1 COMPREHENSIVE PROJECT PROPOSAL Title : Municipal Rabies Prevention and Control Program Proponent : LGU Municipality of Loon Province of Bohol Implementing Agency : Municipal Rabies Control Council - Loon Source of Fund : Background/Rationale : Rabies is highly fatal disease caused by Lyssavirus, transmitted thru bite of an infected animal and is characterized by muscle paralysis, hydrophobia and aerophobia. Dogs are the principal reservoir of rabies virus. This disease is endemic in the Philippines. In the province of Bohol, there are several reported cases of human and canine rabies. Thus, effort had been made from the provincial and municipal government units (including the municipality of Loon) to conceptualize a project to be able to declare Bohol as rabies free area. A project was launched last October 1999 and ended last December This project has five components namely: Information and Education Campaign, Vaccination of Dogs and Cats against Rabies, Control of Dog Population, Elimination of Stray Dogs and Monitoring and Reporting. Implementation of the program has been strengthened by the issuance of an executive order of the governor and promulgation of provincial and municipal rabies control ordinances. Thus, the creation of municipal rabies control ordinance of Loon. During the first year of implementation of the said project, there were 3,037 dogs vaccinated in the municipality, which accounted 90.1 % of the total dog population that year. However, this figure was not maintained for the succeeding years up to the present due to budgetary constraints particularly for the procurement of animal vaccines. Other components of the said program were not also implemented especially on elimination of stray dogs and information and education campaign. Another important issue met was on management of human biting incidences. In fact, the municipality ranked 4 th in 8 identified high risk areas of District 1 during the years of (PHO). Most of the animal bite victims sought assistance from the political leaders. From 2002 up to the present, there were 43 dog head samples submitted to the Regional Animal Disease Diagnostic Laboratory in Cebu for laboratory examination. Of this, nine are positive of rabies. Although, none of the samples came from the municipality of Loon, the Municipal Health Office recently recorded 3 human deaths. All of them are dog-bite related. Last year, the Provincial Health Office reported that there were 6 human deaths due to rabies. The victims came from neighboring municipalities like Inabanga, Sagbayan, Carmen, Sierra Bullones and Danao. 1

2 Based on the record, the province of Bohol has a population of 112, 586 heads of dogs; 3 % (3,377 heads) are in the municipality of Loon (2006 BAS, Livestock Survey0. With the nature of the disease, these numbers of dogs pose a threat to the people of Loon. As stated is already existing Rabies program of the municipality, it is therefore deemed necessary to look for strategies to make it more efficient in achieving its goals. On prevention aspects, the conduct of one time high density dog vaccination and dog control measures thru elimination of stray dogs and dog population control is the most cost-effective strategy to attain a rabies free area. Information education campaign should be strengthened with emphasis on responsible pet ownership. It is indeed a better point to formulate specific actions to reduce biting incidence. Hence this project is proposed. General Objectives: To operationalize and sustain the municipal rabies prevention and control program in the municipality. Specific Objectives: Conduct anti-rabies vaccination of dogs targeting at least 80 % of the population. Control of dog population thru Operation Alis Itlog and elimination of stray dogs. Increase public awareness through responsible dog ownership. Strengthen the Rabies Surveillance System thru the establishment/operationalization of animal bite treatment center in the municipality. Strategies of Implementation 1. Preparatory Phase Bench Marketing. Dog population survey (July 2006, BAS Livestock Profile will be used). Review of the existing Municipal Rabies Control/Elimination Policies and Regulations Organizational Meetings. Re activation of Municipal Rabies Control Council. MRCC as overall project implementer 2

Consultative and program preparation with Municipal Rabies Control Council (MRCC). Presentation of Program by the MRCC - With the Municipal Chief Executive - Legislative Body - Association of Barangay Captains Creation and organization of Municipal Vaccination Team - Municipal Vaccination Team shall be headed by the Municipal Livestock Technician - Re- activation of Barangay Livestock Aide shall act as volunteer dog vaccinator - Orientation/Briefing of the Barangay Livestock Aides at least one month prior to mass dog vaccination. - Pre-exposure prophylaxis will be given to volunteer dog vaccinators Creation of Bantay Rabies Sa Barangay Bantay Rabies Sa Barangay will be organized and implemented by the Barangay Rabies Committee (Barangay Livestock Aide as one of the members) headed by the Barangay Captain who will take note of the entry of new dogs and maintain a registry of all dogs in the catchment s area. 11. Information, Education Campaign (IEC) 1. Public Information Campaign shall be conducted in order to educate the general population of the importance of eradicating the disease in the municipality. 2. Promotion of Responsible pet ownership whereby pets should be provided with proper food, shelter, vaccinating them against rabies, regular health consultation with veterinarians/livestock technicians and keeping them, if possible, within the owner s backyard where they are free from contact with infected dogs. 3

Observance of Rabies Awareness Month as declared in provincial ordinance ( every June ) 111. Program on Massive Vaccination A. Initial Phase: year 1 1. A one time high density dog immunization campaign will be conducted for a maximum period of 3 months and this includes house to house mopping up campaign to attain vaccination coverage of least 80 % of the total dog population. 2. No vaccination fee will solicited during the year 1 mass dog immunization campaign. 3. Dogs qualified for immunization include : - At least 3 months old and above regardless of immunization status. - Healthy dog including pregnant dogs. 4. Intramuscular/subcutaneous injection will standard route of dog vaccine administration. 5. One needle for every 10 dogs will be utilized provided that a separate needle for aspiration is set aside. 6. Vaccination certificates duly signed by Provincial Veterinarian or Licensed Veterinarian duty accredited by MRCC and countersigned by the Vaccination Team Leader will be issued right after the dog has been immunized. A dog tag/collar shall also be issued. B Maintenance Phase: year 2 and Year 3 1. Immunization of dogs during the whole period of maintenance phase will be done on routine basis by the Identified Vaccination Team of the municipality. 2. Dogs to be immunized on year 2 to year 3 will be: a. all immunized dogs in year 1 b. newborn dogs at least three months of age c. newly moved in dogs 3. Booster dose will given every two years, thus dogs immunized in year 1 during the one time high density dog immunization campaign will receive the booster dose in year. 4

5 4. In year 3, vaccination fee will be solicited during the mass dog immunization. (Roll Over Scheme). 5. Collection and collation of dog vaccination data a. total dogs vaccinated b. comparison between pre listed and actual dogs vaccinated c. survey on number of dogs with or without dog tags d. identification of strays dogs 6. Estimation of dog introductory rates thru Bantay Rabies Sa Barangay records 7. Mandatory Registration of dogs aged 8 weeks old and above. (Registration fee will be collected for the vaccine and dog tags) Control of Dog Population 1. Operational Alis Itlog Program (Castration Program) in cooperation with the Provincial Government of Bohol thru the Office of the Provincial Veterinarian. a. dogs qualified for castration include: - at least 6 months old - healthy b. no fee shall be solicited c. owner shall sign a waiver d. pre listing of dogs/cats for neutering by Bantay Rabies Sa Barangay 2. Selective Elimination of Unregistered and Stray Dogs /Cats a. Review /enactment on the existing policy of elimination of stray dogs (according to Animal Welfare Act) b. Encourage barangays to promulgate ordinances to penalize stray animals including dogs and cats. c. Barangay to put up an impound d. Barangay to provide communal burial site (deep) when elimination is done en masse, for individual, the owner will be the one to dispose /bury the animal. e. Catching of dogs will be notified, after 24 hours from receipt of notice unclaimed dog will be disposed. f. Accredit NGO/Peoples Organization involvement in the conduct of elimination with discretion of the mayor. g. Continuous campaign on voluntary surrender of unmanaged dogs and cats. Strengthen Rabies Surveillance System (RSS) 1. RSS shall be undertaken by the local field personal of Municipal Agriculture and Municipal Health Office staff. 5

Establishment/operationalization of Animal Bite Treatment Center by the Municipal Office with the following features. a. manages bite victims b. provide incentives thru subsidized vaccines to bite victims ( if possible with specimen dog head sample for laboratory examination) c. accommodate patients within the municipality not serve by the Provincial Animal Bite Treatment Center. 3. Facilitate submission of animal head specimen by the Municipal Agriculture Officer/Provincial Veterinarian and feed backing laboratory results shall be done.
