3 Agenda Item 3 MINUTES of 2017 ANNUAL GENERAL MEETING Held at Lexcen Park On Sunday 26 th November 2017 PRE-MEETING ACTIONS The Notice of the AGM was produced and displayed on the website and at Lexcen Park from 22 nd October 2017; Nomination Forms for 2018 Committee were made available from 22 nd October 2017; A 2017 AGM Information Pack was produced and handed out to members from 19 th November 2017; 61 members signed the Attendance Register prior to the start of the Meeting thereby satisfying the Rules of Association requirement of Opening of Meeting The meeting was opened at 8.45am by the Treasurer, Keith Sutton, who conducted the meeting. He explained that he was conducting the meeting in the absence of the Vice President and thanked everyone for their attendance. 2. Apologies Michael Burridge. 3. Confirmation of the Minutes and Treasurer s Report of the previous AGM on 20 th November 2016 Keith referred the meeting to Page 8 of the Information Pack. There being no comments received/forthcoming, the Minutes and Treasurer s Report were proposed/seconded and adopted as a fair representation of that Meeting. Moved: Lesley Burridge Seconder: Graham Easther Minutes duly adopted 4. Presentation of Annual Report Graham, as President, delivered a comprehensive Annual Report of the activities of the Club in the past 12 months. The full version can be seen at Appendix A but the highlights included:- Introduction of rolling Annual fee for members; Induction of a new class (Novice) and training structure; JDTC and the Agility division participated in the City of Joondalup s Dog s Day Out; Use of a waiting list for new members; Instructor s training day with Sue Hogben; Introduction of a Member s Day in the middle of the year; Acknowledgement and praise for the Instructors who combined to deliver the training throughout the year; Appeal for more members to get involved; Moved: Keith Sutton Seconder: Janine Donati Report duly adopted 5. Treasurer s Report Keith referred the meeting to Page 9 of the Information Pack. He highlighted that the Report, along with all the other documents, had already been audited and signed by the Auditor, Jim Spargo, with the endorsement that The Joondalup Dog Training Club Inc: 2018 AGM Information Pack for Members Page 3

4 documentation presented has been well kept and provides a true and fair view of the Club s Affairs see Appendix B for the full Report. Vote of Thanks to Outgoing Committee Members Richard echoed Graham s earlier words of thanks to the outgoing committee members. A copy of the thank you notice can be found at Appendix C. 8. Determination of Annual Membership Fees Keith referred the meeting to Page 11 of the Information Pack. He highlighted the comment NO CHANGE to annual membership fees. The proposed fees received approval, as follows: One-off Joining Fee $30 One handler with one dog $60 One handler with two dogs $70 Two handlers with one dog $70 Family Membership $90 (Two handlers with two dogs Living at the same address) Pension Concession 1 $40 (One handler with one dog) Pension Concession 2 $50 (Two handlers with one dog) SAFE dogs Nil 9. Notices of Motion(s) Keith referred the meeting to Page 11 of the Information Pack. There were no Notice of Motions submitted. 10. General Business Mr Jim Spargo was appointed as Auditor. 11. 5 Appendix A PRESIDENTS REPORT FOR 2016/17 Good morning all and on behalf of the Committee of JDTC of 2017 thank you for attending today. Our year started with the club committing to a rolling annual fee for members, meaning no matter when you join you are eligible to a full year of membership. This was not always the case in the past. It has been accepted well by the members, but has however, resulted in a slight drop in incoming revenue. We also introduced a new class and training structure this year, adding Novice to the classes to enable a smooth and confident transition of members and their K9 companions through the classes. This I believe, has been very successful and as proof to this I will quote an instructor of an upper level class last week. The instructor commented on how their class had a very good understanding of how to train their dogs and how the instructor was enjoying working with them. They re a good mob I believe was also used. Thanks to Lesley and Cass for all your hard work on putting together notes and helping with guiding the Instructors. The club along with the Agility division participated in the City of Joondalup s Dog s Day Out. Our members that were parts of the demonstrations excelled as always and to others that helped, thank you. The council was very appreciative of our assistance and professionalism and are looking forward to working with the club next year. This year for the first time in the Clubs history I believe we had to adopt the use of a waiting list for new members, excluding puppies. This was due to the shortage of Instructors for a number of reasons. Having not done this before as a club it had its moments, however, it was handled beautifully by Carol in Admin and we how have this in place if needed in the future. This too has contributed to a slight decrease in revenue. This may not be necessary though as the recruitment has gone extremely well and new instructors are well into their training. Remember instructors are here because they volunteer so please treat them accordingly. During the year we had an instructors training day. The club invited a well-known dog trainer and instructor by the name of Sue Hogben who, using our training notes, assisted instructors in how to deliver exercised and how to assist handlers in their training. It was a great morning and the thing that really stood out to me was that a lot of things that Sue was saying we are instructors were and are already doing. For the first time we also ran a members day in the middle of the year as something to break up the norm, however, as some of you have guessed we also had a hidden motive and that was a drive for new committee members and instructors. This was successful as you will see later. To my fellow 2017 Committee members, I thank you for your commitment to this great club. You all give it as much as you possibly can and it shows in the results that we have achieved. This year we have had join our Club: 201 dogs; 311 Handlers; and also 35 renewals from last year. Not bad for a group of volunteers. Lastly to you the members as you have heard me say before and I am sure we will hear others say after me this club belongs to you. The committee is there to guide it and help it flow. You are the ones that make it exist and I thank you for this and I urge you to get involved in any way you can even if it is as little as offering to carry some equipment for an instructor or as big as coming up with a new way of training dogs. 7 Appendix C VOTE OF THANKS TO OUTGOING COMMITTEE MEMBERS I am sure everyone would like to thank all who have contributed to this Club in 2017 and in previous years. This includes Joondalup City Council for the use of Lexcen Park, the dog house and their support over the years. Thank you to all of our members, without you we don t have a club. Thank you to all of our present trainers and committee members who work all year round for this Club. Sadly, we are losing some valuable members of our team. Graham Easther, our President and has been with us for 15 years in various capacities, and will be much missed for his commitment to this club. Thank you Graham. Janine Donati, our Vice President, who has been with us for over 10 years and undertook many other positions in the Committee during this time. Thank you Janine. Dorothy Blee, our secretary and has served us in over 15 years service in various other valuable roles to the club. Kath and David Curr, who have been with us for over 10 years and have contributed greatly to the way the club is today. We will all miss their valuable contributions to our club and hope that in the future, when they have taken a break they will return in some capacity. I want to thank the people who have stepped forward to fill these voids, both old and new trainers and new committee members. We will ensure that the standards and the way the club is run will move forward as it has to, if you stay still you will disappear and we have no intention of letting that happen. Can you please put your hands together for these people? Who do not look for praise but really deserve it, as they do this for the love of it. Thanks, and let s do some training. 8 Agenda Item 4 President s Report 2018 Joondalup Dog Training Club. Introduction Good morning all and on behalf of the Committee of JDTC of 2018 thank you all for attending. We started 2018 having lost 5 experienced Instructors who took with them over 40 years of experience in dog handling. We also lost 3 long-standing Committee Members who held very important managerial positions in the club in previous year s and This was followed up with another 2 resignations of Instructors and another 2 Committee Members, all for personal reasons, that took them away from the Club. That was the start of a challenging year to upkeep the standards of this Club. We then experienced two separate hackings of the website which Elaine and Michael have put in great effort as our webmaster team to overcome. With much frustration they have the site back on line with no outside interference from unwanted participants. Well done guys Then Joondalup Shire decided that the Dogs-Day-Out was to be cancelled after initial planning had taken place to organise the event. This seems to be a cost cutting exercise by the City of Joondalup who have now enlisted the RSPCA to conduct an event. Then the year got better. We recruited 3 new Instructors at the beginning of the year - Lynne, Tracy and Imogen - who are already taking classes plus Linda who is about to start to take classes of her own. We had four new Committee Members at the beginning of the year - Ric, Elaine, Peter and Steve - and then Tracy made a fifth, who came on board to cover Rebecca s maternity leave. Rebecca, who has given birth to a baby boy and is due to return at a later date. Our Admin team - who are the first people you see at the Dog House They have done a great job despite having some health issues during the year with both having operations Well done guys, but you did have help from Lynne. We have recently recruited Rita as a Trainee /Instructor, who will be eased into the classes throughout 2019; this is something that we would like more of our members that are already with the club to aspire to. This year s achievements Members participation numbers We had 258 new handlers, with 171 dogs and 47 renewals; not a bad effort again, much on par as last year, despite the inclement winter. Instructors and handlers were tested on such cold mornings and I m sure the dogs thought the same. Junior Beginner Class Introduction of Junior Beginner Class to replace Puppy Class, brought about by the RSPCA and local vets introducing their own puppy classes. This meant our numbers were down in Puppies, but we can now use Instructors in a better way to get new handlers and their dogs a great start before going into Beginners or Novice. Certificates We also had an in-house innovation by Steve who produces your Certificates of success ready for the end of each term; no waiting to get them now Steve has initiated the change, well done Steve. 9 Waiting lists The Committee decided to cancel the waiting lists from the start of 2018 as it caused disappointment for new handlers who could not get into a class till the next term. Give me space Yellow bandanas were allocated to any dog that the handler felt that they may be reactive to any other dog or person in their space. This has been a very successful initiative with handlers of reactive dogs feeling that they and their dog is being given the space it deserves. Rules of the Association The Rules of the Association (Club Constitution) had to be amended to meet the new guidelines. This was done by Ric and Michael and everyone else who worked hard to get this completed in time. Well done guys. Membership changes The proposal to establish a membership for a maximum of twelve months from date of joining with two extension terms (maximum) allowing everyone to successfully complete Advanced Class. This has had to be done to ensure that we have sufficient Instructors for our classes and expanding advanced Class numbers is not a viable option. Membership Fees for 2019 The Committee are recommending just one increase in membership fees ie to reflect a more balanced proportion for a second handler; the fee for One Handler with One dog will remain unchanged. Renewals will cease and be replaced with Extension Terms, maximum of 2, with a per-term fee. Thank you Another very good year has passed us by. Thanks everyone. I would like to thank the handlers for trying and succeeding to be responsible dog owners and the dogs for being up for the training week after week rain or shine. This means you have a great dog for life and a dog that you can take anywhere and will be a credit to you. I would like to also thank the Instructors and Committee Members who volunteer tirelessly to put in their own time on a Sunday and many hours in the week to keep this Club a great Club. We all see the satisfaction of the Instructors who see a dog walk on the park the first week with his owner and, approximately four terms later, see them leave a fully trained, accredited partnership for life.and we all think to ourselves I played a part in that process ; that s why we are still here week after week. You too can be part of this Club in some capacity; ask an Instructor or Admin Team member if you feel you would like to participate in this ever-evolving Club. Your Club will always need your help. 12 Agenda Item 8: Determination of Annual Membership Fees Your Committee have recently reviewed the current Membership Fees and the basis on which they are applied. They focussed on 3 issues ie;- Determining an end date to memberships so that our Instructor resources can be concentrated on New Members; That we ensure we have sufficient Instructors to cover the core Classes; Giving Members the opportunity to reach and qualify in Advanced. As a consequence, it is recommended that:- The New Membership period is recognised as being for 12 months; This can only be extended by up to 2 terms maximum in order for Members to achieve and succeed in Advanced; The Renewal facility ceases but is replaced by Extension(s); The changes in fees and basis are introduced in Term ; Current memberships in 2018 to be honoured fully. With regard to fees for New Members, we recommend that the current $10 for a second handler is increased to $30 and thereby becomes a more balanced proportion of the one handler fee ie Two Handlers with one dog increases from $100 to $120 and Two Handlers with two dogs increases from $120 to $140. The fee for One Handler with one dog will remain unaltered at $90 and, as with all the fees, will automatically absorb the previously specified one-off joining fee. The recommended fees for 2019 are:- NEW MEMBERS EXTENSION TERMS (Max 2) One handler with One dog $ 90 $30 per Term Pension Concession $ 70 $20 per Term One handler with Two dogs $100 $30 per Term Pension Concession $ 80 $20 per Term Two handlers with One dog $120 $40 per Term Pension Concession $100 $30 per Term Family Membership $140 $50 per Term (Two handlers with Two dogs living at the same address). Handlers Fostering and/or Caring for a Dog will not be charged. All NEW MEMBERS fees cover the whole 12 months of membership. REVIEW OF OUR RULES OF ASSOCIATION (CONSTITUTION) In accordance with the Associations Incorporation Act 2015, and as an Incorporated Association/Club, we have been charged by the Government of Western Australia, Department of Mines, Industry Regulations & Safety (Dept of MIR&S) - Consumer Protection to review our Rules of Association and to have the reviewed version (1) agreed at an AGM and (2) lodged with the Dept of MIR&S by 30 June The 2018 AGM is our best opportunity to meet that deadline. The Committee discussed the options and agreed to proceed with the model version offered by the Dept of MIR&S which, although it requires acceptance without alterations, suits our purpose ideally. We have condensed it into a 30-page document, a copy of which you can read and/or obtain when you visit our website at:- click MEMBERS at the top of the page, enter the current password lexcen6027 and then click the corresponding yellow tab therein. If anyone has any questions please bring them to the attention of Michael or Peter at Registration in the Dog House, or your Instructor.
