(Max) Maximous, Public Works Director/City Engineer ~ SUBJECT: Review of Potential Improvements at the City-Owned Dog Park Located at Canada Vista Park Recommendation ) Receive and file the information presented below regarding the potential improvements at the City-owned Dog Park located at the Canada Vista Park; and ) Provide additional City Council direction as appropriate. Background and Discussion At the City Council meeting on November, 05, staff presented the current conditions, as well as the status of the maintenance and operations efforts at the City-owned Dog Park (Dog Park) at the request of the City Council. The November th staff report is included as Attachment A. After the presentation, the City Council requested staff to explore potential improvements and to solicit input from the public. These potential improvement options are discussed below, and, with City Council direction, may be included in the upcoming Seven-Year Capital Improvement Program (CIP). Existing Conditions and Constraints The existing Dog Park is nestled between the Canada Vista Park to the west and undeveloped natural hillsides and open space to the north, south and east as shown in the photo below. It is approximately 50 feet from the Canada Vista parking lot accessed by a narrow and dense graded dirt path. It was constructed around natural drainage patterns which receive tributary storm water from the east that flows westerly through the middle of the park between native riparian tree species called mulefat and into a drainage facility that ultimately discharges into storm water collection system. So as not to impact these

2 Page drainage patterns, they are proposed to be protected in place. Existing furniture includes an overhead shade structure (cabana) with tables, benches, a drinking fountain, trash canisters and dog bag dispensers. Chain link fencing runs along the perimeter and separates the small dog area from the large dog area. The surface consists of wood chips/mulch provided by SAMLARC over native soil. Public Survey The City Council directed staff to solicit feedback from the public regarding potential desired improvements at the Dog Park. Staff utilized an online survey which was advertised on the City s website, Facebook and Twitter accounts, post cards at a low-cost pet vaccination clinic, signage at the Dog Park and the City s e-newsletter. The survey was available for 9 days from February, 06 to February 9, 06. In total, 9 respondents completed the survey. The complete results of the survey are included as Attachment B. While the data collected was fairly critical of the current conditions of the Dog Park, nearly all of the respondents who chose to leave written comments expressed their appreciation for the City's interest in their opinion. The public was asked a variety of questions, as highlighted in Attachment B. Most relevant was the question on which improvements, including the ones discussed at the November 5, 05 City Council meeting, are most desired. Below is a summary of the responses to this question:

Potential Improvements Upon review of the input received on November 5, 05, visits to other nearby dog parks and the results of the survey, the following improvements warrant consideration. A conceptual drawing is included as Attachment C. Natural turf/grass to replace the existing wood chips/mulch. This was the most popular potential improvement, but it would also require the installation of an irrigation system. Though additional research is required, water is currently supplied to the site to serve the drinking fountain and various irrigation connections could be expanded to provide irrigation as well. However, it should be noted that minimal drinking water is supplied by SAMLARC, and more extensive irrigation water usage would require further discussion with SAMLARC regarding cost and reimbursement. Furthermore, long term maintenance and as-needed replacement and repair of turf and irrigation would be required. Additional shading and seating. Recently, OCTA eliminated bus services at various locations within the City that were furnished with prefabricated decorative shade structures, benches and trash receptacles. These could be relocated for use at the Dog Park; however, labor charges and a concrete pad would be required. A concrete mow strip to separate the drainage channel previously discussed from the rest of the park. Gravel to accentuate the existing drainage path through the middle of the park and to allow for a cleaner surface between the center trees rather than the existing dirt / mulch. An entry sign mounted to a post near the northerly edge of the Cañada Vista parking lot to increase awareness of the Dog Park with a proposed name of City of Rancho Santa Margarita - Antonio Barkway Dog Park.

4 Page It is recommended, should lighting be authorized, to have three solar-powered lights to allow for minimal lighting and a clear exit from the park. Solar lighting eliminates the need to provide power to the site. Should the City Council wish to have full night-time operation of the Dog Park, approximately eight lights would be required. The accompanying planning level cost estimate for the above mentioned potential improvements, should they be authorized, is approximately $85,000 as detailed in Attachment D for installation. Annual maintenance costs are not included in this estimate. Because of the lack of considerable interest and cost/long-term maintenance constraints, the following improvements are not recommended at this time: Security Cameras ($6,000), Dog Wash ($5,000 plus the cost to connect to a sewer system), Solid Wood Fencing ($0,000) and Artificial Turf ($5,000 plus soft costs). Though there is interest in wood fencing, it requires considerable annual maintenance (painting, sealing, repairs, etc.) to maintain the fencing aesthetically appealing and functional. Artificial turf is less desirable for dogs and their owners (according to the survey) than natural turf, more expensive, and, though has less maintenance as natural turf, still requires a minimal level of water for cleanliness/health purposes. Alternatives Provide additional direction to staff regarding improvements including phasing through multiple fiscal years. Fiscal Impact There is no fiscal impact associated with this report. Upon receiving direction from the City Council, a potential project would be included in the draft Seven-Year CIP to be reviewed and approved by the City Council for budgeting purposes. It should be noted that up to $,986 of Development Impact Park Fees will be expiring by October 07 which may be used towards this Dog Park Improvement Project. Background and Discussion At the City Council Meeting on October 8, 05, Council Member Vaughn relayed community comments regarding the maintenance and operations of the City-owned Dog Park (Dog Park), and Council provided general direction to staff to agendize the Dog Park for a status report and discussion. The City owns real property adjacent to Canada Vista Park. Canada Vista Park is owned, maintained and operated by Rancho Santa Margarita Landscape and Recreation Company (SAMLARC); however, the City participated in the construction of various improvements (restrooms and parking lot) during the park's original construction. In addition, the City constructed a Dog Park on the subject City-owned property and a Skate Park on SAMLARCowned property. The City completed construction of and opened the Dog Park in 005. Prior to completion of the Dog Park, an Operations and Maintenance (O&M) agreement was executed by the City of Rancho Santa Margarita and SAMLARC in October 00, outlining the general operational guidelines for the improvements at Canada Vista Park, which included the maintenance responsibilities for the proposed Dog Park. In 007, the agreement was amended and restated to more clearly define these O&M responsibilities. The Agreement further addresses the potential scenario whereby the City might choose to abandon the Dog Park. Under such a scenario, the City would be required to remove all Dog Park improvements. In summary, the O&M responsibilities as outlined in the agreement with SAMLARC are discussed below. Operations The City will own, operate, manage and administer the Dog Park including: ATTACHMENT A //5 Item No. 7.

6 Page 6 Status of Operations and Maintenance of the City Dog Park Located at Canada Vista Park November, 05 Page of o Coordination of all policies, regulations and guidelines for the operation of the Dog Park. o Coordination of all policies, regulations and guidelines for the public use of the Dog Park, including: Hours of operation Conduct Scheduling Periodic closures Annual Calendar The Dog Park gates shall be opened at dawn each day and shall be closed and locked at dusk each evening by SAMLARC. Maintenance Responsibilities The City and SAMLARC shall be responsible for all costs of the following obligations as set forth below and all capital maintenance of the Dog Park as summarized below: City Responsibilities Drainage systems including redesign, repair, reconstruction and replacement of drainage system Storm Drain Repair, Maintenance, Replacement Fence Maintenance, Repair, Replacement Concrete Repair and Replacement Shade Structure Repair and Replacement Redesign, reconstruction, replacement of plant material and landscaping Benches repair and replacement Trash Canisters repair and replacement Supply Bag Dispenser/Pole repair and replacement Drinking Fountain repair and replacement Drainage Basin redesign, reconstruction, repair and replacement Cabana repair and replacement Signage repair and replacement SAMLARC Responsibilities Dog feces removal- daily Litter and debris removal -daily Replace trash can liners ( receptacles) and doggie walk bags ( stations)- daily, or as needed Annual Wood Chip Replacement Supply Bags Removal of graffiti, stickers, soil, etc. on all signage, as-needed Wipe down shade structure posts- weekly, or as needed Wipe down and/or clean () trash receptacles- weekly, or as needed Wipe down and/or clean () drinking fountain- weekly, or as needed Wipe down and/or clean () picnic tablesweekly, or as needed Clean drain basin and cabana of trashmonthly, or as needed Graffiti removal within hours- as needed Wipe down and /or clean () bench- weekly, or as needed Locks repair and replacement

7 Page 7 Status of Operations and Maintenance of the City Dog Park Located at Canada Vista Park November, 05 Page of Approximate Annual O&M Costs SAMLARC staff has stated that the aforementioned tasks are covered under an annual budget of approximately $0,500. Replenishment of the wood chips at the Dog Park occurred in the Spring of 05 and SAMLARC staff has stated that it is scheduled to occur again by November 0, 05. The City has historically budgeted between $5,000 and $7,500 per year to accomplish the City tasks listed above. This is mostly related to routine consultant inspections and PV Maintenance, Inc.'s responses to as-needed repairs/minor improvements. Other Items to Consider In addition to costs related to operations and maintenance, there are other considerations related to the use of the Dog Park. These include location, wildlife, and other nearby Dog Parks. The location, being at the rear of Canada Vista Park is not as accessible as other recreation and dog park amenities, and may contribute to the public's use of the Dog Park. Also, because it is adjacent to natural hillsides, there are insects and wildlife that are dangerous to dogs and humans, such as ticks and rattlesnakes. Staff does employ practices to reduce the presence of snakes, as appropriate. The area is also known for potential flooding during heavy rainstorms. Finally, there are other dog parks nearby in Mission Viejo (Mission Viejo Dog Park) and Ladera Ranch (Wagsdale Dog Park). In fact, in 0, the City of Rancho Santa Margarita contributed a small portion of property to Mission Viejo, and Mission Viejo has indicated that that dog park is open for use by Rancho Santa Margarita residents. Fiscal Impact There is no fiscal impact associated with this report.

16 Page 6 A larger park (with separate small/large space would be nice. Also a water fountain for dogs and humans, like the Mission Viejo dog park would be great. I think many dog owners would be willing to donate money for a larger nicer park. Perhaps donations for brick pavers, and/or plaques on benches. A water feature for the dogs to play in would be nice After all the talk about it for years, then when it opened, it's out of the way; the shade isn't enough; there is the potential for snakes and other critters; and if there are sporting events going on you can forget finding a parking spot. I used to live nearby so I walked but moved to the hear of RSM and don't go and wouldn't recommend it. It's like it was an after thought at the current location. Maybe create a second dog park centrally located within RSM not at a sports park. All the weird trees concern me because of snakes and things like that. I also think the wood chips hurt the dogs feet. We usually frequent Irvine because they use real grass and I don't feel like a rattle snake is going to come out and bite my dog. 5 Anyone will tell you they go once and never again, take a look at LA paws to see what a dog park should offer - mainly space! Or open at least one local trail to off leash exercise 6 Anything is better than the wood chips there. 7 Based on my one visit, it appeared that 99% of the funding went to the skate park. The dog park was a major disappointment. Not everyone in Rancho has kids 8 Benches with shade scattered around the park instead of one location. Grass 9 Check out the dog park in Ladera Ranch. I think it is an excellent example. 0 City of mission viejo LaPaws dog park is packed every night - the best thing about that park is the grass. The RSM park w the bark is horrible as the dogs chew the bark, dogs urinate on the bark then the others eventually chew on it. The odor is terrible due to this. The facility itself is nice ( a little secluded as a female alone at night it is not ok) if you had grass I think people would enjoy it and bring their dogs there. We purchased out dog in December and have been to the RSM dog park 6 times. There has only been dog there in all of those visits. When I ask my neighbors why they don't frequent the dog park they say it is unsanitary. The dogs gets sick from eating the bark - It's too bad because it is a great area for the dogs. Especially with the trees etc. Completely move and change the park. Design the park like la paws in mission viejo Do all dogs that are welcomed into RSM dog park need to be licensed and current rabies shot? I feel this is very important Do not like dog parks. Too many dogs with no real assurance that dogs are vaccinated and treated for fleas etc. 5 Do not spend money on a dog park.

18 Page 8 I have heard bad reviews of the current dog park in terms of turf and access of snakes from other dog people using the park. This has kept me from using it at all. I have lived in RSM for almost 0 years. I love this city and I would love a great dog park to take my dogs to. I drive to the MV dog park because the RSM one is horrible. If we could improve our dog park I would help volunteer to work and make that happen. It would be great to have a nice dog park, not just one thrown in the back of a park that just looks like no thought or care was taken to make it. 5 I love dog parks. My recently deceased dog was obsessed with the dog park. The major factors for my old dog, who loved to run full speed and fetch, were a: good grass for running without cutting up his feet b: mud mitigation- any mud in a park will make a dog owner do a U-turn and go back home. Even a dog washing station is not enough, no one wants a wet or muddy dog in their car. C: obviously a drinking water source for dogs d:human bathrooms are always a bonus. D: a long run. My dog loved to run fast and far, a short small park does not let him run for the long balls. These were my main issues. The parks I enjoyed most were Irvine dog park (big and always green grass) and LA paws. Thanks for taking the time to listen to dog owners about the dog park improvements!!! 6 I love this dog park. I love the local feel and the fact that it is in a natural environment with all the trees and hillsides in the background. Much better than a synthetic artificial looking dog park. I have started to tell my friends about it I never go to this park. Don't like the rattlesnake warnings. There's no grass. There's no shade trees. I'd rather drive all the way to Irvine than go down the street to RSM. I only used the current park once. It was too dusty, too dirty and the other dogs were acting more like a pack than being friendly. Probably won't ever go back, even if improvements are made. I only went about times. People did not watch their dogs very well, could not get in the gate. One person told them they found a rattlesnake by a bush. I never went back. Too hard to watch for dangers. Grass would make it more usable. 0 I primarily do not visit as I do not like the ground covering. I rarely visit the dog park because parking can be an issue when there are other activities at the park, the dog park is not appealing, and because I utilize other non-dog park alternatives in the city/area.

19 Page 9 I recently adopted a dog and was surprised to see the negative reviews about the park on Yelp. There is no dog park in Dove Canyon where I live, so I'm happy to have it, however no one is ever there when I visit. I've now compared it to other local parks (La Paws, Coto) and I visited Alga Norte in Carlsbad over the weekend. I think the fact there's no signage out on the street, the park is tucked far back and there is no lighting/security is part of the issue. As a female, I won't go there late in the day unless there's a team practicing on the field. There's nothing whimsical or fun about this park like the others I've mentioned. RSM needs to promote a more dog-friendly atmosphere. The negative reviews on Yelp reflect that this park is somewhat of an afterthought. I do believe more could be done to make it user-friendly. I stopped going because it's right up against the hills and fear of snakes I stopped going for a few reasons. ) all the down owners normally sat around the tables which meant the majority of dogs were in the same area. This caused all the dogs to greet any dog that was entering the gate. Most of the times this created a lot of stress on the dogs and the owners. This could be avoided if there was more seating and shade so dog owner could sit around the park and not just in one area. ) I would create a separate entry and exit gate so not all dogs are forced to gather around the same area. It's a bad experience for new dogs to the park. ) It's dusty back there. Not sure if this is because of the ground cover or the area in general however we felt as though our dog normally came back dirty. ) It needs better lighting. There seems to be a lot of land in the area to expand this park into a much larger area. I think if it was bigger the dog could run around on the hills, which would be fun. If you incorporated the hills into the park it would be a natural way to have the dogs play. The dogs need more room to be running around and playing fetch with their owners. You might want to create a walking path that the owners could walk no when it rains. 5 I think many people don't know about it. It is usually empty. My dog doesn't like the ground cover. 6 I used to go every Saturday and Sunday morning for 7 years and so did a good group of residents. I believe we went over two years without having the chips replaced, the weeds or bushes or whatever those plants are were only trimmed by a patron who went to the dog park, the snake fence has been damaged for years with no repair and after the Mission Viejo Park opened almost everyone stopped going to the RSM park. The MV park opened in April and we kept going to until the th of July; the lack of park maintenance and patrons made us decide to go to the Mission Viejo park which is very, very nice Rancho really needs to improve the park to near those standards would be happy to go back and tell others how great it is. Either a new larger location or expand current location a little adding grass and better snake protection. The baseball fields are maintained very well, it shouldn't cost that much more to add the dog park to the maintenance schedule as the ball fields if it was expanded and grass added

20 Page 0 7 I went during grand opening. No shade on small dog side, and very limited seating. Do not want to sit on large dog side of chain link fence to be in the only shade while my dog is on other side. My dog did not like me on other side of chain link fence - would not go play. 8 I wish the park was better. Prefer grass or turf. Bushes in center of park blocks view of dogs; better to be on perimeter. Fencing poor - allows snakes to enter. 9 I work with dogs. None of my clients take their dogs to the RSM Dog Park, driving past it to the Mission Viejo dog park. I was only there once and keep hearing about it being in terrible condition. If it has been improved, that needs to be publicized. If it hasn't, then shame on those responsible. 50 I would look at other dog parks that are successfull and model their designs. 5 If the park simply had solid fencing to keep the snakes out and grass we would go there. Take a look at La Paws Park. It is a perfect model. 5 If there is consideration for a park it needs to be totally re-done and re-located. No wood chip/bark. Something bigger. Grass. Look at what LaPaws did and get some of those ideas. 5 I'm a little uncomfortable being in that low-visibility area by myself. That's why I don't go often unless there's other people there. 5 I'm sure what ever you do will be great. 55 It really needs grass It would be great to have the trees in the middle of the dog park removed. It really is a safety measure to have them removed. Solar lighting in the park and along the path way. I would love to volunteer to help with any work. That dog park is special to us. I always strive to leave it in better condition before I leave. It's always empty when I go unfortunately, so not a lot of socializing with other dogs. Would be nice to have water fountains inside the yards also. 58 It's been awhile since my one and only visit but RSM dog park, and unfortunately, my experience was rather unpleasant. Among the ungroomed vegetation was quite a bit of doc excrement. Shame on the irresponsible pet owners. There was no grass and only dry dirt and sawdust which made my dog quite dirty. The park's location and landscape were tightly circumscribed, hence no movement of air, trapping the odors and heat which resulted in a natural convection of undesirable smells. The park appeared secluded and tucked all the way to the back behind game fields, giving it such creepy isolation which scared me enough to never return. 59 It's kind of far away,the bark ground covering isn't desirable, not very many places to sit. Seems like an after thought. No security, once we were there with our small dog and some idiots brought their killer pit bull big agressive dogs into the small side. Their dogs were bothering our dog and other small dogs and it was getting pretty heated situation. The stupid pit bull owners(they brought big, mean dogs into small side) kept laughing thinking it was really entertainment.we rescued our dog, as did the other families and left as soon as we could. We have not been back since, that was about or years ago. 60 Keep the snakes out of the area.

21 Page 6 Location is good, although very far in back which makes it feel less safe. Don't need solid fencing, but snake fence in that location is important. Running fresh water like La Paws. CDC DP water tends to be dirty or a problem - don't like the water reservoir there. Separate tables, don't keep grouped. Get rid of scraggly bushes that ticks are always on!! My dog ONLY gets ticks from our RSM DP, it has to be from the bushes. 6 Lost track the times my dog has been injured here because of the uneven surface..i'm more shocked that the city isn't sued more. 6 Make a sustainable organic farm in RSM 6 Make it as desirable at the Mission Viejo dog park. I hear more people talk highly of their park. 65 Many people I know will not take their dogs to parks becasue you have more irresponsible owners and how do you report someone? I paid my vet bills and stopped going. I don't know what the answer is. The park is so isolated and unprotected it can be scary. Maybe it should be only RSM residents and you get in with your keycard and your dogs should be registered with RSM by their license number. 66 More Green friendly poop bags 67 More space and keep critters out so it is safe for dogs and humans. 22 Page 75 Only in the OC is this a concern. First world problems, but non the less, a pestering issue for the city. Its a dog park. Dogs don't care where they play or run. Lets be honest, this is about the pet owners comfort. Maybe change the turf to sand or crushed granite so the little doggies don't hurt their paws, but use something that requires little maintenance. Real grass and dogs don't work. Fake turf is expensive, and will begin to stink after awhile from the dog feces and urine (I have it in my own yard, and oder is a issue). Maybe take out the natural scrub that surounds the fences, to make it feel more open, which will also make it more safe from predators, like cougars and coyotes, as they do not like open areas, and put in some low use water shade trees and palms, and some nicer benches, to give it more of a "park" like feeling. Light up the walk way and the fence area with some type of ground/trail lights. Solar panel lights like the type that are used on the RSM City sign on Antonio. 76 Our dog park is the worst! The uneven ground, wood chips, and proximity to a skate park are all negatives. The skate crowd likes to linger, some smoke, and it's not a good blend with dog park folks. We appreciate the willingness to accommodate dog owners with a community park, but honestly we feel that the current location should be shut down completely. The location of the dog park is not visible from the street. If you are there alone, it doesn't feel safe at all. The mulch cover is bad for our dogs coat. Causes too much grooming. Having the water in the entry zone causes conflict at entry exit watering. The park needs to be bigger and protected from snakes in the area and with good drainage.there should also be doggie bag dispensers well stocked and plenty of water fountains for drinking. And enough room for dogs to run and play and shade trees. 07 the park seems neglected and under-used 08 The park should be expanded and made bigger. The trees that are down the middle of the park are a good place for snakes to hide and it makes less room for the dogs to run around. 09 The park's hours are the biggest issue for myself and several of my friends. For those of us who work office hours, having the park close at 5pm in the winter means we have no chance to visit at all during the week. We're more than happy to bring flashlights or lanterns and hang out (we all feel very safe), but SAMLARC guards come by and lock the gates right at dark. Even if the city cannot afford to put in lighting (which is number one on our desired upgrades list), there must be some way to compromise and allow residents to use the park during extended hours. The Mission Viejo La Pawz park doesn't have lights either and yet remains open until 8pm year-round. 0 the planned removal of grass throughout our city will have a significant impact by reducing places dogs can be exercised (on leash of course). Especially in the hot summer months, dogs pads can easily be burned on hot asphalt or concrete. It is normal to see owners walking on sidewalks with dogs on leash walking alongside on grass. Replacing grass with "plants" removes many miles of walking space. Where will our dogs be expected to get the exercise they need on a daily basis? Concrete & asphalt is not always suitable. The small and large dog areas need better separation!!! I would never being a small dog to this park as the large dogs can easily get into the other side of the park!! Very dangerous!!! The small dog side is not safe - my 0 pound dog can easily "escape" to big dog side or outside. I've only been once. I walk my dog x a day and would love a closer dog park than la paws to take my dog to. The snakes are what keep me from going back. I've been confronted by a snake and once was enough. Also, when I am by myself it makes me nervous, too isolated.

25 Page 5 5 The trees and bushes in park make it tough to observe dogs well being. Anywhere a park is located in or near a rattlesnake area is just plain dangerous without proper barriers. Wood chips can get stuck in between dogs pads on bottom of feet which causes pain or injury. The trees are a hazard. My dog was coming around a tree at Falls ran into a kid long story short he sliced his eye and had to get three staples. Not just for dogs owners and kids there and I think the tree should be removed 6 The wood chips all seem to be pushed up to the far end of the dog run. We like the tight fence (I assume it's to keep out snakes). The location of the park is pretty far from town. I live south RSM but it's still a drive away. Lighting (timed for eco purposes) would be good for evening doggy play time 7 8 There has to be better lighting getting there and within park at dusk and night time. Agilty features would really enhance the park so people, not professional trainers, could practice skills with their dogs. More fun for everyone and dogs learn how to learn, which is hugely rewarding to dogs. These questions I answered were about the Mission Viejo Dog Park...not so much on RSM Dog Park... 9 This city has a problem with dogs of leashes (not at the dog park but elsewhere). This is the only reason I took this survey. Enforcement is horrible. It's pathetic when you can't walk your own neighborhood without encountering one dog after another not on its leash and owners that either couldn't care less or say stereotypically, "Oh, it doesn't bite." I'd like the freedom to not feel the need to carry protection just to take a walk somewhere. We obviously agreed there should be such a law. Why have it if it isn't going to be enforced? I wonder how many actual citations have been issued for this violation in RSM? 0 This is a great idea. I love dogs, hope to get one. Anything we can do to keep people from walking their dogs for them to use the bathroom would be nice too. Sick of the poop smell on the sidewalks and common areas. And the piles of it. This survey was awesome!!!! Too secluded. Other cities parks for dogs are much nicer. Twice, as I was entering the park, I encountered a large snake. Obviously, I turned and left. That was the last time I tried to enter. Because few people go there it's a little creepy to be there alone. Thanks for getting our comments, we need another suitable park for dogs. 5 6 Unfortunately my dogs end up in the "isolated" area because they aren't very social with other dogs. We have a lot more dog owners (year round)then all of these activities combined and yet the least thought of all went into our present dog park. :( We love the MV dog park. Biggest problems with RSM's include it being too dusty/muddy (depending on the weather), always having to search for rattlesnakes under the bushes in the middle, being too isolated (from the rest of the city and the parking lot), and because of all of the above - there are no other dogs for ours to socialize with. We need more dog parks, just not one. We never go anymore since our dog hair attracted the bark on him. Take a look at La Paws Dog Park in Mission Viejo...great dog park!! We use Mission Viejo. Look to it as a model. Snakes are an issue with the RSM park 5 We use to frequent the dog park twice a week and have a fun group that would meet every Friday after work. This was about years ago. We would all hang out, play cards while our dogs all played. Now we frequent once a week as the current conditions with large wood chips and no real large area for the dogs to play with shrubs taking over, we started driving to the Mission Viejo Dog park instead. I would love to see our dog park improved as it's closer to home. It would be great to get signage as most people don't even know the dog park exists. We have a great community and I love how involved our city council and Mayor are involved! You guys all rock, thank you for all that you do!!! We went once but out dig got so dirty from the wood chips we go to irvine, mission viejo, or Laguna beach instead We would love a separate fenced in area for single dog use. My dogs are friendly and well trained, but some dogs at the park aren't. We only socialize with dogs we know are friendly, healthy, vaccinated. A separate area would be perfect! We would love to use the dog park more, but are very disappointed by the current ground covering and size of the park. Went there all the time until the weeds and stickers in the back took over. There must be a change for me to ever go back. When I was there, the dog owners were drinking alcohol and partying. Maybe more signs stating no alcohol usage would work?! Where to even begin? Honestly, RSM dog park hardly deserves the name "park" -- it is akin to a large, ungroomed backyard, at best. Perhaps your staff should observe the closest dog parks (MV, Laguna Beach, & Irvine). First and foremost, dogs need to run, run, run... therefore warrant plenty of open space. Grass comes second. Dry, dusty dirt and wild shrubs in an already very cramped, slopey, and meager real estate doesn't cut it. I think Laguna Canyon's small dog section is larger than the entire RSM dog park. I took my dogs to RSM dog park once, and never again. RSM dog park is implicitly an afterthought. Such a pity!
