14 I. INTRODUCTION 1.1 Background Highly pathogenic avian influenza (HPAI) is firmly entrenched in poultry in many regions of Indonesia. The high human and poultry population densities in Indonesia are thought to favor the breeding ground for a pandemic influenza virus, which is a major threat for global public health. Avian influenza has attracted worldwide attention as highly pathogenic avian influenza virus of subtype H5N1 can be fatal not only for poultry but also for humans. From 2005 until January 2009 there were 141 positive human AI cases in Indonesia, of which 115 were fatal (Komnas data). The risks for animal and human health exist in all types and sizes of commercial poultry industry (including poultry farms, poultry shops, live-bird markets, collector houses and slaughter facilities). As part of the efforts to prevent and control Avian Influenza, it is important to have information on the whole production and marketing chain of the commercial poultry industry. A complete and reliable data base of the commercial poultry industry is an important prerequisite for successful implementation of prevention and control measures on contagious poultry diseases and especially for HPAI. The presently available databases in many districts of West Java and Banten Provinces are incomplete and are not kept up to date. A better understanding on demographics and management practices of commercial poultry industry will positively contribute to the prevention and control of HPAI in Indonesia. AI prevention and control programs in Indonesia have been conducted by many institutions such as Ministry of Agriculture, Ministry of Health, private agencies, universities, local governments, farmers, international organizations, bilateral donors. FAO as an international organization has conducted Demographic Profiling and Pilot Survey Activities of Commercial Poultry Producers in 12 districts/municipalities in West Java Province and 1 district in Banten Province (2007). This was followed by profiling in 2 districts in West Java Provinces (2009) in cooation with the Indonesian Dutch Partnership on HPAI (IDP). To further assist and to support the government of Indonesia in prevention and controlling HPAI the Indonesian Dutch Partnership on HPAI (IDP) has 1

15 supported the development of databases of the commercial poultry industry (including poultry farms, poultry shops, live-bird markets, collector houses and slaughter facilities) in West Java and Banten Province. The development of the data base was carried out in the districts and municipalities which had not been covered by previous studies on profiling of the poultry industry by FAO-USAID and IDP. There were 12 districts/municipalities in West Java Province and 7 districts/municipalities in Banten Province included in this project. The West Java Province consists of 8 districts (Bekasi, Cirebon, Garut, Indramayu, Karawang, Kuningan, Majalengka, and Sumedang district) and 4 municipalities (Banjar, Bekasi Cirebon and Cimahi Municipality); and the Banten Province consists of 3 districts (Lebak, Pandeglang and Serang district) and 4 municipalities (Cilegon, Serang, Tangerang and South Tangerang municipality). This project was implemented from January - November 2010 under Module 2 on Capacity Building for Regional Institutional and Organizational Development of the Indonesia Dutch Partnership on HPAI. 1.2 Objectives The overall objectives of the sector profiling are two-fold: Firstly, capacity building of veterinary agency at district level and secondly, to develop a sustainable data base and GIS (Geographic Information System) of the poultry sector on district level as a basis for a registration system which is suitable to be used for the development and implementation of poultry disease prevention and control programs. More specifically the objectives are: 1. Development at provincial and district level of institutional capacity for the development, utilization, updating and maintenance of the data base and GIS on the commercial poultry sector. 2. To identify and classify commercial poultry farm production systems, poultry marketing trading facilities and slaughter facilities in West Java and Banten Province, 3. To organize and classify total poultry farm populations in each of the profiled district in West Java and Banten Province based on the poultry production system, 2

16 4. To create a data base with information on the commercial poultry production systems, marketing and trading facilities and slaughter facilities in profiled districts of West Java and Banten province. 5. To create an interactive profiling map (GIS) that is connected to information contained in the data base of West Java and Banten province. 1.3 Outputs The agreed outputs of this profiling assignment are: 1. Development at provincial and district level of institutional capacity for the development, utilization, updating and maintenance of the data base and GIS on the commercial poultry sector 2. A data base (in Ms Access or any other agreed format) of the commercial poultry sector in the district containing information on poultry farms, poultry markets, collector houses, slaughter facilities, poultry shops and hatcheries 3. The data base on poultry farms should contain basic data of all farms with 100 poultry or more such as: ownership, address, location (GPS coordinates), the main poultry species reared poultry numbers of all species, farm management (all-in all-out) and details on duck management systems. Similar data should be collected from the other poultry enterprises. 4. Detailed interactive GIS showing the physical surroundings (roads, rivers, built-up areas etc) of the target areas that indicate the location and basic demographics of significant poultry related facilities and enterprises. The GIS program to use should be a user-friendly computer program which could easily be oated and maintained at the level of District s Livestock Agency offices knowledge. 5. Units established within the Livestock Agency of districts and provinces with trained staff in data collection and the oation and updating of the poultry sector data base. 6. An inception report that describes the methodology for the collection of the data, cooation and training with the provincial and district Livestock Agency for the development of the data base. 7. A final report in English and Indonesian as hard and soft copies. 3

PROJECT IMPLEMENTATION The project activities were conducted in multiple stages: project preparation, desk study, development of database, preparation of manuals, test data base and customized manuals on the pilot site, the training of trainers (ToT), training for data collectors, data collection and data management (data collection, data input and data analysis, development of GIS map), project reporting and final follow up. The implementation of the project stages was in collaboration with (ex staff from) NAMRU- USA. In the middle of the project, NAMRU USA in Indonesia closed, but the project continued to work with some of the ex-staff of NAMRU who now work as independent consultants. Initial meeting with the Livestock Agency of the provinces was conducted to discuss the following issues: - To explain the project plan and implementation stage - To ask the support and commitment from the Livestock Agency of the province in the development, utilization, updating and maintaining data bases and GIS in the commercial poultry sector. - To discuss establishment of units responsible for managing and maintaining the database and GIS at the provincial level, by integrating an existing unit or assigning/establishing the new unit in the Agency. - To conduct meetings with all the districts and municipalities of Banten and West Java Provinces and Provincial agency to explain the plan and the stages of the project and inform several agreements that have been made with the Livestock Agency of the Province. The meeting was conducted at : West Java Province : January, 13, 2010 Banten Province : January, 21, Coordination and Cooation with Livestock Agency at District/ Municipality Level In the preliminary meeting with Livestock Agency from Districts/Municipalities several important issues were discussed and negotiated: - The staff involvement of the selected Livestock Agency of district/municipality as enumerators in collection of primary data in the village level, - Selection and assignment of representative son(s) of the Livestock Agency of district/municipality staff that would be responsible for database 7

21 and GIS of the poultry sector on district/municipality level as a basis for a registration system. Names of the Dinas staff assigned for training of trainers (ToT) and oation and maintenance of the data base and GIS is shown in Appendix 5. - To discuss the unit established within district Livestock Agency with the trained staff and supported by a suitable equipment (computer and GPS) - To obtain information on data currently available at Dinas concerning the poultry sector. 2.2 The Establishment and Development of the Database The Data Base Design The database was designed in Microsoft Access program. The database development in Microsoft Access program was divided into 6 fields: commercial poultry farm, collector houses, poultry market, poultry slaughter house, hatchery, and poultry shop. The example of Microsoft Access program developed for this poultry industry profiling activity can be seen as the following (Figure 1 and 2): 8

24 Epi Info program was also included in the development of the database program. This program is a database and statistic software used by public health practitioners. Epi Info is used for outbreak investigations, managing databases for public health surveillance, data base applications and general statistics. Epi Info programs is distributed and used freely, but the trademark is owned by Surveillance and Informatics Division of Public Health, Epidemiology Program, U.S. Centers for Disease Control and Prevention (U.S. CDC). With the help of Epi Info and computer; public health practitioners, doctors, and epidemiologist can design databases, questionnaires, forms; simplify the process to input data and data analysis. While Epi map program is included In the Epi info program it includes the region map with the district/municipality administration border layer, sub district border, village border, road, and river. Epi map is used to form data relating to geographic data and it was made by using Map Object program and ESRI (Geographic information System and Arc View program maker). Some of the features owned by Epi map are to make choropleth map, map based case, and point map. Epi map saves the map in *MAP file. Choropleth map is a thematic map in which areas are shaded or patterned in proportion to the measurement of the statistical variable being displayed on the map, such as population density or -capita income. The map already made can also be saved as *BMP file. Examples of Epi map are shown in these following pictures (Figure 3 and 4): 11

Users 1 (Module for ToT participants) This module is developed for the participants of Training of Trainers or the son who has been assigned by the Agency to be the responsible son for the data, so that they will be able to: 1) manage the data collection, 2) develop the data base, 3) manage, maintain, update, oate, and utilize the database in GIS software and 4) coach the other Livestock Agency staff in their region and 5) be also suvisor for enumerators in each district/municipality. The established module includes these following manuals: 1. How to conduct a survey and data quality assurance 2. How to use GPS at fieldwork 3. How to use DNR Garmin 4. How to design the data base (in Microsoft Access 2007) 5. How to use the database and mapping 6. How to use EPI INFO/EPI ANALYSIS/EPI MAP 7. How to use Google Earth b. Users 2 (Module for Enumerator) This module is different from the one for ToT. It is simpler than the one for ToT. It only contains guidelines for collecting data from the field, interview procedures and how to use the GPS kit Questionnaires in The Surveys The Primary data will be collected through data questionnaire survey/data collection forms (including taking GPS coordinate) steps. The questionnaire has been developed and we also did trial test for the questionnaire. We tried the questionnaire for some respondents such us collector yard, farm, market, poultry slaughter house and also poultry shop. It is important to know the validity and level of difficulty of the questionnaire. Based on this trial, the questionnaire was revised. The revised questionnaire can be seen as attached in Appendix 4. 14

28 2.2.4 Test Database and Manuals at a Pilot Site After manuals had been developed, the trial test was conducted. The trial test was formed at a pilot site. Based on the trial test, the database and manuals were adapted, finalized and validated. Database test was done in selected districts; these were Karawang District and Serang District. This test involved 4 Agency s staff respectively; 1 son was assigned as data entry staff, 1 son as data analyzer and 2 sons as the enumerators. Data entry staff was instructed to oate the database and inputs data into the database following the information in the manual and without the instruction. By doing this test, we recognized the difficult points of the database. Besides that, the Livestock Agency staff often gave suggestions or feedback for the database. The enumerators conducted interviews at poultry markets, commercial poultry farms, collector yard, poultry slaughter houses, and poultry shops. From the questionnaire test we obtained the following feedback: There is a need to develop the questionnaire manual to help the enumerator understand the content of questionnaire, It is important to approach the management beforehand especially for big companies, to prevent that they get afraid that the information they provided for the survey will be used for taxes and/or business licensing purposes. To solve this problem, it is suggested that enumerators ensure the company that we will not do any business intervention related to their data. It is important to provide official notes from each Livestock Agency s office that the objective for this survey is to collect the data and to make an inventory of the potential of the region. 2.3 Implementation of Training Implementation of Training of Trainers (ToT) Training for trainers (ToT) was conducted before the survey was started. This training was aimed to train CREATE s staff and the representatives from Livestock Agency district s/municipality s staffs. The trained trainees would be responsible for data collection and development of 15

29 data base, managing, maintaining, updating, oating and utilizing database in GIS software and also coaching other Livestock Agency staffs in their respected region responsible as suvisor of enumerator team in each district/municipality or as user of the database. Training of trainers was held in 2 sessions: a. Session 1: Time and location: 1 st -6 th of March 2010, in Shangyang Resort Banten. Session I was attended by 21 participants, consisting of 2 staffs from Livestock Agency of 8 districts/municipalities in Banten Province (staffs from Tangerang District also participated, though Tangerang district was not involved in this survey); 3 staffs from Livestock Agency of Banten Province and 2 staffs from CREATE (Figure 3). b. Session 2: Time and location: March 2010, in Puri Setiabudhi, Bandung. Session II attended by 27 participants, consist of 2 staff from Livestock Agency of 12 districts/municipalities in West Java Province, 2 staffs from Livestock Agency of West Java Province,1 staff from CREATE, and 1 staff from FAO (Figure 4) Implementation of the Training of Data Collectors (enumerators) The trainers of this training were CREATE staffs and representatives from Livestock Agency that had been trained in the TOT. This training was aimed to train Livestock Agency staffs in each district/municipality as the enumerators/data collector for data collection and GPS purpose (Figure 7 and 8). These enumerators are responsible for conducting the interviews, collecting data and GPS coordinate in their region. The Enumerators training schedule is as follows (Table 2 and 3): 16

33 2.4 Data Collection and Data Management Data Collection The data from the field were collected from: 1) commercial poultry farms, 2) hatcheries, 3) poultry markets; 4) collecting and poultry slaughter facilities inside the market; 4) collecting and slaughter facilities outside the market, 5) poultry shops and have been collected from all regions. There are 7 districts/municipalities of Banten and also12 districts/municipalities of West Java completed the survey (Figure 9 and 10) Support of suitable equipment for database oation This activity was aimed to develop, utilize, update, and maintain the data base and GIS on the commercial poultry sector. The supporting tools given to the provincial, district/ municipality Dinas for the development and oation of the data base were one set of PC and one unit of Global Positioning System (GPS). The allocation of PC and GPS was held at the same time as the briefing enumerator moment. The PC was already equipped with the required program related to the database developing activity. Moreover, on the Access (database) program, we made 2 types of which; type 1 is for user (the user only can see the data without modifying it) and type 2 is for administrator (the data can be modified in this type). The admin is the agency s staff that has been trained at Training of Trainers (ToT) and they have been given the password in which every district/municipality has their own password. It is made that way to avoid the loss/damage of data in case of too many people have access to the data. The specification of Desktop is attached in Appendix 6. Here are dates of allocation of the tools for supporting data management (Table 4 and 5): 20

37 2.4.3 Data Management Data management involves the inputting of the data into the software that has been developed (Microsoft Access Program) and data cleaning to ensure the validation of data s quality, accuracy, and completeness. The data input process is done by the agency staff that participated in the training during the ToT. The data were entered into PC (sonal computer) received from the project. After the input process, the next phase is the cleaning of the data, in which the agency staffs work together with the Create staffs Cleaning Data After all the data were entered, the database manager had to clean the data according to the procedures below (Next page): Most mistakes found were in spelling the name of partnership. Most of the farmers and enumerators knew the partnership name by spoken words, so there are some wrong names of partnership for example: popkhand, cpi, popkan, whereas it should be written as PT. Charoen Pokphand. Besides, there are also mistakes in writing the coordinates points, sometime the database manager forgot to put the minus after the first digit of longitude points for example: it should be or sometimes the database manager writes while another points are

39 2.5 Suvision in the Field The aims of the suvision implementation were to know the field condition and to find out if the staffs that were trained at the ToT were competent in their job and able to do the survey implementation. The suvision was carried out in 3 districts in Banten: Serang, Lebak, Pandeglang from May 10 th -15 th 2010: And in 3 districts in West Java: Karawang, Cirebon, Indramayu from June 14 th -19 th Those areas were selected with the consideration that they have high potentials of poultry industry in each area. Whereas the suvision was held as follows: 1. The suvision team was divided into 2 teams: the Field Team and the Database Suvisor Team. Each team consisted of 1 CREATE s staff and 1 Ex Namru staffs (Agus Rachmat and colleagues). 2. The Field team observed the enumerator in terms of the interview technique, GPS utilization, and understanding the questionnaire. The Field Team only observed, and did not give any guidance or instruction. 3. The Database suvisor Team observed the agency officer in terms of the ability to enter the data, by using the software, doing the cleaning of the data, and checking the accuracy of GPS coordinates into Google Earth and also analyzing the data 4. The Suvisor Team made an evaluation with the indicators as follows: a. Field Team The enumerator s understanding the questionnaire The interview technique The GPS utilization Accurate recording of the GPS coordinates: b. The Database Team The officer s ability to enter data Detect the error in the completed questionnaire The officer s ability to clean of the data Troubleshooting program Checking the GPS accuracy on Google Earth How to analyze the data 26

40 2.5.1 Field Suvision Result of Banten Province : 1. The data entry officers would not usually clean and check of the data. Data received by the districts officers submitted by the data collection officers from the field hadn t been rechecked. This was very important to do to ensure that the data to be used for the analysis such as graphic, tabulation or mapping were the right ones. This survey was the first independent survey done on a big scale by the district and this explains that they were not familiar with the process of cleaning and rechecking. 2. The data checking was also done on the recorded GPS coordinates for the location of the enterprises. On several occasions the GPS coordinates were not the same as the location information on the questionnaire. The data entry officers were also taught on how to check of GPS coordinates with the help of Epi Map program. 3. There was also another finding that resulted in mistakes in the GPS coordinates. This happened due to the bad writing of the field officer that the data entry officer unable to read it well. 4. The officers trained for data analysis needed to refresh or re-practice on how to make tabulation, graph, and map with the help from Epi Info program. 5. In general, the enumerators mastered the use of GPS rather well, but in some cases the enumerators did not follow the instruction on how to use the GPS. This was because some of them still thought that the use of the GPS was the same as in the previous survey (e.g. PDSR survey) when there was less attention for accuracy. For this survey, the accuracy value had been set to be less than 10 m. By using GPS of Garmin etrex High Sensitivity type and the survey location which tends to be open, this accuracy value can easily be fulfilled. 6. The position for GPS coordinates taking is fairly good. It is because most enumerators obey the instruction to take coordinates standing in front of the farm on a place where and there is no tree or roofs that blocking the view. 7. The enumerators accompanied during the interview by the suvision team have already mastered the content and technique of the interview. The way the interview was conducted was also fairly good, starting with an 27

41 explanation on the purpose and the objectives of the interview and ended with greetings Field Suvision Result in West Java Province 1. Some findings like the ones found in Banten province also happened in Karawang, Cirebon, and Indramayu districts such as the lack of regular cleaning and checking of the data before entering the data into the computer. 2. The checking of GPS spots also needs to be done as there were many erroneous spots of GPS. 3. The knowledge on Epi Info needs to be refreshed, referring to the manual given in the training. 4. There are some enumerators officers still thinking that the current survey management has something in common with the previous one. 5. Communication between the enumerator and respondents has already been good in which the respondents were not afraid to accept the officer visit, this was because the officer had already explained the purpose and the objectives of the interview Lesson Learned Based on Field Suvision 1. The background of the enumerator (whether he came from the field of veterinary/animal husbandry background) did not affect the ability of the enumerator in understanding the content of the questionnaire and the ability to do the interview. The most important factor was the ability of the enumerator in making sonal approach to the respondent. 2. Even though the acceptance of the respondent to the officer was already good during the suvision, the objectives of the interview still have to be explained to the respondent in advance. 3. Taking the GPS coordinates and the recording on the questionnaire has to be evaluated continuously to obtain accurate records of the location. The checking on GPS battery/cell must be done whenever the officer is about to go to the field. 28

42 4. The suvision should be done midterm or early in the survey when it is possible to correct mistakes CREATE Actions Taken Based on The results of Field Suvision: 1. Give advice to others district to stress to the enumerator about GPS accuracy and that it must be less than 10 meters. 2. The GPS encoding simplified by a giving different code to each sub district. 3. Make the Standard Oation procedures about cleaning data. 2.6 Workshop Profiling Poultry Industry After all Data Collection, Data Management, Cleaning data, and Suvision are held, all district/municipality have to present their data result in a workshop for all database managers and representatives of Dinas Peternakan from each district/municipality Workshop at Banten Province The workshop was held in Mahadria Hotel, Serang, Banten on October 24 th -25 th This was attended by Mr. Ivo Claassen (IDP for HPAI), Mr. Patrick Hermans (Central Veterinary Institute- Wageningen UR), drh. Ade Syahrena Lubis from CMU Deptan, Ir. Agus M. Tauchid (Head of Agriculture and Livestock Agency of Banten Province), 1 representative from BP3KH Banten Province, 19 database manager, 3 disease manager, 1 Local District PDSR, 8 representatives of Dinas Peternakan from 8 district/municipality and Banten Province, and 3 representatives from Bappeda Workshop at West Java Province The workshop was held in Puri Setiabudi, Bandung, West Java on October 31 st November 1 st This was attended by Mr. Ivo Claassen (IDP for HPAI), drh. Ade Syahrena Lubis from CMU Deptan, Ir. H. Koesmayadi TP (Head of Livestock Agency of West Java Province), 25 Database managers, 3 disease managers, 12 representatives of Dinas Peternakan from 13 district/municipality and West Java Province, and 2 representatives from Bappeda. 29

43 2.7 Backstopping After implementing all activities covering data collection, data management, and workshop, the last program was Backstopping. The objectives of backstopping program are: 1. To ensure the database and geographic information system is used by the districts/ municipalities Agency office in Banten and West Java Province. 2. To solve the problems that arises during the use of the database and geographic information system. 3. To improve the knowledge and skills of database manager associated with using database and geographic information system especially Quantum GIS. 4. To facilitate coordination with Ditkeswan-UPPAI center, associated with the development and utilization programs. The backstopping is implemented during November 2010 until April 2011, and includes the following activities Enable Mailing List and Facebook Group of Profiling Poultry Industry In order to develop and maintain communication with all database managers, then CREATE build the Mailing List and Facebook Group named Profiling Poultry Industry. The total members of Mailing List until September 5 th 2011 is 16, with details 10 members Database Manager of Province/Districts/Municipalities and 6 members are Create Staff. While the total members of Facebook Group until September 5 th 2011 are 47, with details 41 members are database manager and 6 members is Create s staff. The administrator s activities are: a. Sending information to the database manager 1) The procedures for the exchange of data from district/municipality to province. 2) Convert the data into the map (ex: AI-case data PDSR) b. Problem solving that helps the database manager in the utilization of the system 1) Create a database report using Ms. Access 2) Create Pull down Menu in table Ms. Access 30

44 The communication via profiling poultry industry yahoo group is going along every day during November- December 2010 in Create office Creating a Provincial Database for Banten and West Java Provinces a. Mawardi Nasution (Head of Livestock Division of Tangerang District) and attended by 4 Create s Staff and 12 Tangerang District Staff Training of Quantum GIS Software for Banten Province Database Manager In order to develop the database manager ability about mapping, on January 10 th -12 th 2011 CREATE conducted the training Quantum GIS for all database manager in Banten Province. This training was opened by Ir. Agus M Tauchid (Head of Agriculture and Livestock Agency of Banten Province) and attended by 3 database manager Province Dinas, and 16 database manager from District/municipality Dinas (Figure 13). The training is consists of material: a. Converting the point coordinates from Ms. Access to the Quantum GIS b. Save the coordinates to the Quantum GIS c. Separating each species of Commercial Poultry Farm s Data d. How to define positive cases and applications Buffer Zone e. Determine the point that is in the buffer zone f. Determining the distance between farms in the buffer zone g. Create a map layout h. Display the scale in the map view Site Visit to Banten Province In order to monitor, observe, and to evaluation, Mr. Arend Jan Nell and Create Staff, doing the site visit to one of the district/municipality in Banten Province namely Serang Municipality. The site visit held at January 24 th There are few points that were critically observed by Mr Arend: 1. Are there other staffs beside the database managers, who can open, use the data, run the database system, and/or doing the analysis and mapping? 2. How often do the database manager and other staff use the database? 32

46 3. How could it be that the map from the Bappeda of Serang Municipality is more accurate than the map from Create? 4. How is the reporting mechanism to the province if the data in the district are updated? 5. Is the mapping system (Epi Map & Quantum GIS) able to show the detailed information of single or multiple points on the map? 6. What will the database manager do if there is the positive disease case in one farm related to the database? 7. What are the response mechanisms when there is a positive case in one farm related to the poultry industries around the positive case location? 8. The survey does not cover the sector 4 (backyard) farms; what will the database manager do if a positive case happens in those farms? 9. If the positive case happens in the poultry industry near to the border with another district? 10. When and how will the Database manager/animal health staff report to the head of Dinas in district or province if there is a positive case in poultry industry? Site Visit in West Java Province In order to monitor, observe, and for evaluation, Mr. Arend Jan Nell and Create Staff, doing the site visit to one of the district/municipality in West Java Province namely Karawang District. The site visit held at February 1 st There are few points that were critically observed by Mr Arend: 1. When did you get the sonal computer and the database? 2. What are the benefits of the database for the Karawang District? 3. If there are people asking the Dinas where is the centre for hatching eggs in Karawang? what will you do? 4. How often you update the database? 5. How is the chief of Dinas response about the database? 6. Is there any plan to update the database? 7. Why is there no plan to update the database? 8. Is there any positive case of AI in year 2010? 33

What are the response mechanisms when there is the positive case in one farm related to the poultry industries around the positive case location? 11. Training of Quantum GIS Software for West Java Province Database Manager In order to develop the database manager ability about mapping, then on March 1 st -4 th 2011, CREATE conducted the training Quantum GIS for all database manager in West Java Province. This training is opened by drh. Sri Mudjiartiningsih (Head of Animal Health and Veterinary Public Health Division of West Java Province), Ir. Hermanto (Head of Livestock, Fishery, and Marines Agency of Garut District) and attended by 2 database managers of Provincial Dinas, and 25 database managers from District/municipality Dinas (Figure 14 and 15). The training is consists of material: a. Data Conversion Ms. Excel to Ms. Access b. Selecting and sorting data according to the needs of database c. Converting the point coordinates from Ms. Access to the Quantum GIS d. Save the coordinates to the Quantum GIS e. Separating each species of Commercial Poultry Farm s Data f. 48 2.7.8 Extra Training of Trainers (ToT) For Database Manager Substitute Database Managers are those who play an important role in the development of this poultry industry database. In January 2010 the representative son(s) of the Livestock Agencies of district/municipality staff were selected and assigned that would be responsible for database and GIS of the poultry sector on district/municipality level as a basis for a registration system. The database managers have been trained in the Training of Trainers (ToT) on March 2010 with the materials that support duties as Database Manager. As the time go by, there are some replacement sonnel for the position of the Database Manager. There are 10 database managers that need to be replaced. The list of database manager that needs to be replaced, the reason for replacement, and the new appointee are in Appendix 7. Based on discussions between CREATE and Database Managers of Banten and West Java Provinces, there is a suggestion to conduct the ToT special for substitute database managers. Then, with the support from IDP HPAI and Livestock Agency of Banten and West Java Provinces, Create was conducted The Extra ToT for those 10 substitute Database Managers. The training was held on May 15 th 20 th 2011 in The Green Hotel Gadog Bogor, West Java (Figure 16 and 17). The participants consisted to 10 sons. The activity was opened by Widiyanto Dwi Surya as Executive Director of CREATE. 49 On May 20 th 2011, Mr. Ivo Claassen and Mr. Patrick Hermans are joined the training. They followed the presentations of the participant on mapping data from the MS Access by using Epi Info and Epi Map. Mr. Ivo and Mr. Patrick appreciate the enthusiasm of the participants whereas the training is implemented during 2 days of national holiday (May 16 th and 17 th ). Mr. Ivo and Mr. Patrick are had tough discussions with the participants. And they advised the participants to practice continuously using the poultry industry database in order to improve High Pathogenic Avian Influenza disease control. PROFILING AND MAPPING OF POULTRY INDUSTRY FOR 7 DISTRICTS/MUNICIPALITIES IN BANTEN PROVINCE 3.1 Profiling and Mapping of Poultry Industry in Banten Province Banten s territory was previously included in the West Java Province. It became a separate province in the year It is located on the western tip of Java Island, the province is bordering the Java Sea in the north, Sunda Strait in the west, Indian Ocean in the south, and the Special Capital Region of Jakarta and West Java Province in the east. This province has an area of 9,160 km2 and a population of 10,632,166 people and consists of 8 districts/municipalities. Banten has an important poultry industry which is mainly concentrated in Serang and Tangerang districts in the northern part of the province.
