organizations. We now have a county animal control that has a 70% or better adoption rate. Our Humane Association has also increased its adoptions rate and reduced shelter animal's length of stay in the shelter. While adoptions are better for both groups, pet over population is still a concern. Having attended various animal welfare seminars and visited many other animal facilities, I know that that animal overpopulation is a common problem in Tennessee and many areas throughout the nation. Bedford County is more fortunate than some neighboring counties. Having a regional spay/neuter clinic like the Middle TN S/N Clinic is the single most important way to help animals and pet owners in other communities. Animal welfare volunteers, rescuers and agencies in surrounding communities have embraced our clinic and are huge supporters. We hope one day to purchase land, build a state of the art building and expand our operating days to help even more. CEO Statement I have been actively involved in animal welfare in Bedford County for the past 15 years. I have volunteered for both the Bedford County Animal Control and the Shelbyville-Bedford County Humane Association.During this time, I have seen a forward progression in the programs at both. We went from no county animal control to one with no means of adopting out its animals to one that has a 85% or better adoption rate. Our Humane has increased its adoptions and cut down on hold times due to better outreach through technology.in June 2008, the two organizations began working together to transport animals out of state through the PetSmart Charities Rescue Waggin' program and transported over 900 animals with that program. Although adoptions are going better for both groups, there was still a great need to cut down on the overpopulation.through PetSmart Charities a grant for spay/neuter was received and equipment for a clinic was purchased. A committee was formed to set out to raise more funds to go with this to open a clinic in This was achieved in a short period of time. I was chosen unanimously as the president of this new group and later moved into the Executive Director position.having attended many animal welfare seminars and having visited many other animal facilities over the past few years, I quickly realized that animal overpopulation is a common problem in Tennessee and many areas throughout the nation. Bedford County is definitely more fortunate than some of its neighbors, but we had no way to help animals in these other communities. When coming up with the name for the clinic, we saw how we could help. The board decided to make the clinic regional so that we could help on a larger scale and the Middle Tennessee Spay and Neuter Clinic was born. We are looking to get land, a state of the art building and expand our operating days and hours to help even more.my vision is that one day this clinic will be the model everyone wants to follow. 4 Programs Programs Self pay Spay/Neuter program Description Middle Tennessee Spay and Neuter Clinic is a specialty veterinarian clinic that only performs spay and neuter surgeries in an effort to help control pet overpopulation in Middle Tennessee. We offer low-cost, affordable spay/neuter services to qualifying low-income pet owners, and animal rescue, humane, and animal control organizations. Surgical fees are kept low due to aggressive and creative fundraising, private donations, and grants. MTSNC believes that all animals should receive the highest quality veterinary care possible, even if the services provided are at a reduced-cost. All surgeries are performed by our qualified, licensed veterinarian, Dr. Rachel M. Lampley, who has a special interest in spay/neuter for pet population control and has received additional state-ofthe-art spay/neuter training from the Humane Alliance. Budget 203,000 Category Population Served Short Term Success Long term Success Program Success Monitored By Animal-Related, General/Other Pet-Related Financial & Commodities Assistance Poor,Economically Disadvantaged,Indigent, Unemployed, Underemployed, Dislocated, In the short term, MTSNC and its volunteers hope to educate the local population about the importance of pet care and especially the control of cat and dog populations through spay/neuter surgery. This idea is still not embraced by everyone, but the message continues to gain support. Hopefully, the number of unwanted, abandoned, and stray cats and dogs in the middle TN area will eventually be reduced to where local humane organizations can find plenty of new homes for any animals they need to place. It would be lovely if there were wonderful homes for all of them. It would be amazing if we were ever in the position where we didn't have enough cats and dogs to satisfy all the requests for new pets. The success of the MTSNC clinic's efforts will be measured by the admittance statistics of local animal shelters and rescue organizations. If the s/n message is gaining, fewer animals will be surrendered to shelters or rescues. 4
5 Fix-A-Pet Sponsorship Program Description Donated funds pay for a spay/neuter surgery: $50 will pay for a dog's or $30 will pay for a cat's surgery. An additional $10 will cover a rabies vaccine. Donors may designate to pay the sterilization fees for a particular animal including an adoptable animal at a shelter, animal rescue or animal control. Budget Category Population Served Long term Success Animal-Related, General/Other Veterinary Services Poor,Economically Disadvantaged,Indigent, Unemployed, Underemployed, Dislocated, At-Risk Populations More animals for people who cannot afford to pay at all will be sterilized, thus helping with overpopulation. Additionally, more adoptable animals in shelters will be adopted. Statistics show that altered animals have a much higher adoption rate. Feral Cat Spay/Neuter Service Description MTSNC applies for and has been fortunate enough to receive grant funding to fix feral, stray, or un-owned cats. In keeping with the TNR (Trap/Neuter/Return) tradition, all cats had their left ear tipped to indicate their altered state. This service can be offered free as long as grant funding is available. MTSNC has "fixed" hundreds of stray/feral/un-owned cats under this program. There is always a waiting list of cat caretakers and MTSNC hopes to continue to find funding to satisfy this need. But more emphasis must be placed on educating the local population about a humane solution to the problem. We encourage anyone interested to volunteer their time to trap cats or manage a cat colony. There will never be a day when there are no feral/stray cats. Un-altered cats roam looking for mates. Kittens are born and the cycle continues. The long term goal will be to reduce as much as possible the number of kittens born during the "kitten season - April through November. In rural areas like middle TN there is no way to find, trap, and alter all the stray cats, but we are trying to make a serious dent. Hand-in-hand with providing s/n surgery is the pressing need to alert the public and to encourage them to take responsibility for stray cats they encounter. Without their engagement cats will continue to breed. The best way to approach TNR is quietly. With a limited budget, MTSNC volunteers tackle one cat colony at a time. We don't want everyone who has stray cats around coming to us for help. There are too many cats and not enough volunteers and money to help them all. Several cat colonies have had all their members fixed. The colony population is stable as long as no new cats move in. Gradually, over time, the colony will be reduced through natural attrition. 5
6 CEO Comments Our biggest challenge today is reaching out to those in need and having funds to help them spay and neuter their animals at discounted or no cost. We are finding new ways to identify and reach those in need and are actively seeking grants to help in this endeavor. 6
