The Huse f Pets, Abe Miller (Fresn OH) was Petland Nvi s primary supplier in The United States Department f Agriculture Animal and Plant Health Inspectin Service (USDA APHIS) recrds shw that this kennel hused 133 adult dgs and 110 puppies in June f With apprximately 16 different breeds, the Huse f Pets prvides the wide variety f dgs demanded by pet stres. Inspectin reprts shw this brker was nt nly wrking with unlicensed breeders, but that it was als cited fr nncmpliances t the Animal Welfare Act in the regulated areas f husing, primary enclsures, cleaning, veterinary care, recrds, cmpatible gruping, feeding and identificatin. [ Shcking Inspectin Reprts ] Many f the USDA licensed dg kennels have vilatins t the Animal Welfare Act nted n their annual USDA inspectin reprts. Sme kennels are nt even inspected annually. An inspectr may nly return if majr nncmpliances are fund. Nte, 11 f the 16 suppliers during have nn-cmpliances including excessive feces, n heat, perfrming surgeries, unattended bite wunds, excessive bdy and ear hair matts, lw vltage fencing, minimum flr space, cats with backbne and ribs shwing, dirty dgs, lack f bedding and shade, accumulated grime and lack f veterinary care.

The stre received puppies directly frm Mike & Melanie Mre/MAM Kennel in 2009 and 2011, a puppy mill that has had numerus Animal Welfare Act vilatins. QD Kennel was selling ver 5,000 puppies a year. In 2009, Petland Nvi received shipments frm a large-scale cmmercial puppy brker in Missuri that ships puppies all ver the United States. These exemptins dcument the breeder name and address but have n animal infrmatin r date n them. Oct Husing: Three puppies under 16 weeks f age were fund in a shelter trailer facility that had n heat. The temperature during the inspectin was 44 (deg)f. These dgs must be mved t a warmer facility... Oct Cleaning: The utdr washdwns fr the main kennel require cleaning. These washdwns have staining and excessive feces in them that is cntributing t the dr in and arund the kennel. It is als a ptential disease hazard t the dgs. June Vet Care: The attending veterinarian has nt been t this facility fr a walkthrugh inspectins since February The licensee is using Bird Bitic mixed in the drinking water fr the brkered puppies. Tw adult Bichn dgs have bite wunds that need t be evaluated by the attending veterinarian. Five adult dgs were fund with excessively lng tenails during this inspectin. June Husing: Several dggy drs were dirty during this inspectin. The washdwns fr the main kennel barn were als dirty. The licensee's wife stated that she washed dwn yesterday but there is grime n the washdwns that needs additinal cleaning. Crrect this by cleaning all surfaces in cntact with the dgs daily. The feed strage area needs t be cleaned and excess items discarded. There are several ripped bags the are pen and need t be stred in a manner that prtects them. The area has accumulated trash and debris that needs t be remved s this area can be prperly mnitred fr pests and rdents. Crrect this by cleaning and maintaining this area. June Cmpatible Gruping: Tw adult Bichn dgs were fighting the mrning f this inspectin. The licensee's sn stated that the dgs were fighting in the mrning. These dgs must be separated t ensure the safety f bth dgs. The wunds n these dgs are bth ld and new s these dgs have been fighting fr mre than ne day. These and all dgs must be maintained in cmpatible grups t ensure all animals are safe in their enclsures.

8 June Feeding: Several feed bwls fr the brkered puppies are made f plastic and have been chewed t the pint that they are n lnger able t be sanitized. These bwls must be replaced t crrect this. This will ensure that these bwls can be prperly sanitized. Apr Shelter: The licensee is in the prcess f painting rusted metal clips that hld the enclsures tgether. There are hundreds f these thrughut the facility. Many f these clips are unpainted and rusted. This makes these surfaces impssible t prperly sanitize. The licensee understands he must paint these r replace them t crrect this. Apr Cleaning: Underneath bth trailers are accumulatins f junk and ld building materials. This area needs t be cleaned and these items remved. Als, additinal gravel shuld be spread thrughut the area t allw fr easier mvement in this area during husbandry practices and t allw fr easier mnitring f rdents and pests. Crrect this by cleaning this area and maintaining it in a neat cnditin. There were several rdent hles fund utdrs arund the facility. The licensee stated he has had difficulty with rats. Rat pisn and traps were prduced as tls fr cntrl. The licensee was advised t speak with his attending veterinarian t discuss ther safe ptins t pest cntrl and t devise a plan f actin t reduce the rdent ppulatin. This is required t ensure the health and well-being f the animals and t reduce disease hazards. Care Nv Veterinary: Tw white Bichns in whelping barn have excessive bdy and ear hair mats. These tw dgs needs a bath and clipping f excessive bdy hair mats t prevent eye, ear and skin prblems and prvide adequate veterinary care and prmte well being. Failure t bserve and address excessive hair mats will lead t prlnged animal suffering, diseases and distress. Nv Time & Methd f Identificatin: There are apprximately 13 dgs( 9 in Raber kennel) that d nt have identificatin r USDA tags n them as required. The lack f prper identificatin (tags) at this facility hinders inspectins and makes animal traking difficult. Prper identificatin with USDA tags is essential fr rapidly tracing animals in the event f a disease utbreak. Nv Husing: There are numerus dggie drs in the Semi trailr facility ( inside drs) and Raber Kennel ( indr side) that have brwnish fecal and urine stains. One enclsure dr was scraped with a pen t shw licensee wife hw much accumulatin was present n the dr. Hard surfaces must be cleaned with apprpriate detergents and disenfectants as per Sec 3.11(b). All surfaces must be cleaned and rganic matter must be remved t prmte a clean envirnment fr all dgs and pups. Failure t prperly clean surfaces may lead t disease prblems and illness in dgs and a pr envirnment fr dgs. Nv Shelter: The frnt entrance f the whelping barn has a missing light. The area is dark and a black pregnant female n the tp kennel whelping bx cannt be bserved fr health status due t lack f lighting. The frnt dr had t be pened t bserve the papers and animals in this frnt area. Diffuse lighting is needed t prperly bserve dgs, inspect and clean. Lighting is needed in this area t prvide fr inspectins, cleaning and diurnal lighting fr the health well being f dgs. Nv Primary Enclsures: there are several cages in the new Raber Kennel and the whelping barn that have sagging flrs. The dgs are jumping up and dwn and the weight f the dgs is causing

9 the wire flr t sag. The primary enclsures need additinal supprts t prevent the wire flr frm sagging while animals are present. Sagging flrs may cause leg and ft injury and lameness in dgs. Nv Cleaning: These semi trailr enclsure trays must be cleaned daily t prvide the dgs with a clean envirnment, prevent disease hazards and rancid drs. Rancid drs are present in the lwer semi trailr utdr dg trays. Trays are filled with excessive dg feces and urine piled up in the tray frm several days accumulatin. Mre frequent cleaning is needed t prevent excess build- up f feces and urine and rancid drs. Jhn Tidwell West Plans, MO Ramblin Spring Kennel Dec Vet Care: The Licensee stated that she perfrms surgeries n the brkered puppies and her wn animals. Recrds indicate that she has perfrmed surgeries such as ear crps, umbilical hernia repairs, inguinal hernia repairs, nares snipped, neuters, dew claw remvals, varihysterectmies, and Ceasarian sectins. The licensee is nt a veterinarian and culd nt prvide the inspectrs with dcumentatin that she has received adequate training t be qualified t perfrm invasive surgical prcedures in a manner that meets prfessinal veterinary standards. Surgeries perfrmed withut apprpriate training culd result in unnecessary pain, distress, r injury f animals. Dec Primary Enclsures: An adult female Rttweiller named Annie is being hused in a metal crate. When standing in a nrmal psitin, the height f the dg at her head is 30 inches. The crate is nly 27 inches tall. The inspectrs bserved that the animal assumed a hunch psture when standing in the crate. Dec Feeding: At lease tw feeders, lcated in enclsures husing 9 dgs, have a buildup f brwnish clred shiny material inside the cup f the feeder when the animals access the fd. The licensees stated that this material is an ily buildup frm the dg fd. April Primary Enclsures: The wner has 10 large breed dgs in 5 utdr enclsures. The primary enclsure is cnstructed f a lw vltage wven electric fence. The dgs must cntact the fence and receive a shck befre they learn that they shuld nt jump n it. There are tw dgs in each enclsure. As the dgs jump and mve abut, they can bump each ther int the fence, causing the dgs t receive a shck and pssibly injury. Patrick Fultn Alden, MN Aug Minimum Age Requirements: On 5/6/10 the licensee transprted in cmmerce 8 puppies that were nly 53 days ld and n 8/12/10 3 puppies were transprted by the licensee that were nly 55 days ld. The Licensee transprted in cmmerce 11 puppies that were n 8 weeks ld. Transprting underage puppies culd affect their health. Aug Primary Enclsures Eight pens cntaining tw weaned puppies each and ne pen cntaining ne weaned puppy did nt prvide the minimum amunt f required flr space. A pen

10 cntaining ne Sheltie puppy prvided nly 5 inches f head space. Inadequate head space affects the cmfrt f the animals. Rsalie Clartn/Claxtn Seymur, MO Nv Husing : Areas in each f the kennel buildings had wden surfaces that need maintained. The areas were chewed and can n lnger be adequately cleaned. Nv Primary Enclsures: One enclsure cntaining tw Bstn Terrier dgs had a sagging wire flr. The flring material was brken lse frm the frame creating a sagging flr. All enclsures must be cnstructed s they can securely hld the dgs and prevent any escapes frm the enclsure. Mark & Melanie Mre MAM Kennels Lamar, MO May Primary Enclsures: The ne utside enclsures has a bttm brace ple that is rusted frm halfway pint all the way twards the frnt f the enclsures. Affects tw canines. There are 7 enclsures ranging frm the utside enclsures t hutch style, that have wire sticking int the enclsures and culd injure the canines. Affects 21 canines. The utside enclsures next t the semi trailer the first pen bttm part f the fencing is nt secured and the partitin mves arund. Need t secure the petitin t prevent the canines frm escaping r be injured. Affects 3 canines. Jhn & Karen Nrdquist Waterville, KS Nv Veterinary Care: Cat named Pppy is thin in appearance. Visual inspectin f the cat was able t see the backbne & ribs were visible. Licensee needs t have the cat in questin taken t the vet f recrd fr physical examinatin & diagnsis f the prblem with the weight lss. Nv Recrds: 6 cats have n id listed n the dg & cat hand sheets. Licensee has apprximately 17 yung cats & 9 yung puppies that they were nt able t get sld and are currently being hused n the premise. Licensee des nt plan n keeping any f the weaned puppies r kittens fr breeding stck. Licensee needs t keep a separate recrd f all n breeding dgs & cats n the premises t be viewed at the next site inspectin. Nv Husing: Suth cat huse tile flring has an area by the dr has 3 missing sectins f the tile flr. Nv Primary Enclsures: Suth cat huse has apprx. 20 cats running lse in the building. Licensee has 6 cages n the flr with cats being hused in the cages. Licensee needs t place slid surfaces n tp f the cages s that the cats running lse have sld surfaces t rest n and prevent the pssibility f the cats running lse frm urinating r defecting n the cats being hused in the cages belw.

11 Nv Primary Enclsures: Enclsure in the trailer huse measured 7.5 square feet. 3 enclsures husing 4 dgs each measured as fllwing: One enclsure measuring 7.5 square feet is husing 4 dgs needing 16 square feet f minimal flr space. 2 enclsures husing measuring 7.5 square feet fr each enclsure has 4 dgs in bth enclsures (8 ttal dgs) needed square feet t meet the minimal flr space fr the dgs t have access t. Dg huse lcated next t the cast huse, ne enclsure measuring 8.75 square feet is husing 3 weaned puppies needing 9.18 square feet. Oct Veterinary Care: Licensee has 1 bttle f Oxtcin being used with an expiratin date f 8/07. Oct Husing: West utside elevated hutches the metal flashing lcated n the back side f the runs is shwing trn & missing flashing and is expsing bare chewed wd n the back side. This area can nt be readily cleaned. Outside elevated hutches, ne enclsure has brken & missing expanded metal flring that the dg is walking n. Outside enclsure husing 2 dgs is in an enclsure that has water accumulating in the pen due t the dgs running in the pen & pushing the surface material t the utside f the enclsure. 6 utside enclsures need wind & rain breaks added t the enclsures s that 6 dgs will have adequate prtectin frm the element. Feb Husing: Outside elevated runs, the frnt area n the 2 suth enclsures is shwing jagged & missing tin n the frnt f the pens affecting 4 dgs. Trailer huse west side utside attached runs t this building tp rw, the expanded metal flring is starting t rust & expsing jagged & pinted flring. Feb Outdr Husing: Due t the winter temperature extremes, bedding is needed in all utside enclsures affecting 10 dgs. Als entryway flaps are needed n the utside dg huse. Feb Primary Enclsure: 1 utside pen has water standing in the enclsure. Jun Husing: * Newly built cat building needs t inside area finished ff. The flr area needs t be finished ff & the fiberglass n the walls & ceiling f this building needs t be finished ff affecting 7 cats. Crrect by Jun Primary Enclsures: * Cat cages need t be redesigned t allw fr the 24 inches that each enclsure must have. Currently the cages are divided in half with an pening in the crner t allw cats t have access t bth tp & bttm flr area affecting 4 cats. Gaps in cement allw fr the cllectin f animal waste r urine t cllect. Affects 6 dgs.

12 June Husing: There are fiberglass panels n the flr f tw enclsures husing 6 dgs in the lder trailer dg building that are nt sealed dwn. There are gaps between them and the walls. The flring in these tw enclsures shall be cnstructed in a manner that allws them t be readily cleaned and santitizable. June Outdr Husing: Three enclsures husing a ttal f 9 dgs are nt prvided with adequate areas f shade. The dgs in these enclsures shall be prvided with shade t prtect them frm the sun. June Primary Enclsures: Tw heat lamps in use in tw enclsures are nt prvided with cvers ver the heat lamp bulbs. 6/17/ Frm the dr f the building, pens 1 & 3 have fecal matter in them, which is in need f cleaning. This fecal matter is brwn / white in clr and is dry; therefre indicating the pens cleaning was nt prefrmed. This culd affect the health f 3 animals by disease. T be crrect by, Frm the dr f the building, pens 1 & 3 have vermin fecal matter inside f them, which indicates vermin prblem and n pisn r traps r needs t prevent vermin. A vermin preventin prgram is needed. This culd cause disease fr 5 animals. T be crrected by, This inspectin and exit interview was cnducted with, Angie (Hawkins) Meyer (Owner) and Randall R. Sep Primary Enclsure: One utside grund enclsure has a mud surface that the dg is currently walking n due t the recent rain. Licensee needs t add surface material t the enclsure s that the dg can remain dry and clean during rainy weather. Aug Husing: All surfaces must be maintained n a regular basis, s the can be readily cleaned and sanitized and must be replaced with wrn r siled. The bttm wd framing fr the utdr huses fr the huskies and the wd frame dr drways fr pens 2 & 3 frm the nrth n the barn, all husing 7 animals, are chewed and scratched. The wd surfaces can nt be prperly cleaned and sanitized which are siled and wrn. Aug Husing: Facilities husing animals must be kept in gd repair and prtect animals frm injury and cntain the animals securely. Pen 3 frm the west fr the upper metal framed raised kennel (hg flring) is sagging apprximate 5 inches n the pens left side. The flring is in need f additinal supprt underneath which culd allw the 2 bxers t fall thrugh getting injured r escape.

13 Aug Husing: Surfaces shuld be free f excess rust that prevents the required cleaning and sanitatin and affects the structural strength f the surface. The bttm metal framed raised kennels pens 2, 3, & 4 frm the west, husing 3 bxers, expanded metal dr and metal frame are pitting and rusting in areas, alng with the bttm metal pip framing fr the gates and dividers between pens 1 & 2 and 2 &3 fr the 6 bulldgs has excessive rust and pitting and is rusted thrugh in areas. These 2 areas f rusty surfaces cannt be prperly cleaned and sanitized and the surfaces structural strength is affect. The expanded metal drs and farming, alng the chain link metal pipe framing fr the bulldgs is need f being replaced r repair r treatment, s the surfaces can be prperly cleaned and sanitized and the surfaces structural is strength. Aug Husing: The white wd dg huse, husing 4 bxers, f the raised kennels is chewed and scratched arund the drway frm which the animals enter. Nicle Pultz Pultz's Puppies Onaga, KS Dec Husing: Nrth sheltered barn the insulatin that is attached t the ceiling has cme lse & the insulatin is starting t sag & is expsing insulatin that culd fall n the dgs belw. The insulatin needs t be reattached t the ceiling area befre the insulatin falls frm the ceiling n t 10 dgs that are being hused in cages belw allwing the dgs t cme int cntact with the insulatin and end up chewing and swallwing the insulatin. Oct Recrds: The Frm 7005 s fr this facility have 125 adult dgs n inventry. The physical inspectin cunt ttaled 90 adult dgs. Oct Husing: Several f the whelping bxes have surfaces in cntact with the dgs that are dirty. These surfaces are either smeared with paw marks r feces frm the dgs and puppies. The back walls f nearly every adult enclsure is dirty and requires cleaning. These walls are difficult t clean since they are cvered by cated metal wire f the enclsure that is munted directly t the wall. These walls are dirty and r smeared with fecal stains. Vernn, OH Mar Veterinary Care: There are 25 dses f expired DA2PP+L vaccine being maintained in the refrigeratr. Expired vaccines are nt permitted fr use in regulated animals. The use f expired vaccines can lead t inadequate veterinary care t the animals and will affect their health and wellbeing. Mar Husing: In the whelping rm the refrigeratr used fr string vaccines and medicatins cntains spiled prduce. Husing facilities and equipment used t maintain medicatins must be kept clean and free f clutter. Mar Husing: There are pen trash/waste cntainers in the kennel area left f the garage. In the barn there is a recently euthanized dg that is awaiting dispsal. This dg was wrapped in a clth and is setting in the walkway area several feet frm several large breed dgs. Dead animals will attract vermin and pests and can create drs. Mar Primary Enclsures: In the barn, utside run area used fr tw German Shepard dgs is cmpletely muddied with n dry area available when they are utside. Bth the dgs are very muddy. **Nte** the dgs d have a large area inside the barn that is dry. Mar Feeding: Many f the 5 galln buckets used as fd bwls are dirty and chew damaged. Mar Watering: The Licensee is using a Lixit water bttles in the puppy hlding enclsures. The bttles have a dark clr cating n the insides f the bttles. Licensee states that she cleans and sanitizes the water bttles daily and that the sediment is frm pr water quality. Licensee uses filtered water fr the families water cnsumptin. Failure t keep the water bttles clean expses the dgs t risk f cntaminated water and illness. This culd lead t dehydratin and ther illnesses. Mar Cleaning: The puppy enclsures in the huse has a mderate accumulatin f dirt and grime n the hard surfaces. The cleaning is nt being dne effectively. This expses the dgs t diseases hazards, attracts pests and cntributes t drs within the facility. Mar Cleaning: (REMAINS UNCORRECTED) The garage area that prvides access t the whelping area and the kennels n the left side f the garage has a heavy accumulatin f junk and discarded materials. The area cmbined with the pen bags f fd prvides nesting area fr rdents, vermin and ther pests.

Sept Time and Methd f Identificatin: The puppies and kittens are nt wearing any type f identificatin. Sept Recrds: Of the tw puppies purchased Mnday August 31, 2009, nt ne has a matching APHIS Frm Sept Hlding Perid: Licensee has eleven puppies that were picked up the preceding day. Licensee stated that she arrived hme with the puppies arund 11 pm. At the time f the inspectin, the Licensee had nly been hme with the puppies fr apprximately 8 hurs. The licensee intent was t leave t transprt the puppies apprximately 8 am. Regulatin requires that the puppies be held fr a minimum f 24 hurs excluding time f transprt. Sept Hlding Perid: The eleven puppies picked up the preceding day were held vernight in their enclsures in the minivan. Licensee stated that she arrived hme at apprximately 11 pm and intended t further transprt the puppies arund 8 am. The puppies were last fed and watered at apprximately 7 pm, apprximately 12 hurs prir t the inspectin. During the 24 hur hlding perid fr puppies the animals must be unladed and hused in suitable husing fr the 24 hur perid. This is fr the health, cmfrt and well-being f the puppies and s that the Class B dealer can bserve the animals fr signs f disease r stress. Sept Primary Enclsure: There is a husky in stall in the barn that is tethered with a chcker cllar. Licensee has stated that she is unable t cntain the dg. The dg has defeated all attempts f acceptable cntainment. Regulatin prhibits the use f tether as a means f cntainment. Sept Cleaning: The utside barn has an accumulatin f vergrwn weeds and brush arund the fence line. Sept Primary Enclsure: The transprt enclsures are made f wire mesh and are 24 inches deep, 12 inches wide and 12 inches high. Once enclsures has a German Shepard puppy that was unable t stand up. Sept Fd and Water Requirements: The puppies in the van that had picked up and preceding day were last fed apprximately 7 pm per the Licensee. At the time f inspectin it was apprximately 12 since the last feeding. The puppies were nt fed with the fur hur preceding further transprtatin. puppies and nt wrry abut cleaning up cages. She read a recent article in the Detrit Free Press regarding Metr Detrit Pet Stres selling puppy mill dgs and nted that the cmplaints shuld be directed t the MDA. She wishes t file a cmplaint. Karen nted that she

16 purchased a dg frm Petland in Nvember 23, Upn purchase, she nted that the dg was cughing. Per the Health Certificate, the dg had just been examined by a veterinarian and fund t be free f cmmunicable diseases n Nvember 20, She went t the Pet Stre veterinarian (Vet Select Animal Hspital/Dr. Kristy Sharpen) as was directed in her cntract, where the dg was treated fr kennel cugh and lungwrms. Hwever the dg was nt imprving. She tk the dg t her persnal veterinarian fr treatment. The pet stre wuld cver medical csts as lng as she wrked with the Pet Stre veterinarian. She ntes that several mnths later the dg was finally healthy. She is frustrated that the stre sld an ill dg and ver the csts she had t pay fr medical care.
