1 4-H EXHIBITOR RULES Eligibility All 4-Hers in Wabasha County are eligible to exhibit in the projects they are enrolled in during the 4-H year. In order to be eligible to show at the fair and compete for awards, the 4-Hers must fulfill all requirements of the State 4-H Office, the Wabasha County Extension Office, and the Wabasha County 4-H Federation. Exhibits must be prepared by the 4-H member. All exhibits are to be made during the current 4-H year with the exception of livestock and entomology. All livestock exhibits must be shown by the 4-H member except Cloverbuds or in case of illness or emergency. 4-H Fair Registration Forms/Late Entries 4-Hers are responsible for correctly entering their exhibit information on the fair registration form. Use grade completed to determine correct lot to enter. No changes or additions can be made after entries are received at the Extension Office. Fair registration forms are available from 4-H Online. Login to your member account; scroll down to Member Reports. Select a Member (name) then Select a Report (fair registration form). Open in a pdf file, print and fill out. If you are unable to print your own registration form, stop in at the Extension office for a copy. All fair registration forms are due in the Wabasha County Extension Office, 625 Jefferson Ave., Wabasha MN 55981, no later than 4:00 p.m., Friday, June 5, 2015 (postmarked June 4). Registration forms received after 4:00 p.m. June 5, 2015 will not be eligible for county champion/reserve champion placings or state fair, unless a member chooses to use their one-time exemption. Members may exhibit at the fair, receive a ribbon placing and participate in the auction, if they qualify. If you have questions, contact the Extension Office at (651) State 4-H Judging Policy Injuries, Disabilities, Absentee General Project Judging If a member is unable to participate in conference judging due to a disability or injury, the member/family must request permission for a judging assistant to be with the member during the judging of the member s projects. Approval must be made with 4-H staff prior to the judging process. First preference for a judging assistant will be a 4-H age-eligible family member or other member. In some cases a parent or personal aid may be appropriate and must be approved by staff. Livestock Project Judging If a 4-H member is unable to exhibit an animal due to disability or injury, the member/family must request permission for a substitute showperson. Approval must be made with staff prior to the day of the show. The substitute showperson must a 4-H age-eligible family member or other member. Livestock Interviews same rules apply, (e.g. someone to read the questions). Absentee Judging of General Projects To be eligible to exhibit a project while being absent from the judging, the following must be in place: Absence pre-approved with staff prior to judging date allowed only in extreme situations such as: death in the family, once in a lifetime educational opportunity, optional event with no flexibility (wedding of immediate family), illness or injury; exhibits at the county fair are within scheduled timelines. Absentee Judging of Livestock Projects - Members who have a conflict with livestock shows in their county of membership, may utilize the following options to advance to the state fair show. --- switch county membership prior to May 15 enrollment deadline, --- do a livestock demonstration (live animal) with the intent to be awarded a trip through demonstrations. Animal used in demo does not need to be same animal taken to state fair, but must be same species. Animal exhibited by member at state fair must be on ID sheet prior to ID deadline for that species. --- do a recorded (video) version of livestock demonstration. (Same rules as above.) 4-H Competitive Events: Deadlines, Consequences and Exemptions. See full-page graph in this fair book. Every 4-H member is eligible for a one-time member exemption. This exemption provides the ability (one time in a member s career) for the member to acknowledge they missed a deadline related to enrollment or competitive event participation and waive the consequences for the named deadline. Exhibits All exhibits will be evaluated by the judges and awarded a blue, red, or white ribbon (except Cloverbuds). Ribbon placing will be based on the member s knowledge of the project (50%) and on the merit of the exhibit (50%). Judges will award

2 special merit ribbons to exhibits of outstanding quality. Exhibits must be maintained in good condition throughout the fair. 4-H and FFA exhibits at the Wabasha County Fair are entered and displayed at the risk of the exhibitor. If exhibition requirements are not met, and permission is not granted by 4-H and fair board, youth will not be eligible for all show related premiums, awards, and participation in the state event. Approved early release is an exception to the rule and becomes a 4-H staff and fair board decision based on each situation. Release Times Livestock will be released at 11:00 p.m. (no sooner) on Saturday. Building exhibits released Sunday at 8:00 a.m. ALL exhibits MUST be removed before 9:30 a.m. Sunday. Please plan on spending half an hour helping with clean-up. 4-H members removing exhibits before designated release times will forfeit their total fair premium check. Banners, posters, and displays should not use copyrighted images, i.e. Snoopy, Garfield, Bart Simpson, etc. Posters and Science Exhibits Posters may not exceed 22" wide x 28" high. They may be smaller. Three-dimensional displays may not exceed 12" deep x 24" wide x 36" high. (Center back 24 wide x 36 high, right and left wings each 12 wide x 36 high.). Judging criteria: exhibit quality-25%; educational value- 25%; knowledge and ability to explain-50%. Oversized Exhibits are accepted with written permission available. Plywood table exhibits, such as farmyard displays, may not exceed a 4'x8' sheet of plywood. Plywood exhibits should be equipped with legs or sawhorses to support the exhibit. State fair trip winners of oversized exhibits are responsible for transporting the exhibit to state fair. 4-H Parents No BBQ grills, cookouts or alcoholic beverages will be allowed in 4-H exhibit areas, including the livestock buildings and 4-H chalet. Dogs on Fairgrounds All dogs on the fairgrounds MUST be leashed. State Fair Eligibility A 4-H member selected for a trip to the state fair must have completed 6th grade. State Fair Trip Policy Each year a state fair aged 4-Her can exhibit both a livestock project and a general project at the state fair. 4-Hers pay only one program fee and receive only one premium. Note: Members eligible for a state fair trip within the initial state fair quota, must decide by 1:00 p.m. Saturday whether they will take the trip. If undeclared at that time, trip will be given to the next person in the state fair lineup. LIVESTOCK DIVISION RULES All livestock will be inspected by the official veterinarian on opening day of the exhibition and daily thereafter. The official veterinarian will order the immediate removal of any livestock with symptoms of infectious or communicable diseases; this includes warts and ringworm. Livestock entry is 8:00 a.m. to 5:00 p.m. on Wednesday. Poultry MUST be in place by 3:00 p.m. ALL animals MUST be in place by 5:00 p.m. Wednesday. Animals arriving AFTER 5:00 p.m. will NOT be eligible for the 4-H/FFA livestock auction. Members may exhibit only one animal per fair lot, unless stated otherwise. Premise IDs are required for sheep and swine. Go to or call The Minnesota Board of Animal Health is requiring ALL cattle being exhibited to be identified with an official form of ID. This system is designed to track the basic premise or origin of an animal. For more 4-H exhibition requirements call You can call the Board of Animal Health for premise ID info at Animal Ownership, Identification, Substitution All animals exhibited must be owned solely by the member, member s family or leased by agreement. The family includes the 4-Hers s parents or guardians and siblings living together as a family unit. The definition of family includes an extended family where the animals may be owned by grandparents with the 4-Her s parents actively involved with and working on the farm.

3 Animals owned in partnership with non-family members (as defined above) must be leased and follow guidelines within the lease agreement. Registered animals, not leased, must be registered in the exhibitor's name and/or the exhibitor's family name. Beef, sheep, goat, swine, dairy and llama exhibits shown at the state fair must be the same animal that won the trip at the county fair. The only exceptions are market swine whose county fair swine show date is more than three weeks (21 days) prior to the date of the 4-H market hog show or counties with terminal hog shows. These exceptions, as well as poultry and rabbit fryers, must be from the same flock or herd as those shown at county fair and identified by the animal identification deadline. All animals competing at the county fair MUST be identified in 4-H On-line by May 15 (February 15 for market heifer, market beef and dairy beef ). Livestock Quality Assurance/Ethics Training All youth 6 th grade and up participating as a county or state fair livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat & dairy goat and llama must have completed a Livestock Quality Assurance and Ethics workshop. Certification is good for three fair seasons. The level of training required is determined by the grade of the youth at the time the training takes place. Cloverbuds are not required to take the training. Market Animals Weight Classes (Beef, Sheep, Swine) When two market animals are shown in the same class, exhibitors are expected to try to position their two market animal (through animal selection and feeding) so that they end up at dissimilar weights, allowing them to be shown in different weight classes. If an exhibitor fails to accomplish this, the heavier animal of the two will be placed in a heavier weight class. If both animals are in the heaviest weight class and class composition modifications cannot be easily made to place the two animals in separate classes, both may be shown. One may be shown by the exhibitor and the other by another 4-H member. The animal that places higher may advance in the show's competition, while the other animal will then be excluded from further competition. In this case, either of the two animals may be used for showmanship. Sanitation Sanitary rules and regulations as set up by the State Sanitary Board will be adhered to strictly. All stalls and pens must be clean and orderly at all times. Cloverbud Animals Animals exhibited as 4-H Cloverbud animals are required to meet the same animal health rules as other livestock. Animals may remain at the fair, or be taken home after their respective shows. General Health Requirements Livestock or poultry known by the exhibitor to have an infectious, communicable disease or to have been exposed to an infectious, communicable disease, or to be from a quarantined herd or flock may not be entered in an exhibition. Warts and ringworm are considered communicable diseases. A statement from a veterinarian that an animal is being treated for these diseases is not acceptable. Health Certificates Health certificates for swine, poultry, dogs and livestock not originating from Minnesota are required before the animal can be exhibited at the county fair. Please make arrangements early with your veterinarian to get your animals tested. All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health Certificate must accompany the tested animal. Livestock and poultry entered in a petting exhibit are not exempt from the exhibition rules if the animals are from more than one farm or there are other animals at the exhibit Cattle, goats, sheep, horses, swine and poultry not originating from Minnesota must meet the Minnesota importation requirements, in addition to the requirements outlined in this summary. The Certificate of Veterinary Inspection must list the name of the exhibition as consignee. Certificates will be accepted if examination and test are conducted within 90 days prior to the exhibition, except swine pseudorabies tests which must be made within 30 days. Individual differential pseudorabies tests are not approved for importation. The Gp 1 ELISA test is approved for importation of swine. Swine Originating in Minnesota will no longer be required to have a negative pseudorabies test. The previously required pseudorabies test will only be required for hogs originating from outside Minnesota. Premise IDs are required for swine. Call the Board of Animal Health at Sheep and Goats All sheep and goats, regardless of age and including wethers, must be officially identified

4 (scrapie tag with unique serial number) before they move off your premises and before they are commingled with other sheep or goats. Official tags can be ordered from the Minnesota Board of Animal Health at There is no cost for the tags. These official tags are in addition to the Minnesota 4-H ID tags. 4-H families purchasing ewes will want to make sure the ewes they purchase are tagged. Premise IDs are required for sheep. Go to or call Poultry All chicken and turkey exhibitors must have a Statement of Origin indicating their bird is from a Pullorum-Typhoid free flock within 12 months prior to entry day. If you do not have a Statement of Origin, you must provide a Minnesota State Board of Animal Health Certificate stating that your bird tested negative at the Pullorum-Typhoid test. Turkeys must be tested negative or originate directly from parent stock that is tested negative for Salmonella typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae. No health certificates are required for waterfowl or pigeons. Statement of Origin or Certificate must be brought with your on livestock entry day and taken to the 4-H office on the fairgrounds. Poultry will no longer be accepted for exhibition without this proof. Rabbits Each rabbit must be permanently and legibly tattooed in the animal s left ear. A legible tattoo is a tattoo that shows ink below the skin and is readable. Permanent marker or ink is not acceptable. Horse All horses must be negative to an official test for Equine Infectious Anemia (EIA) within 12 months prior to the opening date of the county fair. A test is not required for suckling foals accompanying a negative dam. 4-Hers participating in any mounted activity are required to wear properly fastened ASTM/SEI-approved protective headgear. Helmet use is required when mounted. This policy also extends to 4-H volunteers working with youth during mounted activities. Dogs over six months of age must have proof of current rabies and DHLPP vaccinations (distemper, hepatitis, leptospirosis, parainfluenza, parvovirus) Cats over six months of age must have proof of current rabies vaccination. It is also recommended that cats be vaccinated for distemper and leukemia. Use of Illegal Drugs and/or Medications The use of drenching, mechanical pumping devices, or other abnormal methods to administer water or fluids into animals will not be permitted. Administration of fluids for dehydration or other animal health reasons may be done only after receiving approval from a veterinarian and show management. Any member of the Wabasha County 4-H Federation may call into question the use of illegal drugs and/or medications by another exhibiting family. If an animal is questioned and tests positive, the owner shall pay for the expense of the test and the animal will be ineligible for the show. The exhibitor will forfeit any resulting awards. If the test is negative the expense shall be paid for by the party requesting the test. Livestock Barns Bedding Feed -- Stalls Animals that are shown in 4-H must be stalled in the 4-H barns and correctly tied with two halters. No holes may be drilled in the tie-up fence. If holes are found, exhibitor will be charged for replacing the boards. 4-H animals shall not leave the fairgrounds until release time. No one may sleep in the barns overnight. Provide your own bedding, grain, pails, feed boxes and hay. There will be no bedding of animals until stalling is completed. Families/clubs are responsible for cleaning up garbage in the livestock areas. Showmanship Classes 4-H members must show one of their own animals that was exhibited in an individual livestock class. 4-H members must have participated in showmanship at the county fair in order to receive a showmanship bonus trip to state fair. Herdsmanship/Stalling Herdsmanship for beef, dairy, sheep, swine, poultry, goats and rabbits will be judged by 4-H and FFA volunteers throughout the fair. Purpose of the contest is to help members learn skills in making a presentable exhibit for the public and develop skills in courtesy, cooperation, neatness and proper care of animals. The 4-H club that wins the Herdsmanship Contest in each specie area will have first choice for barn stalling the following year Beef-Jolli Ranchers; Dairy-Gillford Golden Gophers; Goats-Minnesota Midgets; Poultry-Happy Ramblers; Rabbits-Jolli Ranchers; Sheep-Happy Ramblers; Swine- Happy Ramblers.

5 Exhibiting See New State 4-H Judging Policy Injuries, Disabilities, Absentee listed under 4-H Exhibit Rules. No one other than exhibitors will be allowed in the show ring to assist with showing animals. No exhibitor, parent or other individual is allowed in the ring to discuss placings with the judge. Grooming and Fitting All grooming of livestock, including clipping, trimming and blocking (all species) must be clearly done by the exhibitor, members of the immediate family or any other registered Minnesota 4-H member. Immediate family members are defined as being parents, step parents, legal guardians, grandparents, brothers or sisters. The 4-Her exhibiting the animal should be present and involved in the fitting process at the fair. Any exhibitor found in violation of this rule will not be eligible for any livestock awards or premiums, including championships, the auction and showmanship. Enforcement of this rule will be the responsibility of the livestock show committee and Extension staff. ID Numbers All livestock exhibitors are required to wear ID numbers on their backs while in the show ring. ID numbers will be given to you on livestock entry day. Dress Code 4-H members are required to wear boots or protective footwear in the show and auction rings. Athletic shoes and T-shirts advertising commercial products are not allowed in the show or auction rings. GRIEVANCE COMMITTEE PROCEDURES Purpose The 4-H Grievance Process provides an opportunity to 4-H members/parents to voice concerns relating to county and state fair. What May/May Not Be Grieved A Grievance Committee may be convened for alleged wrong doing and rule violations. A Grievance Committee will not be convened for: decisions made by judges; issues related to deadlines (due process will be provided by Extension staff); code of conduct violations will be addressed by staff according to the established process. Who Responds to the Grievance The Grievance Committee of five members will have youth and adult representation. Process for Filing a Grievance Grievances must be filed within 24 hours (1 day) of the incident. These must be turned in to Extension personnel. A grievance form must be filled out and signed by the 4-H member(s) and their parent(s) or guardian(s) filing the grievance. People signing the grievance must be directly impacted by or involved in the situation. The grievance form must be submitted with $50 at county level ($100 state level), cash or money order only. The money will be returned if the decision is ruled in favor of the person(s) filing the grievance. If there are any testing costs affiliated with the grievance, the individual(s) pay the cost of testing, commonly $200 or more At the Grievance Hearing The Grievance Committee will address the grievance via a face-to-face meeting or utilizing technology. It is the choice of the Individual(s) whether they are present at the meeting. Only those directly impacted by or involved in the situation being grieved may speak at the hearing. Use of profanity or inappropriate behavior by either party will not be tolerated and may result in termination of the hearing. All parties are expected to provide documentation or evidence at the hearing. If individuals refuse to provide/bring requested information, the grievance process may be terminated, or the grievance may not be determined in favor of the uncooperative party. After all relevant information is presented, the committee will meet privately and come to a decision. Decisions will be based on majority rule, and discussions will be kept confidential. The individual(s) will then be notified of the decision. Decisions will be final. The resolution of the issue will be filed in writing at the Extension office and kept as a permanent record of the hearing. Role of Extension Office Staff Extension staff will forward grievances to the committee promptly and will convene all meetings to ensure that all sides are heard and all options

6 and alternatives are considered. Extension staff will facilitate meetings but will not have a vote in the decision. Staff will notify the individual(s) filing the grievance of the decision. Grievance Committee Pool The Grievance Committee pool may include Minnesota 4-H volunteers, and members 9 th grade and above. 4-H/FFA Auction Rules The 4-H/FFA auction is a way for businesses and individuals of the Wabasha County service area to monetarily support Wabasha County 4-H and FFA programs. Funds going to the organization support the entire program, not just those in livestock projects. The auction proceeds offer extra incentive to livestock project members to continue in livestock enterprises. Each club must have at least one member in attendance at the June Federation meeting in order for club members to participate in the livestock auction at the county fair. The auction will be limited to blue ribbons only. All grand and reserve champion market and dairy animals will have representation in the auction, unless the exhibitor chooses otherwise. If the grand or reserve champion dairy animal does not show in the auction, the next highest blue ribbon animal will be eligible. There will be one representative from each dairy class in the auction. Red ribbon animals are not eligible. All livestock must have been properly identified as project animals. Classes eligible to participate in the auction are: steers, market heifers, wethers. market ewe lambs, barrows, market gilts, market poultry, market rabbits, market goat and firstplace winners from the dairy and dairy goat shows. Members may enter only one lot in the auction. Due to the historic origin of the auction, should a member qualify for the auction with both 4-H and FFA animals, the 4-H animal must be entered in the auction. Cloverbuds are not eligible to participate in the auction. There will be a special auction meeting following each species show. Decisions and clarifications will be made in regard to participation in the auction. Purple and blue ribbon recipients must attend this meeting in order to receive an auction form. Animals must be shown by the member in the show ring competition and the auction. Exceptions will be made for illness and/or emergencies. Auction photos will be taken following each species auction meeting. You must be in show attire for auction photos. (No old, dirty or wet clothes, please!) Auction buyers pay a lot of money to hang your picture in their businesses. Horses, dogs, pets and cats will not be part of the auction. The auction is limited to animals used for meat or milk products. Members must sign their specie auction forms after their respective shows. Forms are due to the 4-H office by 12:00 p.m. Friday, except dairy which is due half-hour after the show. It is the responsibility of the exhibitor to turn in their auction entry form. Entries not included in the sale catalog will not be allowed to participate in the auction NO EXCEPTIONS! (Auction rules were outlined by an auction committee of 4-H leaders, members, auction buyers, FFA advisors and Extension staff.
