2 History The Oskaloosa Police Department first started the canine program in First handler was Lieutenant John Plumb with his canine Quest. ( ) Second hander was Lieutenant Gary McClun with his canine Nash. ( ) Since 2012, the Oskaloosa Police Department has been without a canine.
3 Why Implement a K-9 Program? The Police K-9 s extraordinary ability to smell, agility, courage, and determination are recognized both Nationally and Internationally. The Police dog would be cross-trained to; Track to find lost/endangered missing children and adults. Perform public relations between the Police and the community. Provide appearances and demonstrations at various community functions. Be a highly visible deterrent to criminal activity. Track and apprehend criminals for arrest and prosecution. Locate illegal drugs. Reduce the time needed to search buildings, locate illegal drugs, and to find people in distress.

5 Continued (Vehicle) VEHICLE Vehicle- The Ford Explorer would be a vehicle that would meet the standards for holding a K-9 comfortably. The main components of a K-9 unit are the Police Officer, the Police Dog, and the Vehicle they travel in. Dogs are vulnerable to heat and accessories along with the vehicle are needed, to keep the dog cool.

10 Annual Fees Annual Fees (to maintain the program): Handlers Compensation $4, Food $1, Insurance $1, Vet Bills Donated (Donated by Mahaska Veterinary Clinic) Certification $ CONTINUED Total: $6,700.00
11 Statistics The following chart, outlines the narcotics related incidents handled within the city limits of Oskaloosa by the Oskaloosa Police Department Patrol Division. 12 Top Dogs K-9 Academy This Academy comes highly recommended from multiple agencies in Iowa. This Academy has head trainers that are retired Police Officers with a combined total of 50 years working and training Police canines. The school consists of six weeks of training. The dog would be trained in obedience, area search, tracking, agility, criminal apprehension, and narcotics detection for those drugs currently on the street.
13 Fundraising We are asking the City of Oskaloosa to grant permission to initiate a fundraising campaign to raise the funds needed to implement this program. Target of raising $45,000. Attend the Top Dogs K-9 Academy in the spring of 2018.
14 Certification Requirements? The State of Iowa does not currently require any certification for Police Canine Teams. The Oskaloosa Police Department will adhere to the United States Police Canine Association s rules and regulations. The canine would be required to re-certify twice a year in both patrol work and narcotic detection.
15 Conclusion A canine is the only tool in Police work that can be recalled if a situation changes. Once you fire your firearm or taser, there is no stopping it if the situation changes. The Oskaloosa Police Department believes another canine would be a valuable asset to the Department and City of Oskaloosa. A canine will help our Officers in keeping crime rates low and keep our schools, businesses, and community members safe.
