2 GENERAL GUIDELINES AND RULES The purpose of 4-H is to teach youth through experiential learning how to become competent, caring, and contributing citizens. The 4-H emblem itself means equal training of head, heart, hands and health. The development of leadership and giving back to the community through community service are some of the key ideals of the 4-H program. FAIR ENTRIES MUST BE PRE-REGISTERED! Entries can be scratched, but they cannot be added later. If there is a question, please enter the exhibit. All entries must be entered online and submitted by July 15! A Project Record is due for every project area or species being entered in the Ulster County 4-H Fair by the July 15 entry deadline. Youth are expected to spend at least 6 hours in project area in which they are exhibiting and at least 2 hours on the actual exhibit REMEMBER... JULY 15 IS THE DEADLINE! 3 GENERAL RULES The 4-H classes are open to Ulster County youth enrolled in the 4-H Youth Development program of Cornell Cooperative Extension of Ulster County by May 15 of the project year. Exhibits must be made, raised, owned, leased, grown, or prepared by the 4-H member enrolled in that 4-H project during the current 4-H year. Exhibits should reflect the age and ability of the member and the number of years enrolled in a project. 1. EXHIBITS: a. ALL EXHIBITS MUST BE GROWN, MADE, OWNED OR RAISED AS A PART OF A 4-H PROJECT. Every exhibit must follow rules under the section in which the exhibit falls. b. Exhibits must be in place at the time designated in each section, and may not leave prior to the designated times. c. RULES FOR REMOVING EXHIBITS ON SUNDAY The release times are as follows: 6:00 pm Large Animals Released: Dairy, Beef, Sheep, Swine, Goats, & Llamas Only 8:00 pm Small Animals Released: (Poultry & Rabbits) Barns close at 7:30 for clean-up but no animals may be removed before 8:00 pm. 8:00 pm Static Exhibits in Youth Building Released: A maximum of one car pass per club will be allowed to pick up large static exhibits and/or multiple club member exhibits. You may walk out exhibits after 6:00 pm. Additional clean-up will take place between 11:00 am-1:00 pm Monday and all exhibits must be picked up before 11:00 am Monday. Any exhibits not adhering to the policy forfeit the premium award. Exception: One-day animal shows (Dogs, Horses, Cavies, Cats, and Bowl & Pocket Pets) must be removed after judging in their respective area. d. 4-H reserves the right to limit the number of entries made by the 4-H members. e. NOTE: Any exhibit area with a U in its number (such as LA-U54) is an "Ulster County Exhibit Only. Not eligible for State Fair. f. ALL project areas must have a completed General Project Record or a Project Specific Record. g. Animal Project Records must be submitted with pre-registration on or before July GATE AND RIDE PASSES FOR EXHIBITORS: a. Exhibitors, participants, leaders and parents required to be at the fair on a daily basis for animal exhibits will receive one wristband per exhibitor entitling them to one-day free courtesy of Dreamland Amusement, and two non-ride wristbands per family for adults helping youth to properly care for their animals. Participants in other 4-H activities will be issued exhibitor day passes as appropriate. THESE PASSES ARE NOT INTENDED FOR EXTENDED FAMILY OR FRIENDS. EACH 4-H MEMBER WILL BE ACCOUNTABLE FOR PASSES ISSUED TO THEM. Pass distribution will follow the Fair Pass Policy. 3. PREMIUMS: a. Premiums will be awarded only to enrolled Ulster County 4-H members whose projects are approved by his or her 4-H Leader. b. All 4-H members, including independent members, must have enrollment paperwork in the 4-H office by May 15. Independent members with animal projects must submit a learning plan to the Animal Science Program Development Committee no later than Dec 1 st of the current 4-H Year. c. The value of one unit will depend on funds available and the total number of exhibits. d. No premium will be awarded by a judge, and no premium paid by the Agricultural Society for: i. An unworthy or disqualified exhibit. ii. Animals or exhibits not properly cared for and/or poorly exhibited. 3

4 iii. Exhibitor not showing proper behavior on the Fairgrounds. e. Fair Premium checks must be cashed promptly. No checks will be honored by the issuing bank after 30 days of check issuance, at which time they will be canceled without notification 4. AGE REQUIREMENTS: a. Youth participants must be eight by January 1 of the current year, and not have reached their nineteenth birthday prior to January 1 of the current club year. Youth who are at least eight years of age by January 1 of the current club year and in the third grade or higher should enroll as a 4- H member, unless Cloverbud level is more developmentally appropriate. b. CLOVERBUD: Youth who are five through seven years of age on or before January 1 of the club year and enrolled in kindergarten through second grade may exhibit as Cloverbuds, or when exhibiting as a Cloverbud is the developmentally appropriate choice c. See the Cloverbud Fair Guide for ALL Cloverbud Classes. 6) ADDITIONAL RULES FOR ANIMAL EXHIBITS: Rabies- Proof of Rabies Vaccination is required for all Dairy, Beef, Goats (off-label), Sheep, Dogs, Cats, Horses, and Donkeys. Ulster County is considered a high risk area for rabies, and we must take every precaution. Veterinary documentation is required and if possible, a photo copy should be attached to the Animal Entry Form when entering your animal. A fourteen-day rabies vaccination requirement is the minimum time frame that will help to ensure protection of animals against rabies while on the fairgrounds. It is preferable to establish rabies immunity well in advance of the fair season. Keep in mind that a non- immunized animal (or an animal whose protective vaccination status has expired), exposed to rabies virus prior to receiving its vaccination, is not likely to be protected. Exhibitors should consult with their veterinarian about vaccinating their animal(s) against rabies as soon as possible. As animals receive their booster vaccination a population will be forming that is protected against rabies to the broadest degree possible. These are the rules as New York State Ag. & Markets has dictated them and the Ulster County Health Department has endorsed them. Ulster County 4-H, in an effort to provide a safe atmosphere for our members, their families and the public, is adopting the above rules on rabies vaccinations. BE SAFE VACCINATE EARLY! a. All animals shown in breed classes must be owned or must have been leased and cared for by the 4- H member and registered with the 4-H Office by June 1 of current year using the 4-H Animal Identification Certificates (also known as non-ownership forms.) b. Horses must have been registered with horse certificates submitted at the 4-H Office by May 15. c. No animals may be exhibited that are not properly fitted. d. ALL ANIMALS MUST BE SHOWN to be on the Fairgrounds. e. Each youth must enter the relevant showmanship class for each species they show in breed classes. f. ALL ANIMALS MUST BE IN PLACE BY 2:30 PM TUESDAY, UNLESS OTHERWISE STATED. g. EXHIBITORS MUST GIVE PERSONAL ATTENTION to their exhibits and take charge of same promptly at the close of fair. Entries and exhibits are accepted under the following conditions: i. All animal exhibits must comply with livestock health requirements. ii. FAIR WILL PROVIDE ALL BEDDING WITHIN REASON. IT WILL BE PORTIONED OUT DAILY. Make sure the superintendent is aware of your needs. iii. Livestock exhibitors must furnish all halters, tie ropes, hay and feed. Personal care must be provided and locations must be kept clean and neat. iv. ALL animal exhibitors must provide their own containers for water and provide their own feed. Proper care must be given to all animals, including properly filling out exhibitor card at animal check-in and checking in on animal no less than twice daily. v. Horses, donkeys, and dogs should not be left unattended at any time, nor should they be led about the Fairgrounds. Horses and donkeys should stay in the horse exhibit area. 4

5 h. All animal entries are subject to NYS Department of Agriculture & Markets Animal Health Requirements. Animals may be removed by fair officials if paperwork requirements are not met. i. All 4-H exhibitors are expected to care for their animal(s) i.e.: feed, water, clean etc. If an exhibitor is not able to care for their animal(s) at any point during the fair, the youth must leave contact names and information about who is responsible for their animal(s) in their absence with the club AND the 4-H staff member that is on duty. 5. YOUTH FAIR OVERNIGHT POLICY: a. No 4-H Youth, 18 years or younger, will stay overnight anywhere on the fairgrounds unless chaperoned by an adult. No 4-H Youth participant may sleep in the animal exhibit areas. b. The Ulster Ag Society offers a limited number of camping spaces to 4-H Fair Exhibitors and sets the rules and policies for these areas. Care will be taken to avoid such damage or loss, consistent with the conditions under which the Fair is held. 7. ULSTER COUNTY FAIR OPEN CLASS: All 4-H members are allowed to enter the open classes. Open classes are not administered by 4-H; they have completely different rules and different shows. All 4-H participants shall at all times act with a mature and morally responsible attitude, recognizing the basic rules of society and common rights of others. 4-Hers should set an example for all others at the Ulster County Fair. b. Additional rules are stated at the beginning of each section. c. 4-H is not responsible for printing errors. d. Any infractions of these rules will be penalized at the discretion of Fair officials and/or the 4-H staff. Persistent violators will be sent home and premiums forfeited. e. Errors in Premiums must be brought to the attention of the 4-H office IMMEDIATELY! Retain entry cards to verify correction. 9. STATE FAIR EXHIBITS a. Qualifications for NYS Fair vary by species- consult with 4-H Leaders or staff to determine if your animal is eligible for NYS Fair. Some species require just a blue ribbon animal while others have more restrictive qualifications. Some (Dog, Horse) require earlier qualification than others. b. Please declare interest in bringing your animal up to the NYS Fair to Ulster County 4-H Staff no later than the Friday of County Fair, when generally a meeting will take place to request the dorm, distribute tickets etc. Please note all chaperones must have current background checks. c. State-level entry forms can be found at DRESS CODE: a. All individual 4-H participants/exhibitors must wear the 4-H emblem in order to participate in 4- H Activities. The emblem must be clearly visible and worn on left breast or left shoulder (exception may include a club T-shirt with a clover on it). The clover is the symbol that identifies you as a 4-Her. 5

6 b. 4-H chevrons are available for purchase from the 4-H office in Kingston and at the fair. These chevrons can be easily pinned on garments. Failure to wear the 4-H emblem will prevent participation in the event. c. 4-H ers should set an example of excellence for all youth. Appropriate attire is required at all times during the Ulster County Fair when in 4-H buildings or participating in 4-H events. d. Youth should be neat, clean and presentable during showmanship classes and follow the specifications. e. See 4-H Dress Code and Guidelines on the next page. 6

7 4-H Dress Code and Guidelines The dress code is designed to assure community members wear appropriate attire reflecting our 4-H community expectation. Any community member attending or participating in 4-H events is expected to adhere to standards of dress and appearance that are compatible with an effective learning environment. Presenting a bodily appearance or wearing clothing listed below or which endangers the image, health and safety of the youth or others is prohibited. Examples of prohibited dress or appearance include but are not limited to: o Excessively short or tight garments o Shirts that bare midriff or going shirtless o Strapless or spaghetti string shirts which reveal undergarments o Exposed undergarments or sagging pants o Attire with messages or illustrations that are lewd, indecent, or vulgar or are placed inappropriately o Messages or images that advertise any product or service not permitted by law to minors (i.e. alcoholic beverages, tobacco products, or drugs) o See-through clothing o Flip-flops, open-toed, or unsafe shoes when working with animals o Any adornment that could be perceived as or used as a weapon o Any symbols, styles or attire frequently associated with intimidation o Clothing that has messages or images that are overtly political, religious or are considered offensive to a group of people. 4-H is a program derived from the federal government welcome to people of all races, ethnicities, gender identities, religions, sexual orientations and political backgrounds, and all members should have a safe and welcoming environment. Please note that 4-H Volunteer Leaders should also follow all guidelines and are expected to review this dress code with youth in advance of public events such as Public Presentations, County Fair, State Fair, and Awards and Recognition Night. Dress code violations occurring at an event should be addressed with 4-H Leader, Parent and 4-H Staff Member. Community members will not be allowed to participate in 4-H event until dress code violation is addressed, and may be disqualified from future events for failing to adhere to the dress code. Youth should never be publically reprimanded or shamed for their appearance and this matter should be dealt with in private whenever possible. Exceptions for some events (i.e. formal events and events involving swimming) may be made by 4-H Staff. Revised 2016 and adapted from NC Dress Code available at 7

8 4-H SPORTSMANSHIP Sportsmanship Expectations Sportsmanship is an important part of growing up. To become contributing, competent, and capable adults, you must develop and learn to value sportsmanlike behavior: you should strive to be a fair and generous competitor, a good loser, and a graceful winner. All participants in 4-H and other youth programs supported by CCEUC are expected to demonstrate each of the following elements of sportsmanship before, during, and after their participation in competitive events. CONDUCT Demonstrate and maintain high standards of personal behavior and conduct becoming to you as an individual and as a representative of your family, your club, your community, and the 4-H program or other youth program in which you are involved. FAIRNESS Learn and follow the rules. Do not cheat. Be objective, honest, and just in evaluating yourself and others. HONESTY Be truthful, fair, and straightforward in everything you say and do. Show integrity. Do not lie or deceive. Do your own work. Do not understate or overstate your abilities, skills, or accomplishments. COMPETITION Accept that the nature of competition is seeking to get what others are seeking to get; that it involves rivalry between contestants to earn rewards; and that it results in both winners and losers. COURTESY Be well-mannered in your conduct. Be respectful, thoughtful, considerate, cooperative, friendly, and cheerful in your attitude and behavior regardless of whether you do well or not, you win or you lose. Do not argue with the judges, staff or program organizers. When you have concerns, questions, or suggestions, be polite in expressing them. Be pleasant toward other participants, spectators, program officials, judges, the media, your advisors, parents, and others. Give others the benefit of the doubt. Treat people, animals, and things kindly. GRACEFUL ACCEPTANCE OF RESULTS Accept judges suggestions and the results with a positive attitude. If you are not selected as a winner or if you receive a lower evaluation than you expect, do not gripe, complain, whine, pout, make excuses, or say you didn t feel well. Congratulate those who did win and who performed better than you did. Recognize, appreciate, and try to learn from the accomplishments and admirable traits of others. Recognize, learn from, and try to improve your own shortcomings. Do not protest or make accusations unless you have proof and are willing to personally face the person(s) you are accusing. If you are selected as a winner or receive a higher evaluation than you expect, graciously thank the people who congratulate you. Be happy but do not gloat, brag, act conceited, or downplay your accomplishments. Finally, regardless of the outcome, thank your parents, advisors, program organizers, sponsors, judges, and others who helped you. 8

No person shall present an interstate or intrastate certificate of veterinary inspection that has been altered by anyone other than the issuing veterinarian. Animals demonstrating clinical signs or other evidence of infectious, contagious or communicable diseases shall not be allowed on the fairgrounds during a fair. Representatives of the Commissioner may deny admission to or require removal from the fair premises, or require the segregation of any animal showing signs of or exposed to any infectious, contagious or communicable disease. 9

10 NOTE: The fair board of directors has the authority to reject unworthy or unsightly exhibits for reasons other than infectious, contagious or communicable disease (Part ). The state veterinarian or animal health inspector will bring questionable exhibits to the attention of the fair board. All animals presented that originate from a location other than New York shall meet all New York State importation regulations appropriate to the species in addition to the fair animal health requirements. Certificates of Veterinary Inspection (CVI) Cattle, sheep, goats, swine, llamas, alpacas, deer, and misc. ruminants, require a valid CVI to enter the fairgrounds. The CVI must be issued by a Category 2 accredited veterinarian. All animals must be officially identified. ALL MANMADE ID MUST BE RECORDED. Refer to Animal Identification section below for more information. Only one species is allowed per certificate. The type and duration of certificate required depends on the origin of the livestock. New York Origin Livestock: A valid intrastate CVI (AI-61) is required. Each animal must be individually identified on the CVI (see below). The CVI must be issued on or after May 1 of the current year. Out of State Origin Livestock: All animals entering New York State must satisfy import health and test requirements for that species and be accompanied by a valid interstate CVI. The interstate CVI is valid for 30 days from the date of CVI inspection. During the fair season (July 1 through Labor Day) valid CVI s can be used multiple times for entrance into fairs. The initial entrance into a fair must be within 30 days of the date of CVI inspection. In order for the CVI to be used for a later fair, it must be dated and initialed by a state official noting the location of the initial fair. A change in health status or eligibility of an animal necessitates the generation of a new CVI. Questions regarding import requirements should be directed to the Division of Animal Industry at , or at the division s import/export homepage: Animal Identification ALL MANMADE ID MUST BE RECORDED Cattle, sheep, goats, swine, and deer/elk must be identified by USDA approved official identification. o Cattle and deer/elk must be identified by official ear tag. o Sheep and goats must be identified by official scrapie identification (see sheep and goat sections below). o Swine must be identified by official ear tag. The only exception is nursing piglets. Nursing piglets do not have to be individually identified if the sow is correctly identified on the CVI and the number of piglets in the litter is noted on the CVI. Llamas and alpacas must be identified by official ear tag or microchip. Misc. ruminants must be identified by unique ear tag or microchip. A complete written description is sufficient identification for horses entering New York accompanied by a CVI. The description must match the EIA test record. Horse sketches and descriptions should reference color pattern, hair whorls, chestnuts, scars and other markings as necessary to uniquely identify the horse. Tattoos and microchips if any should be included. Bay, no markings is not an acceptable description for a CVI or EIA test record. NOTE: If you are exhibiting animals identified by microchip a working reader must be supplied by the exhibitor. 10

11 For questions on animal identification please contact your veterinarian or our office at Rabies Vaccination Rabies vaccination is required for all species for which there is a USDA licensed vaccine available (cattle, horses, sheep, dog, cat, ferret) and that are 4 months of age or older on the date of admission to the fair. *4-H Requires off-label goat rabies vaccination* Vaccine must have been administered within the past 12 months. The exception is Imrab LA vaccine used in sheep which protects for 3 years after the second annual vaccination (consult your veterinarian). The rabies vaccination requirement must be met on the day of admission even if the animal was previously admitted to a fair when too young to vaccinate. NOTE: Individual fairs can require animals for which there is no approved rabies vaccine to be vaccinated for rabies. The requirements outlined above would apply. The fair is responsible for notifying exhibitors. The New York State Fair requires rabies vaccination for all livestock species entering the grounds. Acceptable Proof of Rabies Vaccination Acceptable proof of rabies vaccination must include a signed written statement from the veterinarian administering the vaccine or a valid certificate of veterinary inspection that has the vaccination listed and is signed by the Category 2 accredited veterinarian. Acceptable proof of rabies vaccination must include the name of the product used, the date of administration and the duration of immunity if longer than one year. If the statement of rabies vaccination is included on an EIA test record, it must be signed separately in addition to the required EIA test record signature. NOTE: Rabies titers are not acceptable proof of rabies protection and cannot be used to meet entry requirements. Acceptable proof of vaccination for dogs is a valid vaccination certificate or a copy of the dog license that contains the rabies vaccination information. BVD-PI Testing All cattle, llamas and alpacas exhibited at NY county fairs or the State Fair must be negative to an approved test appropriate to detect Bovine Viral Diarrhea persistent infection (BVD-PI). The testing veterinarian is responsible to make sure the proper test is conducted. This is a once in a lifetime test that must be reported on the required certificate of veterinary inspection. The issuing veterinarian is responsible for verifying the validity of the test, the identification of the animal and recording the test date on the CVI. If a previous test is not verifiable the test must be repeated. Cleaning and Disinfection All buildings on the fairgrounds housing animals must be cleaned and disinfected prior to the opening of the fair and between groups of animals when housing is rotated (Section 50.2 of Agriculture and Market regulations). Animal Deaths Occasionally animal deaths occur at a fair. If a death occurs, it must be reported to the state veterinarian in charge as soon as possible for review. The animal must be promptly removed from the public exhibit area to a secure location and held for the veterinarian prior to disposal. Calving, Kidding, and Lambing Any cattle, goats, or sheep that calve, kid, or lamb while at a county fair or the State Fair will be ordered removed from the fairgrounds along with their offspring, unless the animals are part of a birthing demonstration. 11

12 Commingling of Sheep and Cattle Due to the potential spread of malignant catarrhal fever from sheep to cattle, it is strongly recommended that cattle be kept separate from sheep. Commingling of Swine and Poultry Due to the potential spread of influenza viruses it is recommended that swine and poultry be housed in separate locations. Isolation on Returning Home The owner or custodian shall keep show animals biologically separate from the herd or flock for a period of at least two weeks after returning to the premises of origin. If any illness is noted in the exhibition animals the owner should contact their veterinarian immediately. Individual Species Requirements Horses Certificate of Veterinary Inspection (CVI) is not required for New York origin horses. CVI is required for imported horses. Negative Equine Infectious Anemia (EIA) test is required for all horses 6 months of age or older. The horse must be accompanied by a valid negative EIA test record. The sample collection date for the qualifying EIA test must have been on or after January 1, 2017 for New York origin horses. For imported horses, the EIA test must have been conducted within 12 months prior to entry. The EIA test certificate must include a complete description of the horse. Rabies vaccination is required for all horses 4 months of age or older (see above). A valid GoPass equine passport can be used as an entry document. If interested in the GoPass contact your veterinarian. More information is available at GlobalVetLink : Cattle Certificate of Veterinary Inspection with animals properly identified (see Animal Identification section above). Rabies vaccination is required for all cattle 4 months of age or older (see above). All cattle must be negative to an approved test appropriate to detect Bovine Viral Diarrhea persistent infection (BVD-PI). The date and results of the testing must be noted on the certificate of veterinary inspection. All cattle must be vaccinated against bovine respiratory disease complex including bovine respiratory syncytial virus, bovine virus diarrhea, infectious bovine rhinotracheitis and parainfluenza with a product administered in a manner and time frame adequate to confer protective immunity for these diseases for the duration of the fair. Sheep Certificate of Veterinary Inspection with animals individually identified with USDA approved scrapie identification. Identification must be one of the following: 1) USDA approved tags or 2) a legible USDA approved flock tattoo and individual animal ID number or 3) electronic implant device (microchip) if the sheep is enrolled in the Scrapie Flock Certification Program. For information on scrapie ID, contact USDA at USDA-TAG ( ). Rabies vaccination is required for all sheep 4 months of age or older (see above). For information on scrapie ID, contact USDA at USDA-TAG ( ). The date and results of the testing must be noted on the certificate of veterinary inspection. Poultry Poultry (with the exception of doves, pigeons and waterfowl) must be accompanied by 1) results of a negative pullorum typhoid test conducted within 90 days prior to exhibition OR 2) proof that the birds originated directly from a US pullorum-typhoid clean flock or equivalent flock. Pullorum qualified by 90-day test must be identified by official leg band. Proof of NPIP status must be in the form of an NPIP certificate or purchase receipt containing NPIP certification information. If utilizing a receipt, it must be dated within 1 year of the date of admission to the fair. Deer/Elk (Cervidae) Certificate of Veterinary Inspection with animals properly identified (see Animal Identification section above). Originate from a herd classified as accredited or qualified under USDA tuberculosis regulations. A movement permit obtained from the Division of Animal Industry is required for all deer movements. All CWD and TB program requirements must be met before a permit will be issued. Questions regarding movement permits should be directed to the Division of Animal Industry at Miscellaneous Ruminants Certificate of Veterinary Inspection with animals properly identified (see Animal Identification section above). Exhibitor Prefair Guidelines Cattle, Sheep, Goats, Swine, Llamas and Alpacas, Cervids, Misc. Ruminants Review the animal health requirements booklet including information for your species before your veterinarian arrives to inspect your animals. If you have any questions, please ask. Your veterinarian is responsible for inspecting your animals and completing the certificate of veterinary inspection (CVI). Call early to avoid the last minute rush when mistakes are made and there is no time to correct. 13

14 Make sure official eartags are present on cattle and swine and USDA approved scrapie ID is in place on sheep and goats. Llamas and alpacas require a microchip or eartag. If a microchip is utilized make sure the veterinarian confirms the microchip ID or places one. ALL IDENTIFICATION MUST BE RECORDED. Make sure it is. Review the CVI carefully upon receipt to make sure all the information is correct including any required test or vaccination information. DO NOT stuff it in an envelope and assume all is well. The time to correct is before pulling them out at the fair. The CVI is your document and you share responsibility if it is incorrect. If you are importing livestock from out of state make sure the interstate requirements are met and you have a valid interstate certificate of veterinary inspection. Poultry Schedule pullorum flock inspection and testing well ahead of the fair if your flock is participating in the NPIP program. If you re having your birds tested within 90 days of the fair you must go to a pullorum clinic. Available clinics are listed on the Dept. website. No individual testing is available if you miss a clinic. Birds qualified by 90-day test must be identified by official leg band. Bring documentation with you to the fair in the form of a 1) current NPIP certificate, 2) 90-day test chart or 3) purchase receipt with NPIP certification within 1 year of the date of admission to the fair. Horses NY origin horses must be accompanied by a negative EIA test report. The date of sample collection for the qualifying EIA test must have been on or after January 1, Imported horses must be accompanied by an interstate certificate of veterinary inspection with a negative EIA test within 12 months. Rabies vaccination information can be incorporated into the CVI. Drawing or photograph must match the horse. Rabies vaccination must be within 1 year of arrival at the fair and be documented by a signed rabies certificate or a signed statement on the EIA test chart with the required information (see requirements). AI-202 (1/18) MOST IMPORTANT When you are loading your livestock for the trip to the fair take the time to examine them. Makes sure they are the same animals that are on the paperwork and if they are showing any signs of illness LEAVE THEM HOME. 14

15 MASTER SHOWMANSHIP Goals: To encourage interaction with a variety of animals To establish an experience that promotes pride in the knowledge and care of animals To increase interest in animal projects To encourage an increased animal skill level To recognize excellence in showmanship To recognize mastery To promote teamwork and educational exchange Overview: The Master Showmanship event is offered to all youth 14 years and older who enter a senior Showmanship Class at the fair. The top two blue ribbon participants who signed up will be participants in the Master Showmanship class. Qualifiers qualifying in other species cannot relinquish their space. The Showmanship categories are: Beef, Poultry, Dairy, Dog, Goats, Rabbits, Sheep, and Horses. Eligibility: Youth MUST enter a Senior Showmanship class as a fair entry. Youth MUST sign up/enter the Master Showmanship Class by the conclusion of the species showmanship class on the day of the species show. When necessary, entries may be limited by class placement. Once an individual has earned the title of Master Showman, they are no longer eligible to participate in the contest. Youth must sign an Equine Acknowledgment of Risk before participating in the Equine portion of Master Showmanship Preparation: Study well in advance about species-specific knowledge of those species involved. Attend showmanship clinics offered by the Ulster County 4-H Program for all species Enter Handlers classes at the Ulster County Fair to learn of other species and showmanship expectations Recognition: The Master Showmanship representatives of each species will receive recognition The highest composite score (top 7 species out of 8) will be the Master Showman The Master Showman will receive a trophy The Master Showman will be invited back to assist in the facilitation of the event at the next year s fair and present the trophy to the new Master Showman. *Note: The 4-H educators will determine the animal categories after July

All vehicles and trailers must be off the Fairgrounds by 9:30 am each day. NO vehicles will be allowed on the Fairgrounds before 6:00 pm Sunday of the Fair. HEALTH CERTIFICATES MUST ACCOMPANY EACH ANIMAL AND MUST BE PRESENTED TO AG & MARKETS/FAIR BOARD PERSONNEL IMMEDIATELY UPON ARRIVAL. All animals must be free of warts and/or ringworm. See Livestock Health requirements in this Fair Book. The Ulster County Agricultural Society reserves the right to reject or refuse and to order the removal of any exhibit which, in the opinion of the board of directors, is not eligible or worthy of showing or has not met the livestock health requirements. Veterinary documentation of Rabies Vaccination must be presented when the animal enters the fairgrounds for Goats (Off-Label), Cattle, Horses, Sheep, Dogs, and Cats. All animals must be vaccinated according to current dates and guidelines of Ag & Markets. All animals must be Halter Broke and be able to be led and shown safely by the 4-H member. Cornell Cooperative Extension staff maintains the right to dismiss any project animal that poses a safety concern to Cloverbuds, 4-H participants or the public. Limit two entries per class, unless otherwise stated. Judging in 4-H by Modified Danish System. (When two entries are shown in the same class, another 4-H member may show the second animal). Animals exhibited must be shown in a single class to compete in Showmanship or group classes with the exception of the Handler Class. All animal exhibitors must compete in a Showmanship class for all species entered. 4-H Project Record forms showing at least 6 hours of work must be submitted for each species entered at the time of Fair entry deadlines (no later than July 15 th ). Unless otherwise noted, animals exhibited must be owned and cared for by the Exhibitor with lease agreement on file with 4-H Office no later than June 1st of current year. THE CERTIFICATE OF OWNERSHIP/LEASE MUST BE AVAILABLE AT THE FAIR AT ALL TIMES, SHOWING OWNERSHIP OF THE ANIMAL BY THE EXHIBITOR. Animals must be shown to be eligible for a premium. No working on animals between the hours of 11:00 pm and 5:00 am Any exhibitor, participant and/or visitor at the Fair must remain courteous and respectful to others at all times. Persons not following this rule, and all Fair rules, will be removed from the grounds along with their exhibit. Premiums will be forfeited and exclusion from the privilege of participating in the Fair can be revoked for the following year. Fair Board Personnel will assign spaces in areas that contain both Open and 4-H Exhibitors. Animals cannot be released until Sunday at 6:00 pm. See superintendent or Fair Board Personnel for release passes. Please note, all vehicles will only be allowed on the fairgrounds via the Fair Office gate and vehicles MUST BE ATTENDED AT ALL TIMES. Animals may enter the fair on Monday of the Fair from 4:00 pm 8:00 pm or on Tuesday from 9:00 am 2:00 pm. These dates are firm and no adjustments will be made.
