1 HOW TO BE A RESPONSIBLE DOG OWNER AND A GOOD NEIGHBOR by A 1. Concerned and Responsible Dog Owner Not everyone views the responsibilities of dog ownership in the same way. What many people take for granted as accepted practices by a dog owner is not necessarily accepted by everyone. One of those practices is keeping your dog on a leash when it is outside. There are several reasons for this, not the least of which is the dog s safety. While out and off the leash they might run into the street and get hit by a car; or they might race to investigate another animal and get injured; or they might simply get lost. There are also plenty of good neighbor reasons for keeping your dog on a leash. People should be free to walk around their neighborhood without being accosted by a loose dog, no matter how friendly or well-behaved the dog may be, because believe it or not, not everyone loves dogs. Folks walking their own dog on a leash really hate seeing a loose dog heading their way. One never knows how two dogs will react to each other and the possibility of an altercation is frightening. And let s not forget my personal favorite your dog races off into a neighbor s yard and leaves a nice, stinky calling card which you don t see and don t pick-up. Oh, that leads us to another issue I will discuss in a bit. Lest anyone think I am being too uptight about being a responsible dog owner, let me point out that the City of Norfolk agrees with me (or I agree with them). Sec (a) of the City Ordinances states in part: It shall be unlawful for the owner, custodian or other person in charge or control of any animal to permit or allow such animal to be at large within the city limits or to negligently fail to prevent such animal from being at large within the city limits. Sec (b) defines at large :... an animal is deemed to be at large while roaming, running, flying or self -hunting off the property of its owner or custodian and not under the owner's or custodian's immediate leashed or lead control or secured in an appropriate animal carrier. Now about that stinky issue mentioned earlier if you have a dog, you are supposed to clean up after it. When you take your dog outside, you know what is going to happen, so be prepared, have some bags handy and scoop up the poop. Dispose of it in a public trash bin or your own trashcan. If you are letting your precious puppy poop in a neighbor s yard or in the verge or along the water or any place other than your own yard, please note that the City prohibits that as well: Sec Allowing animals to defecate on public property or on private property of other persons. It shall be unlawful for any owner or person in control of any animal to allow any animal to defecate on the property of other persons without their consent or that of the authorized agent or persons having control of the premises or on public property. Immediate removal and sanitary disposal of the defecated matter shall not constitute a violation of this section. The defecated matter shall be placed in a container and disposed of in a proper waste receptacle. A violation of this section shall constitute a class 3 misdemeanor. It seems very straightforward. So, keep your dog on a leash and pick-up their mess. It is the neighborly and responsible thing to do. Accordingly, there are no Minutes, and there is no video posted on You Tube. VOLUNTEERS NEEDED Your Civic League is staffed completely by volunteers, who give generously of their time for the benefit of all of us. From time to time, vacant positions need to be filled, and we need your help. The following positions are in need of volunteers. We hope that you can help us. 1. The EARNN program is sponsored by the City of Norfolk and Keep Norfolk Beautiful to encourage responsible environmental stewardship throughout the City. This is a very importantant position, as it is a source of annual monetary awards to the Civic League. Details of the EARNN Program may be seen at this web location: SNOW REMOVAL In light of recent snowfalls, it may be useful to review the City s ordinance regarding snow removal: Sec Removal of snow from sidewalks By owners or occupants of abutting property. It shall be the duty of every person using or occupying, in any manner or for any purpose whatsoever, any house, store, shop, building or tenement of any kind, and of persons having charge of religious institutions and public buildings of any description, other than public schools and buildings owned or occupied by the city, and of owners of unoccupied houses or unimproved lots, situate on any paved street, lane or alley in the city, within three (3) hours after the fall of any snow has ceased, to remove and clear away, or cause to be removed and cleared away, the snow from the sidewalks fronting such house, store, shop, religious institution, building or lot, in such manner as not to obstruct the passage of the water in the gutters. If snow ceases to fall between the hours of 3:00 p.m. and 7:00 a.m., the removal of the snow before 11:00 a.m. will be deemed compliance with this section. 5
