1 SURPRISE DEVIL DOGS POUND #375 BYLAWS PREAMBLE TO BYLAWS These Bylaws at no time will change or take away any Bylaws set forth in the Kennel or Pack Bylaws statute. These are enacted to insure that every Devil Dog in the Surprise Devil Dogs Pound #375 is treated fairly, squarely and equally. They are for the good of Pound #375 and the Devil Dogs of Pound #375.

6 Bylaws of the Surprise Devil Dogs Pound #375 Arizona Pack Military Order of the Devil Dogs ARTICLE I MEMBERSHIP SECTION ELIGIBILITY A. Membership in the MILITARY ORDER OF DEVIL DOGS shall be open to any REGULAR MEMBER of the MARINE CORPS LEAGUE who has been invited to join the ORDER. At the time of the APPLICATION FOR MEMBERSHIP in the ORDER is made, the candidate shall be: (1) In good standing with membership dues in the Marine Corps League. (2) Of good character and reputation. (3) In full compliance with the requirements set forth in the MILITARY ORDER OF THE DEVIL DOGS BYLAWS for the several degrees of membership herein determined. The degrees of membership in the MILITARY ORDER OF DEVIL DOGS, and the time and place the degrees will be conferred are herewith and hereby established as follows: (1) The DEGREE OF PUP to normally be granted to all qualified candidates only at any GROWL OF THE POUND. (2) The DEGREE OF DEVIL DOG to normally be granted to all qualified candidates only at any GROWL OF THE PACK. (3) The DEGREE OF PEDIGREED DEVIL DOG to normally be granted to all qualified candidates only at the SUPREME GROWL OF THE KENNEL. B. Nominations for Membership. (1) Candidates for membership in SURPRISE DEVIL DOG POUND #375 must be a member in good standing in the Marine Corps League for a minimum period of one year. (2) Two DEVIL DOGS of POUND #375, designated as DOG CATCHERS, each of whom has the DEGREE OF DEVIL DOG or PEDIGREED DEVIL DOG, must sponsor candidates for the DEGREE OF PUP. (3) Nominations for membership should be in writing signed by the nominating Devil Dogs and given to the POUND DOG ROBBER prior to the GROWL OF THE POUND. This nomination should state the qualifications of candidate being nominated and will be read by the POUND DOG ROBBER to the Devil Dogs at the GROWL OF THE POUND before voting. C. No Devil Dog of SURPRISE DEVIL DOG POUND #375 shall advance a degree without attending within the past 12 Months of advancement; (1) at least two POUND #375 GROWLS (2) at least one ARIZONA PACK GROWL (3) Participate in three MILITARY ORDER OF DEVIL DOGS functions the year of the Convention they are advancing. POUND #375, on a case-by-case basis, will consider exceptions depending on the Devil Dog s situation.

7 SECTION 102 APPLICATION FOR MEMBERSHIP OR DEGREE ADVANCEMENT A. Every Application for consideration must be submitted on approved Application Forms supplied by the Kennel Headquarters, fully completed in writing or typewritten and signed by the applicant. B. Any supplemental papers pertinent to the Degree of Membership for which Application is filed as set forth in the applicable sub-sections of ARTICLE I of the KENNEL BYLAWS must accompany the application. SECTION ELECTION A. Under the Order of Business "Election of Candidates, the POUND DOG ROBBER shall read all applications for obligation and initiation, certifying as to their correctness and as to the amount of membership dues and/or election fees accompanying each application. B. Voting shall be either by a show of front paws or written, and shall be under supervision of the POUND SMART DOG and POUND POLICE DOG, with the POUND KEEPER (the presiding officer having jurisdiction) confirming the results of the ballot. C. It is permissible to vote for the candidates as a group. When the vote is taken for the group, a simple majority will determine the acceptance or rejection of the group. Rejection shall require a ballot for each candidate. SECTION NOTIFICATION A. The POUND DOG ROBBER shall promptly notify all successful candidates of the time and place for obligation and it shall be the duty of the candidates to be present. B. Should the successful PUP candidate fail to appear at two successive GROWL OF THE POUND without just and valid reason, the approval shall be withdrawn, the membership dues refunded and the election fee forfeited to POUND #375. They shall not be eligible for approval for a period of six calendar months from the last POUND GROWL to which they were instructed to appear. They shall also be required to pay their proper membership dues and election fees. C. Should the successful DEVIL DOG candidate fail to appear at the GROWL OF THE PACK to which they were instructed to appear, the approval shall be withdrawn and their election fee forfeited to the ARIZONA PACK. They will not be eligible again for obligation and initiation until one calendar year has elapsed, and the payment of a proper election fee. SECTION 105 OBLIGATION A. Any successful candidate, having appeared at the time and place fixed for the assembly of the Growl of the Pound of Obligation and initiation into the degree called for in their Application, shall be initiated under supervision of the POUND MAD DOG into the mysteries of said degree in accordance with the traditions of the Order. B. After the initiation, the candidate shall be obligated to the degree as set forth in the Ritual of the MILITARY ORDER OF THE DEVIL DOGS, by the POUND KEEPER or by any current/past POUND KEEPER.

8 SECTION 106 ELECTION FEES AND MEMBERSHIP DUES A. POUND #375 shall have a fixed amount of TWENTY-FIVE BIG BONES charged for election fees and FIFTEEN BIG BONES for annual membership dues. POUND #375 annual membership dues shall include the sum of ARIZONA PACK and MODD KENNEL dues. B. Kennel membership dues are to be collected by the POUND DOG ROBBER and transmitted to the HONORABLE KENNEL DOG ROBBER through channels. C. POUND #375 shall forward Paid Life Membership Dues to the Kennel, making sure that they certify the status as Paid Life Member in the Marine Corps League, including the Paid Life Membership Number, of each PEDIGREE DEVIL DOG so transmitted. The required procedures and the amount of the Paid Life Memberships are found in Sections 106 and 404 of these by-laws. D. Should the application of any candidate be rejected by POUND #375 or ARIZONA PACK, any election fees and in the case of the Application for the DEGREE OF PUP, the membership dues accompanying the Application shall be immediately returned to the applicant by the POUND DOG ROBBER. E. The name of the rejected candidate cannot again be presented for consideration for such a period as set forth in the applicable sub-sections of ARTICLE I of the KENNEL BYLAWS. SECTION GOOD STANDING A. All members of the MILITARY ORDER OF THE DEVIL DOGS shall keep their membership dues in the Marine Corps League and the MODD paid for the current membership year and shall otherwise maintain their membership in both organizations in good standing. B. Dues for all Non-Paid Life Members in Pound #375 shall be FIFTEEN BIG BONES if paid before 1 January of the Pound #375 fiscal year of those dues. If not paid before 1 January the Pound dues will be FIFTEEN BIG BONES and FIVE BIG BONES late fee. This will make the total of FIFTEEN BIG BONES until 31 December and TWENTY BIG BONES after that date. This includes KENNEL DUES and ARIZONA PACK DUES. New fiscal year dues are due on the required ANNUAL POUND #375 GROWL in NOVEMBER. SECTION TRANSFER A. Any Devil Dog of the ORDER may transfer from their present POUND to POUND #375 without payment of additional dues or transfer fees upon application and approval by SURPRISE DEVIL DOGS POUND #375, provided he is in good standing at the time such application is made. B. If the transferring Devil Dog is delinquent in his/her dues, or is indebted to the losing POUND, the Devil Dog shall place himself/herself in good standing before the transfer can be approved. The Request for Transfer form, supplied by the KENNEL will be used to effect the transfer. C. If the losing POUND does not respond to the Request for Transfer in a timely manner, the Devil Dog shall have the right of appeal to the PACK of the losing POUND to verify his/her dues status.

9 SECTION DELINQUENCY A. Any Dog of SURPRISE DEVIL DOGS POUND #375 who does not have their POUND #375 membership dues paid for the current fiscal year by the first day of June following the first day of the fiscal year shall be deemed delinquent. B. Should the delinquency extend beyond the last day of the SUPREME GROWL OF THE KENNEL, the Dog shall be dropped from the rolls of POUND #375 for non-payment of membership dues. SECTION 110 RE-INSTATEMENT A. Any Devil Dog of POUND #375 who has been dropped from the membership rolls of POUND for the non-payment of dues may apply to re-instate their membership at the degree held at the time they were dropped from the rolls by complying with the procedures set forth in ARTICLE I of the KENNEL BY-LAWS. SECTION REMOVING INELIGIBLES A. Any Devil Dog of POUND #375 may be required to prove eligibility at any time. Should it be determined, after careful investigation, that the member has obtained membership in POUND #375 in violation of any part of Section 101 or 106 of ARTICLE I of the KENNEL BY-LAWS, or any other proven misrepresentation, their name shall be removed from the rolls of POUND #375 by the POUND DOG ROBBER, with notification of such action sent to the ARIZONA WORTHY PACK DOG ROBBER. B. POUND DOG ROBBER shall keep a permanent alphabetical file of such removals from POUND #375 for future record and reference, and shall forward such information to the ARIZONA WORTHY PACK DOG ROBBER and the HONORABLE KENNEL DOG ROBBER. No person whose name has been removed from the rolls of SURPRISE DEVIL DOGS POUND #375 under the provisions of ARTICLE I of the KENNEL BYLAWS shall be again eligible for consideration for membership in POUND #375. SECTION 113- RIGHT OF APPEAL A. It shall be the right of any Devil Dog of SURPRISE DEVIL DOGS POUND #375 to appeal, through channels, from the acts and decisions of any Unit and/or its officers in the ORDER, which appeal shall be first taken to the next higher authority. B. The levels of authority shall be: (1) SIR POUND KEEPER (2) GROWL OF THE POUND (3) WORTHY PACK LEADER (4) GRAND GROWL OF THE PACK (5) HONORABLE CHIEF DEVIL DOG (6) HONORABLE KENNEL STAFF (7) SUPREME GROWL OF THE KENNEL

10 ARTICLE II - SURPRISE DEVIL DOGS POUND #375 SECTION 201 AUTHORITY OF POUND #375 A. Having been formally instituted, presented with its Charter and its officers installed, this POUND shall be known as SURPRISE DEVIL DOGS POUND #375, and it is a functioning POUND in the ARIZONA PACK, MILITARY ORDER OF THE DEVIL DOGS. It shall have the full power and authority and be entitled to all the rights and privileges of a constituent unit of the ORDER. B. POUND #375 shall have the sole right to determine the amount of membership dues to be assessed each member annually for the fiscal year, which membership dues shall include the annual Membership Dues for the ARIZONA PACK and the annual Membership Dues of the KENNEL. Membership Dues are for the full Membership Year and cannot be pro-rated except as provided in the KENNEL BYLAWS. C. POUND #375 shall have the sole right to determine the amount of election fee to be paid for each candidate applying for initiation and obligation to the DEGREE OF PUP. D. POUND #375 shall have the right, power, and authority to initiate and obligate qualified applicants for the DEGREE OF PUP in the MILITARY ORDER OF THE DEVIL DOGS. SECTION GROWLS OF THE POUND - REGULAR, ANNUAL, SPECIAL & STAFF A. All assemblies of POUND #375 shall be officially known as the GROWL OF THE POUND. Normally, the GROWL OF THE POUND shall be held on the THIRD SATURDAY of the months of NOVEMBER, FEBRUARY, MAY, and AUGUST. Deviation from this schedule may be made by the POUND KEEPER to avoid conflicts. B. The assembly place of the GROWL OF THE POUND shall be officially known as the POUND. C. A GROWL OF THE POUND shall be considered a formal assemblage, empowered to consider motions and expend funds ONLY if the Holy Bible, Bone, Charter and the American Flag are present. Absence of any of these three Sacred Articles or the American Flag shall render the assemblage an informal gathering. D. POUND #375 shall hold no less than FOUR GROWL OF THE POUND during any fiscal year. The POUND KEEPER with SEVEN DAYS advanced notification to all Devil Dogs of POUND #375 may call a special GROWL OF THE POUND and GROWL OF THE POUND STAFF. E. NOVEMBER shall be first assembly held during the three months following the month of the SUPREME GROWL OF THE KENNEL and shall be designated as the required ANNUAL GROWL OF THE POUND. At the ANNUAL GROWL OF THE POUND, the full order of business shall be called and acted upon, including the nomination, election and installation of POUND #375 OFFICERS. The outgoing officers shall make full and proper reports and accounting to the POUND. The Installation Report for the new officers shall be submitted to the HONORABLE KENNEL DOG ROBBER, via the WORTHY PACK DOG ROBBER with a copy sent to the VICE CHIEF DEVIL DOG of the Southwest Division, no later than the end of the month immediately following the GROWL.

11 SECTION 203 QUORUM A. A minimum of FIVE DEVIL DOGS in good standing is required to be able to conduct Pound Business, in accordance with KENNEL BYLAWS. POUND #375 further requires that THREE of the Devil Dogs be current POUND STAFF. SECTION CHARTER SURRENDER A. The CHARTER of POUND #370 maybe surrendered with 51 PERCENT of POUND #375 DEVIL DOGS in good standing, voting in favor of surrender and within the guidelines and restrictions of ARTICLE II of the KENNEL BYLAWS. B. Because of the seriousness of these actions, any consideration of such must be very deliberate, and must carefully remain within the stated guidelines and restrictions. SECTION ELIGIBILITY TO OFFICE All Devil Dogs of POUND #375 shall be eligible for election, or appointment, to any office in POUND #375, subject, however, to the following limitations and restrictions. A. The POUND KEEPER, SENIOR VICE POUND KEEPER and JUNIOR VICE POUND KEEPER must have the DEGREE OF DEVIL DOG or PEDIGREED DEVIL DOG, with the DEGREE OF PEDIGREED DEVIL DOG being preferred. B. It is preferable that the POUND DOG ROBBER and the POUND MAD DOG have the DEGREE OF DEVIL DOG or PEDIGREED DEVIL DOG. C. A PUP, having been a faithful PUP for at least one full calendar year in the ORDER, may be eligible to hold an Appointive or Elective Office in POUND #375, and subject to the provisions of the KENNEL BYLAWS. D. All officers must be currently paid up in membership dues in the MARINE CORPS LEAGUE, POUND #375, ARIZONA PACK and in the ORDER. E. Any officer permitting their membership dues and good standing in the Marine Corps League, or in the ORDER, to lapse, shall forthwith surrender their office, and the office shall be declared vacant. F. Normally, any nominee for any Elective Office must be present at the time their name is placed in nomination and shall accept the office, except for valid reasons. If the nominee cannot be present for valid reasons, all care must be taken to insure that they will accept the duties and responsibilities of the office, if elected. The nominee shall provide their willingness and acceptance, if elected, in writing, via or via text message to the POUND KEEPER and POUND DOG ROBBER. SECTION ELECTED AND APPOINTED POUND OFFICERS POUND STAFF A. The Elective Offices of the SURPRISE DEVIL DOGS POUND #375 shall be: (1) SIR POUND KEEPER (2) SIR SENIOR VICE POUND KEEPER (3) SIR JUNIOR VICE POUND KEEPER (4) SIR SMART DOG (5) SIR DOG TRAINER (6) SIR POLICE DOG (7) SIR MAD DOG.

12 B. The Appointive Officers of POUND #375 shall be: (1) SIR DOG ROBBER (2) SIR WATCHDOG (3) SIR BARKING DOG (4) Such other subordinate officers as the POUND KEEPER, in his/her discretion, may choose to appoint. C. It is preferable that the POUND KEEPER-ELECT makes all appointments immediately following the election to permit the installation of the Appointive Officers with the Elective Officers. The Appointive Officers shall serve only at the convenience and pleasure of the POUND KEEPER and the term of office shall terminate simultaneously with that of the POUND KEEPER. D. POUND #375 STAFF shall consist of: (1) ALL ELECTED POUND OFFICERS (2) POUND DOG ROBBER (3) POUND WATCH DOG (4) POUND BARKING DOG. E. All PAST POUND KEEPERS shall be ex-officio members. F. POUND #375 STAFF, under the supervision of the POUND KEEPER, shall administer the business, execute the policies and enforce the laws and regulations of the MILITARY ORDER OF DEVIL DOGS, the ARIZONA PACK, and POUND #375 between GROWLS OF THE POUND. G. Succession in Office: Pound Officers may succeed themselves in office for so many additional terms of office as they may be elected or appointed. SECTION ELECTION OF OFFICERS A. At the ANNUAL GROWL OF THE POUND the Officers of POUND #375 shall be nominated, elected and installed. (See Section 202) B. All nominations for Elective Office shall be from the floor. C. The Elective Officers shall be chosen by voting in accordance with Section 211. D. The ballot may be cast for: (1) Full slate of officers, one vote is cast by the POUND DOG ROBBER (2) Each officer, floor vote taken for each officer in sequence of office. E. Should the Pound fail to nominate for any office, after the election of officers, the POUND KEEPER-ELECT shall appoint an eligible Devil Dog of POUND #375 to the office for which no nomination had been made. SECTION DUTIES AND AUTHORITY OF POUND OFFICERS, TENURE The authority and duties of all pound officers shall be comparable to those of the Pack and Kennel Officers within their scope of jurisdiction. A. The POUND KEEPER shall preside at all POUND #375 GROWL OF THE POUND and POUND INITIATIONS. (1) Responsible for the well-being of the Devil Dogs in the POUND and success of POUND #375 (2) Appoint officers and committees that he/she deems necessary (3) Custodian along with POUND #375 DOG ROBBER of all bones (monies), property, securities and records of POUND #375

13 (4) Shall countersign all orders for disbursement of bones (monies) when approved by the Devil Dogs of POUND #375 B. The SENIOR VICE POUND KEEPER shall assist the POUND KEEPER in any manner requested. (1) During absence of the POUND KEEPER, he/she shall assume all duties of the POUND KEEPER (2) Responsible for the growth and expansion of POUND #375 (3) Supervise all POUND Officers in the performance of their duties C. The JUNIOR VICE POUND LEADER shall assist the POUND KEEPER and SENIOR VICE POUND KEEPER in any manner requested. (1) During the absence of both the POUND KEEPER and SENIOR VICE POUND KEEPER, he/she shall preside at POUND #375 GROWL OF THE POUND (2) Responsible for activities to increase the revenue of POUND #375 (3) Arrange and supervise entertainment and amusement for POUND #375 (4) Responsible for and supervising all Devil Dog roasts, registration desks, and sales of Devil Dog supplies and raffles. (5) Work closely with the POUND DOG ROBBER in the administration of POUND #375 D. The POUND SMART DOG shall interpret and explain the Bylaws of POUND #375 and all rules and regulations set up by the KENNEL, Arizona Pack and POUND #375, POUND STAFF. E. The POUND DOG TRAINER shall be the chaplain at all GROWLS OF THE POUND, memorial services, and ceremonies. (1) Shall keep POUND #375, ARIZONA PACK and KENNEL informed of any deceased Devil Dogs. (2) Shall arrange and conduct memorial services at all GROWLS OF THE POUND. (3) Shall send sympathy cards to the next of kin. (4) He/she will keep POUND #375 informed of any POUND #375 Devil Dogs that are sick or in distress. (5) Perform other duties designated by the POUND KEEPER. F. The POUND POLICE DOG shall maintain order and decorum in all GROWLS OF THE POUND. (1) Shall expel from the Growl any Dog exceeding the bounds of decency, creating a disturbance or hindering the orderly conduct of the Growl (2) Shall perform duties as the POUND KEEPER may direct (3) Responsible for the setting up of the location where the GROWL OF THE POUND will be held, see that the Bible, Colors and Charter are displayed correctly G. The POUND MAD DOG shall be responsible for all initiations at the GROWL OF THE POUND. (1) He/she will supervise all mongrels and PUPS attending the GROWL OF THE POUND and closely monitor their behavior (2) Shall provide sufficient training and education to the mongrels to make them worthy for consideration for membership in POUND #375 (3) Shall provide sufficient training and education to the mongrels to make them worthy for consideration for advancement to PUP in POUND #375 (4) Shall provide sufficient education to PUPS of POUND #375 for advancement to DEVIL DOG in the ARIZONA PACK GROWL.

14 (5) Shall inform POUND STAFF prior to initiations just what the initiation will entail. (6) Perform other duties designated by the POUND KEEPER. H. The POUND DOG ROBBER is responsible for the business of POUND #375. (1) Shall be the custodian along with the POUND KEEPER of all bones (monies), properties, securities, and records of POUND #375. (2) Shall be responsible for ensuring proper maintenance and timely filing of all POUND #375 accounts; State and Federal Tax filings; pound membership dues and lists; GROWL OF THE POUND scratching. (3) Shall keep on deposit in a reputable bank all bones (monies) and securities of POUND #375 (4) Shall perform such duties customarily executed by recording secretaries, financial secretaries, and treasurers. (5) Shall make full and correct accounting and reports, including financial statements to the Devil Dogs during the GROWL OF THE POUND. (6) Shall arrange for the GROWL OF THE POUND scratching to be kept and will report on previous Growl scratching. (7) Shall maintain all POUND #375 records as historical documentation of SURPRISE DEVIL DOGS POUND #375. (8) He/she will also work with the JUNIOR VICE POUND KEEPER in preparing Pound Roasts, the registration desk and sales and ordering the Devil Dog and Ship s Store gear and raffles. I. The POUND WATCH DOG shall guard the portals of the Pound at all times, permitting no one to enter without authority. (1) Responsible to the POUND KEEPER for the worthiness and eligibility of every Dog at the Growl. (2) Shall collect one big bone from each Dog and stamp the Dog s passport. (3) Shall fine one big bone for incomplete and properly not filled out passports of Dogs entering the GROWL OF THE POUND. (4) Shall assist the POUND POLICE DOG in setting up the Growl. (5) Shall assist the JUNIOR VICE POUND KEEPER and POUND DOG ROBBER at the registration desk, the sales of Devil Dog gear and raffles. (6) Shall perform other duties as the POUND KEEPER may direct. J. The POUND BARKING DOG shall supervise all publicity of POUND #375. He/she will assist the JUNIOR VICE POUND KEEPER and POUND DOG ROBBER at the registration desk, the sales of Devil Dog gear and raffles. SECTION PAST POUND OFFICERS A. A past POUND #375 OFFICER is one who having been elected or appointed, installed and has served to the end of their full term of office or whose term of office is terminated by death. SECTION VACANCY IN OFFICE A. In case of any Elective or Appointive Office, except that of POUND KEEPER, being declared vacant during the current Term of Office, the POUND KEEPER, with the approval of the POUND STAFF, shall appoint promptly, a successor for the uncompleted term of office. B. In case the vacant office is that of POUND KEEPER, the SENIOR VICE POUND KEEPER shall assume all of the title, rights and privileges of the office of POUND KEEPER for the uncompleted term thereof. The POUND shall immediately fill the office of

15 SENIOR VICE POUND KEEPER by election. C. Pound offices shall be declared vacant for any of the following reasons: (1) The Pound Officers permit themselves to become in arrears in their membership dues in the Marine Corps League or this Order; or lose their status as a member in good standing in the League or in this Order. (2) The Pound Officer absents themselves from two consecutive GROWL OF THE POUND without valid reason accepted by the POUND KEEPER. (3) For any other just cause or reason. SECTION 211 VOTING 1. Each Devil Dog of POUND #375 present at the GROWL OF THE POUND and in good standing in the League and this ORDER shall have one vote. 2. Election of candidates for membership or for office shall be either by a show of the right front paw or by secret ballot. 3. All other voting on POUND #375 business shall be by voice vote: In support (yes) WOOF WOOF Opposed (no) - GRRRR 4. Any two or more Devil Dogs present and eligible to vote may call for a secret ballot on any matter. 5. Elections for all contested offices will be decided upon by secret ballot. SECTION INITIATION A. Approved and qualified candidates for the DEGREE OF PUP, who is recommended by POUND #375 MAD DOG, may be initiated at any GROWL OF THE POUND. SECTION CERTIFICATION A. POUND #375 DOG ROBBER shall, no less than thirty days prior to the GROWL OF THE ARIZONA PACK, at which initiation and obligation of candidates will be held, certify to the WORTHY PACK DOG ROBBER the names of all qualified Dogs from POUND #375 who are eligible for initiation and obligation to the higher Degree within the MILITARY ORDER OF THE DEVIL DOGS. SECTION 214 ORDER OF BUSINESS The normal Order of Business for any GROWL OF THE SURPRISE DEVIL DOGS POUND #375 shall follow the current MILITARY ORDER OF THE DEVIL DOGS RITUAL. A. At the discretion of the POUND KEEPER, a recess of the GROWL OF THE POUND may be called before the order of Business, Nomination, Election, and Installation of Officers and/or before the Good of the Order. B. The Order of Business of any special GROWL OF THE POUND or any GROWL OF THE POUND STAFF may be called up for attention and action at the next ensuing regular GROWL OF THE POUND under the Order of Business, "Reading or Publishing of Scratching of Previous Growl(s).

16 ARTICLE III AWARDS SECTION 301 GENERAL A. POUND #375 shall encourage all Devil Dogs to support and participate in POUND #375 activities, and in the activities of the White Tank Mountain Detachment #1246 and the City of Surprise Community. This encouragement shall consist of timely recognition of exceptional accomplishments in the form of awards presented by POUND #375. In addition, individual Devil Dogs may be nominated for appropriate KENNEL and ARIZONA PACK awards. SECTION 302 KENNEL AWARDS A. Several awards are available from the KENNEL for individual Devil Dogs of POUND #375 as well as awards for the POUND itself. When making a recommendation for one of these awards, care should be taken to insure that the guidelines contained in the KENNEL BYLAWS are followed. B. The KENNEL DOG OF THE YEAR is the highest award presented annually within the MILITARY ORDER OF THE DEVIL DOGS. (1) A candidate shall be a PEDIGREED DEVIL DOG from POUND #375. (2) POUND #375 will submit their nomination for KENNEL DOG OF THE YEAR directly to the HONORABLE KENNEL DOG ROBBER in accordance with the Guidelines established in ARTICLE IV of the KENNEL BYLAWS (3) One nomination per POUND per year is permitted. SECTION 303 ARIZONA PACK DOG OF THE YEAR A. POUND #375 will submit our nomination for ARIZONA PACK DOG OF THE YEAR to the WORTHY PACK DOG ROBBER in accordance to the ARIZONA PACK Bylaws. SECTION 304 SURPRISE DEVIL DOGS POUND #375 DOG OF THE YEAR A. The proposed candidate for the SURPRISE DEVIL DOGS POUND #375 DOG OF THE YEAR shall be a PEDIGREED DEVIL DOG, DEVIL DOG, or PUP of integrity, high principles, and one who has contributed to POUND #375, and is in good standing in the POUND, PACK, KENNEL, and the Marine Corps League. B. The SURPRISE DEVIL DOGS POUND #375 POUND DOG OF THE YEAR Committee will be composed of the SENIOR VICE POUND KEEPER, POUND SMART DOG and all Dogs of the POUND who are former recipients. C. The committee will choose the new POUND DOG OF THE YEAR from written nominations received from Devil Dogs of POUND #375. D. The Chair of this committee shall be the Junior POUND DOG OF THE YEAR. E. Discussion should be held strictly to the work performed of the Devil Dog so nominated. The likes or dislikes of any Devil Dog nominated shall not be discussed, tolerated or allowed at any time; only discussion should be the POUND #375 activities the Devil Dog participated in. F. No discussion about the working and/or discussions of this Committee will be public at any time. G. The SURPRISE DEVIL DOGS POUND #375 POUND DOG OF THE YEAR award shall

17 be presented by the incumbent POUND DOG OF THE YEAR or by another PAST POUND DOG OF THE YEAR at the ANNUAL GROWL OF POUND #375. SECTION 305 EXCEPTIONS A. In the event that POUND #375 fails to submit a nomination for any level of the DOG OF THE YEAR Awards, but the POUND has a qualified nominee, any three PEDIGREED DEVIL DOGS of POUND #375, themselves in good standing, may submit a Nomination, following the guidelines of Article IV, Section 417 of the MODD Bylaws. SECTION 306 ADDITIONAL AWARDS A. All Devil Dogs of POUND #375 shall insure that they familiarize themselves with all KENNEL and ARIZONA PACK Awards that are available. B. They will further insure, in so far as possible, that all eligible Members of POUND #375 are recognized for their contributions to the success and growth of the POUND #375 by utilizing existing KENNEL and ARIZONA PACK awards to the maximum extent. C. POUND #375 will create other suitable awards within the POUND to recognize Devil Dogs for their contributions.

18 ARTICLE IV - FISCAL AND FINANCE SECTION FISCAL YEAR AND MEMBERSHIP YEAR A. The Fiscal Year for POUND #375 shall start at 1 January and end on the following 31 December. B. POUND #375 membership year begins the month after the SUPREME GROWL OF THE KENNEL. SECTION 402 FISCAL OFFICERS A. Disbursements will require the signatures of one of the designated Fiscal Officers. The designated Fiscal Officers of POUND #375 are the: (1) SIR POUND KEEPER (2) SIR POUND DOG ROBBER (3) SIR SENIOR VICE POUND KEEPER (4) SIR JUNIOR PAST POUND KEEPER SECTION REVENUE A. The revenue of POUND #375 shall derive from the collection of membership dues, election fees, and from such other sources as may be approved by the GROWL OF THE POUND or the POUND STAFF. B. POUND #375 shall be limited to the spending of not over SEVENTY-FIVE PERCENT of all bones (monies) received during its administration and including bones (monies) received from the previous administration and that at least TWENTY-FIVE PERCENT of such gross receipts shall be turned over to the new administration each year. C. The POUND KEEPER and the POUND DOG ROBBER shall be reimbursed for normal administrative expenses incurred in the performance of their duties. The expenses to be covered will be for postage, copying, and supplies. Payment will be made upon submission of an expense voucher, and if it is not included in the POUND #375 Budget, it shall be subject to the approval of the POUND BOARD OF AUDITORS. SECTION ELECTION FEES AND MEMBERSHIP DUES A. POUND #375 shall fix the amount to be charged for any election fees and the annual membership dues at the ANNUAL GROWL OF THE POUND. (1) The annual membership dues shall include the annual membership dues of the ARIZONA PACK and the KENNEL. (2) Any increase in membership dues in POUND #375 shall be effective starting with the fiscal year following such passage. (3) Increases in the ARIZONA PACK and KENNEL dues shall be subject to the provisions of the ARIZONA PACK and KENNEL by-laws, respectively.

19 B. ARTICLE V, SECTION 503, PARAGRAPH H of the MODD Bylaws provides that only ONE-HALF of KENNEL dues are due for new PUPS initiated on or after 1 March of each year. In this case, normally one half of the KENNEL dues for the remainder of the current membership year, and the full KENNEL, PACK and POUND dues for the following membership year are due at the time of initiation. Election fees will include the cost of the required Devil Dog items that will be issued to the individual following the Obligation: (1) Dog Tag (2) Dog Collar (3) Cap Patch (4) Passport (5) Bylaws SECTION FORWARDING MEMBERSHIP DUES A. After collecting the appropriate annual membership dues and obtaining current Marine Corps League membership numbers, POUND #375 DOG ROBBER, shall promptly forward all ARIZONA PACK and KENNEL membership dues together with pertinent Marine Corps League membership numbers, on KENNEL membership dues transmittal forms to the WORTHY PACK DOG ROBBER, with separate checks for the ARIZONA PACK and KENNEL Dues. B. Paid Life Membership Dues shall be submitted on membership dues transmittal forms separate from regular renewing Devil Dogs in the ORDER. Date of entry into the Marine Corps League membership shall be stated thereon, as well as the Marine Corps League Paid Life Membership Number, issued by National Headquarters of the League. A check(s) for the full amount of the Paid Life Membership Dues for each Paid Life Member in the ORDER will accompany each Paid Life Member so transmitted. SECTION 406 FINES A. No fines at POUND #375 shall be in violation of the KENNEL BYLAWS or guidelines. Each infraction in POUND #375 shall be ONE BIG BONE with a maximum of TWO BIG BONES for a single infraction. This means the same Devil Dog can be fined again for other infractions or disruptions at another time in the Growl. SECTION 407 ADDITIONAL PASSPORT FEES A. Any Devil Dog that fails to attend a regular and/or annual GROWL OF THE POUND will be assessed ONE BIG BONE, which will be remitted to the KENNEL at least twice a year by the POUND DOG ROBBER as part of the POUND S passport fund. The passport fee will be charged at the next Growl the member attends and is not cumulative for missed growls. SECTION 408 POUND BUDGET A. The SURPRISE DEVIL DOGS POUND KEEPER shall provide a reasonable working budget for POUND #375, based on the expected revenue of the POUND. This proposed POUND #375 Budget would be presented to the POUND #375 Devil Dogs in the first Growl immediately following the ANNUAL GROWL OF THE POUND for consideration and approval.

20 B. In between GROWLS OF THE POUND, the FISCAL OFFICERS may make adjustments in the POUND #375 budget to compensate for changes in the obligated requirements of POUND #375. C. Such adjustments are not to exceed the total expenditures in the approved POUND #375 Budget, unless there are binding obligations that must be covered. All adjustments to the POUND budget will be reported via as expeditiously as possible and presented to the Devil Dogs at the next GROWL OF THE POUND. SECTION ADDITIONAL AUTHORITY TO OBLIGATE FUNDS A. Specific POUND #375 Officers are granted limited authority to obligate POUND #375 Funds for a specific purpose without a requirement for an approval for each action. B. POUND #375 DOG TRAINER shall be able to respond to POUND #375 Devil Dogs or the immediate family of POUND #375 Devil Dogs who are sick or deceased. C. POUND #375 MAD DOG shall be able to order New PUP Kits from the KENNEL QUARTERMASTER as needed to maintain sufficient Kits for advancement within POUND #375. D. This authority granted, will automatically expire at the following ANNUAL GROWL OF THE POUND, and must be renewed to remain in force. Section POUND BOARD OF AUDITORS A. The POUND #375 Board of Auditors shall be composed of three Dogs of the POUND who all hold the Degree of PEDIGREED DEVIL DOG. B. One of the Dogs shall be the JUNIOR PAST POUND KEEPER who shall be the chair. C. It shall be the duty of the POUND #375 Board of Auditors to audit the books and records of the POUND #375 DOG ROBBER and any other accounts that collects or disburses funds for POUND #375, at the ANNUAL GROWL OF THE POUND. They will make an inventory of all POUND property; and will render a report to the ANNUAL GROWL OF THE POUND. SECTION LIMITATIONS A. Except as may be provided in the SURPRISE DEVIL DOGS POUND #375 BYLAWS, no Officer or individual Devil Dog of POUND #375 shall have the authority to financially obligate POUND #375 in any way without the specific authority of the GROWL OF THE POUND. SECTION 412 ADDITIONAL FISCAL MATTERS A. In all other Fiscal matters, the ARIZONA PACK and KENNEL BYLAWS shall guide POUND #375.

21 ARTICLE V - GENERAL SECTION 501 INITIATIONS A. POUND #375 shall conform to the provisions of ARTICLE VI of the KENNEL BYLAWS in the Initiation of Candidates and Members to the various Degrees of Membership within the MILITARY ORDER OF THE DEVIL DOGS. (1) POUND #375 Initiations are accomplished under the guidance and leadership of the POUND #375 MAD DOG. (2) Only POUND #375 PEDIGREE DEVIL DOGS AND DEVIL DOGS can be involved in the initiation of PUPS. (3) Only POUND #375 PEDIGREE DEVIL DOGS, DEVIL DOGS, and PUPS can be involved in the initiation of mongrels into POUND #375. SECTION 502 SACRED ARTICLES A. The HOLY BIBLE, the CERTIFIED POUND CHARTER, and the BONE shall be considered sacred. B. They shall not be taken from their customary place for ransom or for any other reason without express permission or at the direction of POUND #375 POUND KEEPER. C. They shall also not be attached to anything or anyone by means whatsoever. SECTION 503 UNIFORMS A. POUND #375 shall utilize the provisions of ARTICLE VII of the KENNEL BYLAWS concerning Uniforms requirements. In addition, shirts bearing the embroidered official logo of SURPRISE DEVIL DOGS POUND #375 logo will be worn for the GROWL OF THE POUND. SECTION 504 SUPPORT OF THE WHITE TANK MOUNTAIN DETACHMENT 1246, DEPARTMENT OF ARIZONA, and MARINE CORPS LEAGUE A. Every Officer and Devil Dog of POUND #375 shall at all times give enthusiastic support to the policies and activities of the White Tank Mountain Detachment #1246, Department of Arizona, and the Marine Corps League and shall seek by every means to build and strengthen each. SECTION 505 DISCIPLINE A. POUND #375 shall strictly adhere to the provisions of ARTICLE X of the KENNEL BY LAWS in all matters concerning Discipline within POUND #375. SECTION 506 POLICY POUND #375 shall insure that all its Members understand and adhere to the Policies: A. No Officer or Devil Dog of POUND #375 shall permit to mention or discuss the politics or anything pertaining to the politics of the Marine Corps League Detachments or Departments in any GROWL OF THE POUND. B. No Marine Corps League Detachments or Departments business shall be discussed in any GROWL OF THE POUND, unless POUND #375 is officially requested to do so. C. Every citizen should register and vote their convictions on all public issues. The active participation of every Devil Dog of POUND #375 in the civic affairs of the City of Surprise, Maricopa County, State of Arizona, and the United States is encouraged. D. No Officer or Devil Dog of POUND #375 shall use this POUND or the MILITARY

22 ORDER OF THE DEVIL DOGS in any manner for partisan or for his or her personal political advancement. E. No officer or Devil Dog of POUND #375, shall ever involve POUND #375 or the MILITARY ORDER OF THE DEVIL DOGS in any partisan political, sectarian, or labor dispute, nor shall any such matter be discussed in any GROWL OF THE POUND. F. No endorsement of any person for any political office shall be made or given by SURPRISE DEVIL DOGS POUND #375. SECTION 507 OTHER CONSIDERATIONS A. In all other considerations of matters not specified in POUND #375 BYLAWS, the SURPRISE DEVIL DOGS POUND #375 shall utilize the ARIZONA PACK BYLAWS and KENNEL BYLAWS for guidance. In the event that a conflict is found between POUND #375 BYLAWS and the ARIZONA PACK BYLAWS or KENNEL BYLAWS. The ARIZONA PACK BYLAWS shall take precedence until the GROWL OF THE POUND can resolve the conflict. SECTION 508 PRIOR ENACTMENTS A. There being no existing prior Bylaws for POUND #375, these Bylaws shall supersede and replace all prior acts of the SURPRISE DEVIL DOGS POUND #375. SECTION 509 EFFECTIVE DATE A. The SURPRISE DEVIL DOGS POUND #375 BYLAWS shall become effective on immediately following the close of the GROWL OF THE POUND held on 28 January SECTION 510 DISTRIBUTION A. A copy of these Bylaws of the SURPRISE DEVIL DOGS POUND #375 will be distributed to all Devil Dogs of POUND #375, the ARIZONA PACK SMART DOG by and regular mail upon becoming effective. All future enactments of the POUND #375, which revise, amend, or repeal any portion of these Bylaws, will be distributed in the same manner upon becoming effective. SECTION 511 DISSOLUTION A. In the event of the dissolution of final liquidation of the SURPRISE DEVIL DOGS POUND #375, any remaining assets shall be distributed in accordance with the KENNEL BYLAWS and otherwise as determined by POUND #375 STAFF in the exercise of its discretion. In no case may any part of such net assets inure to the benefit of any individual Devil Dog. Any funds remaining shall be added to the POUND PASSPORT FUND and sent to the Kennel to be distributed to the Children's Hospital.
