The meeting was called to order by Jackie Goad, vice president, at 9:00 a.m. 2. Presidents Welcome. Due to travel problems, Wayne Simanovich did not arrive to the meeting until after lunch. 4. Acceptance of Minutes and Mail Ballots MOTION #1, by L.Fried. To accept the 2000 Executive and General Board Minutes as previously printed in the magazine. Seconded by T.Nelson. Passed. MOTION #2, by L.Fried. To accept Mail Ballots 1-15 from 2000 as previously printed in the magazine. Seconded by J.Rousseau. Passed. 5. Officers and Executive Board Reports A. Vice-President No Report. B. Secretary Everyone was reminded to send in the correct paperwork for seating of delegates. There is a petition going around the Rottweiler clubs of the AKC to dismiss any dog that is presented in an AKC ring with a tail. There is also some movement in the other kennel clubs to possibly accept Penn Hip certification. The 10-year pin recipients were read and will be listed in the magazine. C. Treasurer Hold until later in these minutes. D. Head Breed Warden Due to the number of unofficial complaints received, the committee presented a statement clarifying that the committee does not have the responsibility to investigate complaints, but that concerned members should follow the guidelines outlined in our By-laws. A message as written below was read. Article X, Section 1, f. (v) of the USRC's Constitution and Bylaws states: It shall be the duty of this committee (Breed and BST Advisory Committee) to verify that the breeding policies of the USRC are followed by members of this association. This means that the Breed and BST Advisory Committee will Confirm, Document, Substantiate, Authenticate and Validate, that the breeding policies of the USRC are followed by members of this association. This in no way implies that it is the responsibility of the Breed and BST Advisory Committee to investigate complaints. In the future any member who wants to file a complaint with the USRC should follow the procedure outlined in the USRC s Constitution and By Laws. Once the proper procedure has been followed and charges have been filed, it will be the Board of Inquiries responsibility to investigate the charges. During the Board of inquires investigation, the Breed and BST Advisory Committee will be more than happy to verify any questions that they may have about the breeding policies of the USRC. The Breed and BST Advisory Committee will continue to answer questions, offer assistance and advice for any member of the USRC who has an issue concerning the USRC s breeding policies. a2001 GBM Minutes, Danbury, CT.doc - 2 -

3 E. Administrator of Records The Sch3 club has 44 members, Merit Awards 41, Scorebooks issued 22, Sports Medal 5, with Angeli being the first to received the gold level award. For more information on this program, members are urged to check the magazine or web site. There have been many scorebooks requested on very short notice, causing concern that they are received in time. The scoresheets for Sch Trials are often not filled in properly. She suggested an example of the paperwork, filled in correctly, be include in our club book. All clubs were reminded to read the club book and be sure to fill in your paperwork correctly. If you have questions, ask. Show Critiques must be ordered with enough time allotted to get the printed forms back to the clubs for their event. F. Membership Even though it is still early in the year, there are presently 587 members in the club. If there is anything she can do to help the members, please let her know. G. Registrar Later in these minutes H. Director at Large Janay has been working with Erika on the By-law changes and has offered to help the Treasurer with the clubs accounting process as needed. 6. Regional Directors Reports A. N/E Congratulation to Housatonic for hosting this year s National Sieger Show. It should be a busy year with each of the 6 clubs hosting shows and/or seminars. The Delaware Valley Rottweiler Club will be voted on for provisional club status later in these minutes. There are 2 additional clubs considering forming in the region. B. S/E No Report C. N/C The Region has 4 full member clubs. Nebraska and Southern Indiana are both have some interest in forming clubs Regional Sieger show was held last weekend and although entries were low, the show went very well. The Wisconsin club will host the 2001 Regional Schutzhund seminar in June; Buckeye will have their show in July, Chicago in October. Angeli will work in the coming year to find out why a high number of members are not involved with local clubs and look at the possibility of hosting another regional show and/or Schutzhund trial next year. D. S/C This region has already hosted 2 successful events for 2001, Gateway, a Show and Regional Meeting and Show-Me, the Regional Show, BST and Schutzhund Championships. Upcoming events will include Central Texas a seminar at the end of May; Heartland will have a show in September and a seminar in December. Lonestar and Houston events in the fall. Gateway will be hosts to the 2001 Schutzhund Championships in the end of October. Show-Me asked to be considered hosts for the 2002 or 2003 AWDF Show and would also like to declare for the 2003 National Sieger Show. Becky stated she objected to the requirement to register dogs entering the Regional Schutzhund Championships and will bring this up later in these minutes. E. N/W No Report F. S/W No Report 7. Standing Committee Reports A. Show Committee Proposal will be held until later in these minutes. B. Breed and BST. The issue of how the USRC will handle the possible decision by Germany that after 2003 all dogs with docked tails must be excused from the ring. ly FCI judges use the standard from the country where they are judging. This rule, if passed, will remove this flexibility. 4 7. Standing Committee Reports (con t) C. Schutzhund Sports medals are now available. The Universal Sieger Trophy is also now available. It was suggested that a memento be designed that would be given to the winner of the title to keep. Regional Schutzhund Seminars are up and running. The AWDF Championship was difficult due to weather and inexperienced teams. Even though our teams did not achieve passing scores, good sportsmanship prevailed throughout the weekend and we look forward to seeing them at future trials. Declaration of the 2001 FCI championships should be sent to the committee now. The committee is looking at the possibility of offering Tracking 1,2, 3 and Obedience 1,2,3. USA has recently put these titles in place and DVG has had them for some time. The committee will review their rules and make a proposal to the board. The Schutzhund scores are back in the magazine, it will take some time to get caught up. D. Inquiry No Report E. Nominating Full report and recommendations will be given later in these minutes. F. Auditing No Report 5C. Treasurer held from earlier in the agenda due to late arrival. Accounting reports were distributed and the Vice President suggested that any ideas or improvements to our procedures be discussed with the Treasurer during the weekend. That a 2001 and 2002 budget be presented and voted on at the Executive Board Meeting with amendments accepted as information is received. Seconded by M.Leggett. Passed. 8. Appointed Committees A. Ways and Means- The partnership with Rottweiler Bros. continues to work out well for the USRC with over $ of income having been generated since our business relationship began. There has been a request by a 3rd party to sell USRC Select merchandise. It was generally agreed that more information is needed and a report be brought to the Executive Board. B. Judges It is important that all of our Apprentice Judges fill out show reports and receive authorization for judging assignments. C. WWW Hold for later in these minutes. D. Magazine Hold for later in these minutes. E. By-Law Hold for separate point on the agenda. 9. Additional Reports A. AWDF The 1 st annual AWDF working breed show will be held at Purina Farms on November 16-18, The national club, AWDF, will host this show. USRC will need to vote on the rules for the Rottweiler part of the show later in these minutes. The judges are being selected for their knowledge of the breeds they will judge and both Peter Weber and Ray Carlisle are involved with this process. For additional and updated information, everyone is asked to visit the AWDF website. B Schutzhund Championships Nothing more at this time. C Sieger Show Preparations for the show in Florida are well underway. D Schutzhund Championships Tracking, stadium and hotels are all convenient to each other and about 30 minutes from the Portland airport. 5 10. Motions resulting from the Reports MOTION #5, by B.Smith. To require clubs to host a practice Schutzhund trial before being allowed to host a sanctioned event. Seconded by J.Rousseau. Failed. MOTION #6, by J.Allegrini. To upgrade the Delaware Working Rottweiler Club to provisional club status. Seconded by B.Smith. Passed. MOTION #7, by B.Smith. That a summary of the committee reports be submitted to the Secretary 30 days prior to the General and Executive Board meeting so they can be included with the agenda. Seconded by A.Devlin. Failed. MOTION #8, by R.Amos. To change the USRC Judges Program, Section B, 4D to: Attend two USRC approved Judges Seminars. Until such time as there are two Judges Seminars per year, an Apprentice may substitute show Apprenticeships or Sanctioning shows judged by the Apprentice and evaluated by a person or persons appointed by the chairman of the Judges Committee for the required number of Judges Seminars. Seconded by B.Smith. Passed MOTION #9, by R.Amos. That the Schutzhund Committee will design a keepsake pin/award for the annual winner of the Universal Sieger/Siegerin title. Seconded by A.Modjeski. Passed. MOTION #10, by A.Modjeski. To break for lunch. Seconded J.Greenlee. Passed. NOTE: After the lunch break, both Wayne and Erika arrived and were seated. Wayne then took chair of the meeting. 5G.Registrar held from earlier in the agenda due to late arrival. The registration of dogs and litters has been increasing at about the same rate as in the past 2 years. We have 8 registered breeders and she hopes this program will grow in the coming years. 8C. WWW Committee Report held from earlier in agenda due to late arrival. Much progress has been made on the web site and ideas from the membership are encouraged. There has been improvement in the communication between the web master and the Regional Directors, which allows for the site to be update quickly. Premium lists are also available for download. The committee has helped clubs construct web sites to advertise our national events and to get information out to the general public. MOTION #11, by E.Butler. To institute a moderated, member s only, announcement only e- mail list that can be used for official communications to the membership regarding event results of mail ballots, rule changes and other important information. Seconded B.Smith. Passed. NOTE: Moderators would be members of the WWW committee. MOTION #12, by E.Butler. To have limited paid advertisement on the web site. Litter advertisements would be restricted to member s litters where both parents have USRC recognized breed tests. Seconded R.Amos. Passed. 6 8D. Magazine Committee Report held from earlier in agenda due to late arrival. The committee has worked hard to improve the design and content of the magazine. Timing has improved and this trend should continue. The goal was to make the magazine something that you want to read not just a list of results. Sale of advertising has increased. Member surveys will be conducted in the coming few months. Delivery concerns will be revised by the committee to look for a better way to post the magazine. NOTE: Anyone interested in working with the magazine committee in the area of advertising please contact a member of this committee. 8E. By-law Committee Report held from earlier in agenda due to late arrival Much work has gone into the changes proposed by the committee and will be voted on later in these minutes. MOTION #13, by J.Rousseau. That Rottweiler show ratings and titles earned at AWDF shows will be recognized by the USRC. Seconded B.Smith. Passed. MOTION #14, by J.Rousseau. Those AWDF show rules as presented will be used for the 2001 AWDF show in November. Further show ratings earned at AWDF Shows will be recognized by the USRC. Further evaluation of the rules will be done by the Show and BST committee and reported on at the 2001 Executive Board Meeting. Seconded R.Amos. Motion Withdrawn. MOTION #15, by E.Butler. For the first AWDF show USRC will use the USRC local club rules as applicable, replacing SELECT with Best Rottweiler in show and using the AWDF rules as presented. Seconded B.Smith. Passed. NOTE: The President will appoint a committee to review the impact of these AWDF show rules on future AWDF events. 11. Re-election of Local Breed Wardens. All existing Breed Wardens were voted in for the year General Elections. The following people were nominated and elected to Board and to Standing Committee positions. MOTION #16, by J.Rousseau. To accept the N/W Regional and Assistant Regional Directors as voted on by that region. Seconded R.Amos. Passed. MOTION #17, by R.Amos. Constitution and By-law changes All changes to the USRC by-laws as voted on in the following motions were sent out for review 30 days prior to the meeting as outlined in our current by-laws. To accept the bylaw changes pertaining to housekeeping as presented. Seconded B.Smith. Passed. A. Constitution and By-law changes (con t) MOTION #21, by. E.Butler. To accept the bylaw changes pertaining to discipline as presented. Seconded B.Smith. Passed. MOTION #22, by M.Schweitzer. To change the voting method for the USRC delegates to one member/one vote as presented. Seconded B.Archer. Failed. MOTION #23, by. B.Archer. To change to voting method for the USRC Regional Directors as presented. Seconded by M.Schweitzer. Failed. MOTION #24, by. M.Schweitzer. To remove the Judges Seminar, from the list of sanctioned events for a club to remain in good standing. Seconded L.Ang. Passed. MOTION #25 by. J.Archer. To re-define the time frame for Regional elections. Seconded M.Schweitzer. Failed. MOTION #26, by. M.Schweitzer. To clarify the timing when a new Regional Director takes office and the voting on any open mail ballots. Seconded J.Archer. Passed. MOTION #27, by. L.Ang. To clarify the way Regional Meetings may be conducted. Seconded T. McClanahan. Motion was withdrawn by the request of Mary Schweitzer who was the originator of the by-law change and L.Ang and T.McClanahan agreed to this request. B. USRC Merchandise MOTION #28, by. L.Fried. 8 C. Show Rule Changes MOTION #29, by. L.Fried. To change the show rules to allow the Show Chairman to participate in the BST. Seconded R.Amos. Passed. MOTION #30, by. R.Amos. To add to the show rules that BST Secretary may not sign their own BST paperwork. Seconded B.Archer. Passed. MOTION #31, by. L.Fried. To change the advertising portion of our show rules to read, The Host Club must advertise their local events in the upcoming Event section of at least one issue of the USRC magazine. Seconded J.Rousseau. Passed. MOTION #32, by. L.Fried. To add to the USRC Breed Standard the following tail description. TAIL: If in a natural condition, level in extension of the upper line, at ease may be hanging. FAULTS: Tail: Set too high or too low. ELIMINATING FAULTS: Kink tail, Ring tail with strong lateral deviation. Seconded B.Smith. Passed. D. Changes in Hip Ratings MOTION #33, by. E.Butler. To change the age requiring the recording of hip ratings in our registration program and in event catalogs from the current 24 months to 30 months. Seconded L.Fried. Passed. E. To change the Membership agreement to read: I(we) will only breed or breed with Rottweilers that have been certified by the OFA, FCI (A and B), GDC or that have been certified HD- or HD+/- by the ADRK or have been awarded a USRC recognized ZTP and are at least two years of age. Seconded E.Butler. Passed. G. Accepting IPO for Merit Awards MOTION #36, by. L.Fried. To accept in the Merit Award Program USRC recognized IPO titles in place of the Schutzhund requirements. Seconded E.Butler. Passed. H. WWW Committee, Outside Links MOTION #37, by. E.Butler. To allow the web committee to add limited outside links to the USRC website using the following criteria: 1. Websites of the official FCI affiliated or FCI recognized Rottweiler breed clubs or all-breed clubs for countries whose titles we recognize. 2. Working clubs whose titles we recognize: i.e. DVG and AWDF clubs. 3. Organizations and registries for required health certifications: i.e. OFA, GDC. 4. To set up regional websites linked to and from the USRC website. The web committee will work with the Regional Directors to develop these websites and to seek out a regional webmaster. 9 H. Hosts for National Events MOTION #38, by. L.Fried. To vote by a show of hands between the presentations from representatives for the Show-Me Club and the Chicago Club for the 2003 Sieger Show. Seconded J.Greenlee. Chicago = 17, Show-Me = 2 NOTE: There were no proposals for the 2003 Schutzhund Championships presented at this time. I. Open MOTION #39, by. M.Schweitzer. To remove the USRC registration requirement for Rottweilers to enter our Regional Schutzhund Championships. Seconded B.Archer. Failed. MOTION #40, by. B.Archer. In order for a Rottweiler to win the USRC Regional Schutzhund Championship he/she must be registered with the USRC. Seconded M.Schweitzer. Failed MOTION #41, by. B.Archer. To remove the words and handler team, allow first time titles, and change the minimum entry score for the Sch 3 level to 250 points at our USRC National Schutzhund Championships as presented. Seconded M.Schweitzer. Motion Withdrawn. MOTION #42, by. B.Archer. To lower the Sch 3 level minimum entry score from 265 pronounced to 250 pronounced for the National Schutzhund Championships. Seconded R.Amos. Passed. MOTION #43, by. L.Fried. To increase the USRC membership dues to $45.00 individual and $50.00 family beginning with the renewals for Seconded B.Smith. Passed. MOTION #44 by.
